Somalia Strategic Response Plan (SRP) 2014 The Somalia SRP (previously referred to as CAP) was severely underfunded as of 30 June 2014, having received US$236 million (25 per cent) of the $933 million requested. This includes $19.4 million in carry-over funds. About $697 million is required to fund the aid operation in 2014.

In May, the Humanitarian Country Team prepared a three-month operational response plan within the existing aid appeal. The plan requests for $60 milion to cover critical life-saving needs between June and August 2014. The pooled funds have committed $3.4 milllion (CERF $1.4 million, ER $2 million) out of the $21.4 million expected from the pooled funds to support the plan. About $39 million will be mobilized through bilateral contributions.

The Food Security Cluster is the highest funded cluster with 28 per cent funding coverage. Other critical life-saving clusters like health, WASH and shelter/NFIs are below 15 per cent funded. Low funding for the 2014 appeal may compromise fragile improvements made since the famine of 2011. It could also result in reduced capacity of partners to deliver humanitarian assistance to the 857,000 people in emergency and crisis conditions, and 2 million people in stress across Somalia. Common Humanitarian Fund (CHF)
In March 2014, the CHF allocated $25 million to partners in the first standard allocation. The CHF strategic focus was two-fold: 1) address high priority needs for vulnerable displaced people and host communities. 2) address chronic humanitarian crises/disasters. The allocation will also support high priority common services. In June 2014, the CHF allocated $2 million through the emergency reserve to support the operational response plan. This will facilitate UNHAS operations, support access to safe water and ensure continuity of health care services in Belet Weyne hospital. The allocation will also support measles vaccinations in Somalia.
