2017 / 2018 Compliance Training NOTES: 1 - EROs (Tax offices) may only use marketing materials which have been preapproved by River City Bank to prevent potential unfair, deceptive or abusive acts or practices. 2 - The tax preparer is responsible for ensuring all paperwork related to bank products is completed fully and accurately. 3 - Additionally, the Tax Preparer is responsible for presenting customers with information explaining the multiple options for receiving their refund, the cost of each option, and the timing of delivery of the refund of each option. (Use of the PTS Authorization of Services Form will assist in fulfilling this requirement .) 4 - Any customer or potential customer which has a complaint regarding bank products should be directed to contact River City Bank for resolution. 5 – Appropriate methods of destruction of bank product information include burning or shredding. 6 - In the event that your customer’s bank records have been or may have been compromised, it is imperative that you immediately contact the bank so proper action may be taken.

7 - To qualify for any bank product applicants must: -be at least 18 years of age (both applicants on joint returns) -Present two (2) forms of valid identification -Provide a physical street address of residence on the bank application -Have at least one working contact phone number (Home, cell or relative phone) -Have the ERO (tax office) witness their signature on RCB Deposit Account Agreement -Have the ERO (tax office) verify their identification information

11 - Preparation fees collected by the bank on behalf of a preparer must be fully disclosed on the customer’s account agreement. In the event that the tax preparation fees exceed $ 450.00, the office may be contacted by the bank for individual explanations. 12 - Prior to signing the account agreement, the customer MUST be given a RCB Disclosure booklet which has been provided to tax preparer office by the bank. This booklet provides the required disclosures pertaining to their special use deposit account including Truth in Savings, Electronic Fund Transfer, Privacy of Consumer Financial Information and Funds Availability, and other required information. 13 –River City Bank $ 1,750 Freedom Advance feature costs $ 0 above the bank’s $ 44.95 service charge for a federal product. 14 - A customer is permitted to cancel any product they apply for up until they cash their check or receive their direct deposit. Customers should be made aware that the funds will be returned to the IRS and it may take up to 90 days for the IRS to issue a check by mail. 15 - Before releasing a check to a customer, ERO’s must first verify the customer’s identity to ensure the check belongs to them. The customer must sign the upper portion of the check stub, which must be detached and retained by the ERO. The customer MUST BE GIVEN the statement of activity portion to comply with Truth in Savings Act. 16 - By signing the River City Bank Deposit Account Agreement, the ERO is also certifying that they have verified the identifying information that was entered on the application from the customer’s ID. Therefore, the ERO is ALWAYS required to sign the application. 17 - To comply with Truth in Savings Act, the customer must be given the “Statement of Activity” portion of the check stub.

2017 / 2018 Compliance Training 18 – When a customer applies for a bank product it is important the application be completed correctly, signed and dated by all applicants as well as the ERO (tax preparer) before submitting to bank. 19 – The customer must be provided a copy of the River City Bank Disclosure Booklet at the time they apply for a bank product; prior to signing the Deposit Account Agreement. 20 – All signed documents relating to bank products must be completed properly and retained on file. When a bank application is completed, the ERO must retain a copy of the River City Bank Deposit Account Agreement. The top portion of the check contains a customer signature line and date line proving a distribution of the check. This stub must be detached and retained on record. Any Check Rehang Request that has been submitted to RCB must also be retained. 21 – Beginning in June, all checks will be printed by River City Bank and mailed to the ERO (Tax office). 22 – The bank will conduct random document reviews to ensure all EROs are in compliance with the bank’s procedures and guidelines. In most circumstances, the River City Bank Deposit Account Agreement will be requested to satisfy the review. The ERO has 72 hours to provide the requested documentation to the bank or the review will fail. If an ERO (tax office) fails a review, they will be contacted and the reason why the review failed will be discussed. If an ERO fails more than one review, the ERO may no longer be permitted to offer River City Bank products. 23- Customers are NOT required to take FreedomONE advance in order to receive a bank product. 24- Freedom Advance is a loan with no additional cost to the taxpayer. 25- A customer is not required to obtain a Refund Transfer in order to receive the Freedom Advance. 26- An ERO shall NEVER charge an additional fee to customers applying for the Freedom Advance.
