Why do we monitor effective development co-operation? Meeting the challenge of achieving sustainable development for everyone, everywhere, calls for strong partnerships and new ways of working together. The Global Partnership supports these goals by monitoring country-level application of the effective development co-operation principles - country ownership, a focus on results, inclusive partnerships and transparency and mutual accountability to one another.

What is assessed through Global Partnership monitoring? The Global Partnership’s voluntary and country-led monitoring process measures how well countries and development partners are applying the effective development co-operation principles. The framework’s ten indicators assess progress in:

Strengthening public allocations Increasing the transparency Supporting greater involvement of civil for gender equality and predictability of development society, parliaments and the private co-operation flows sector in development efforts

How does Global Partnership monitoring support achievement of the SDGs? Global Partnership monitoring complements the follow-up and review processes of the 2030 Agenda and the Addis Ababa Action Agenda. Its data contributes to the measurement of:

Who is involved in Global Partnership monitoring? Monitoring is led by partner country governments. It engages a range of stakeholders, including development partners, civil society, parliamentarians, local government, regional entities and the private sector.

What is the Global Partnership Monitoring Dashboard? This data visualisation tool allows users to generate interactive displays, showcasing results for all countries and organisations that reported to the 2014 and 2016 monitoring rounds. Users can:

Whose data is included in the Dashboard? For the 2016 monitoring round alone, data from 81 low and middle-income countries, 125 development partners, 74 development organisations, and with inputs from hundreds of civil society organisations, private sector representatives and others can be explored. The Dashboard also includes data from the 2005, 2007 and 2010 Paris Aid Effectiveness monitoring process, to better illustrate historical trends for relevant indicators. All Global Partnership monitoring data is validated through a country-level, multi-stakeholder process.

How can partner countries use the Dashboard?

• Inform priorities for increasing the effectiveness of their development co• •

operation. Explore development partners’ historical performance to spur dialogue on where further emphasis may be needed. Understand which peers are making progress in implementing their effectiveness commitments, in support of mutual learning on successful approaches.

How else can I explore Global Partnership monitoring results? Each Global Partnership monitoring process culminates in a Global Progress Report, a snapshot of international progress on making development co-operation more effective. Individual Country Profiles also summarise country-level progress.

Country Context Home to the Bengal delta, the largest of the world, the People’s Republic of Bangladesh, with 161 million inhabitants (2015), is the world’s eighth most populous country and has recently achieved the status of a lower middle-income country, with a GNI per capita of US$1,212 (2015).

Thanks to steady economic growth over the past decade, the country has been able to halve poverty from 48.9% in 2000 to 24.8% in 2015. Its human development currently stands at 0.570, ranking 142nd among the 188 countries featured in the last 2015 Human Development Index.

In this year’s monitoring round, the three main providers are World Bank, ADB and Japan, accounting for 74% of total development cooperation in 2015. Key Development Challenges

Bangladesh benefits from a strong economic growth fuelled by manufacturing, remittances and a stable fiscal environment. The government has recently launched a groundbreaking Social Security Strategy and the seventh five-year development plan (2016-20). Both are well-aligned with the 2030 Agenda for Sustainable Development and the Sustainable Development Goals. The main challenges for Bangladesh’s development relate to sustaining an enabling environment for private investment; strengthening efficiency and integrity in the public sector governance and the judiciary; accommodating a quickly growing and increasingly urban labour force while adapting to climate change; and managing substantial risks as one of the world’s most disaster-prone countries.
