Department of National Defence, Canadian Forces Base Kingston, requires a Contractor to provide Security and Survival (S&S) training to operators prior to deployment. Deployed CF members now have a standing task to operate outside of the wire (OTW) to fulfil its tasks while deployed. Tactics that are now taught as part of the basic courses, require added training for the CF members to maximize their survivability while deployed on overseas operations. Current CF directives have identified a requirement that all personnel operating OTW in Kabul will require a higher level of training so as to mitigate the risk to the CF and its assets. With this in mind it has been determined that the best reasonable solution would be to attempt to fill this training gap through a private contractor. Failure to fill this training gap will have an immediate, detrimental effect on the CF's ability to conduct operations. There is a requirement for highly qualified instructors to deliver Sig Sauer pistol and C-8 Carbine training (IAW, the CF operational Shooting Program) and a team focussed, driving training program with a focus on overcoming danger areas in line with what may be encountered on current overseas operations. The facilities must comply with CF safety requirements and provide for environmentally controlled lecture, briefing and training areas. Outdoor facilities (i.e. ranges, driving circuits, shoot houses, etc) must allow for year round uninterrupted access with regards to weather conditions. All equipment requirements for S&S training must be located on-site and be in a state of good repair throughout the training event. First Aid equipment must be provided on-site and the training facilities must be readily accessible to Emergency Medical Services (EMS) not to exceed fifteen minutes, with an accredited medical facility within thirty minutes of the training facilities. The Security & Survival course, required from 16 to 27 January 2012, would be the final phase in the pre-deployment training of a specialist CF capability. The S&S training will become a standing requirement and DND requires the services of The Crucible to ensure CF members obtain this critical training prior to deployment. (b) where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists;

Proposed Contractor: Canada intends to negotiate directly with: Crucible LLC, (DBA Crucible) A Virginia Company 60 Jack Ellington Road Federicksburg, Virginia 22406 United States Operating as: Team Crucible LLC, (DBA Crucible) A Virginia Company Sole Source Justification: The Department of National Defence (DND) considers Team Crucible LLC, (DBA Crucible) A Virginia Company (referred to "The Crucible") is in a unique position to fulfill this requirement for the following reasons: The Crucible has exclusive ownership of the proposed training package. The Crucible employs the same weapons that are currently in CF service. Training on different weapons than would be operationally employed creates inherently unsafe and potentially dangerous situations for all personnel involved. Pre-deployment training is scheduled to commence on 09 Jan 12

and Security & Survival training from 16-27 Jan 12 would be the final phase in the pre-deployment training. The lack of a contract for the delivery of the S&S phase will have an immediate adverse impact on deployed CF operations.

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
