The meeting opened with a karakia led by Elizabeth Cunningham. The agenda was dealt with in the following order.

1. Apologies Committee Decision That apologies from Manaia Cunningham, Pam Richardson and Pere Tainui, and an apology from Andrew Turner for lateness, be accepted.

2. Confirmation of Previous Minutes Committee Decision It was decided that the minutes of the Banks Peninsula Water Management Zone Joint Committee meeting held on Tuesday, 15 May 2018, as circulated be confirmed.

3. Matters Arising from the Minutes Nil.

4. Deputations by Appointment Living Springs Trust – Denis Aldridge firstly thanked the committee for its funding support with biodiversity projects, since the 2011 earthquakes. He gave a summary of the work being carried out on Trust land towards developing an eco-sanctuary. The work included retiring land from stock grazing, the establishment of fencing and a major planting programme. The Trust receives help from several volunteer groups such as young members of the army. The Trust has also established a predator control programme trialling some new technology.

5. Identification of Urgent Items Landcare Research Soil Sampling – Gina Waibl raised the need for better communication with landowners about work being carried out, suggesting a letter to land owners in advance of the work. The Zone Facilitator is to follow this matter up with Landcare Research.

8. Environment Canterbury Forestry Working Group Update Committee Comment The report was taken as read. Virginia Loughnan, ECan Consents Section Manager, elaborated on her report with a presentation which provided an overview of the National Environmental Standard for Plantation Forestry (NES-PF). Key discussion points included:

Historically, Councils across New Zealand had differing rules which applied to forestry. The NES-PF was developed by MPI to provide a national framework to ensure some consistency in how forestry is managed in New Zealand.

·

The forestry industry has been very involved in the development the NES-PF and Councils have had an opportunity to participate in working groups and comment on the draft.

·

Councils are no longer required to have forestry specific rules in Regional and District Plans as the NES-PF includes rules. Councils now need to review their plans to align with the NES-PF.

·

NES-PF covers activities associated with forestry and manages these using a risk assessment. This includes an assessment of erosion, fish spawning and wilding tree risk.

·

Many of the activities are permitted if they meet the conditions of the relevant rules. To undertake a permitted activity, a management plan must be prepared and the Regional Council must be notified in advance of the activity taking place. Councils can also monitor permitted activities and will Environment Canterbury will be developing strategy for doing this.

In June, Environment Canterbury hosted a workshop with MPI which involved over 50 representatives from District Councils and the forestry industry. At this workshop it was agreed that an industry working group would be established. Environment Canterbury are preparing a webpage and some factsheets to help inform landowners and operators about their responsibilities under the NES-PF. Discussion took place about the importance of informing landowners who neighbour forestry blocks about the new NES-PF. If neighbours are aware of the requirements they would be able to notify councils of potential issues.

Banks Peninsula Water Management Zone Joint Committee 17 July 2018 Agree that a specific information card be created with guidance for landowners’ neighbouring forestry blocks.

6. Identification of General Public Contributions Forestry - Mark Bolton advised he had been involved with RMA issues for some 40 years with substantial experience in the forestry industry. He has a keen interest in the environment and the sustainable management of forestry. Mark is currently providing expert advice to Phillip King regarding the incident that occurred at Loudon Farm. Mark expressed concern about the implementation of NES-PF on Banks Peninsula along with specific concerns about the situation at Loudon Farm. Mark advised that there is evidence that over 30 significant slips have occurred in forestry area above Loudon Farm and spoke about the significant amount of sediment at the head of the harbour. He also highlighted that drone footage has identified another debri dam in Waieke Stream which could potentially case another catastrophe. Mark advised that he has contacted Environment Canterbury staff regarding this evidence but is getting no response. He was frustrated at the lack of response and questioned the expertise and qualifications of staff dealing with this issue. He encouraged the committee to go on a fieldtrip to the site. Councillor Turner joined the meeting at this stage of the proceedings The Committee was reminded to think about their role and advised that it was not the role of the Committee to get involved in compliance investigations such as Loudon Farm. For this reason, the Committee decided it was inappropriate to have a fieldtrip to the site. Ian Lloyd reiterated that the incident at Loudon Farm was subject to an ongoing investigation. He also advised that he has been contracted by Phillip King as a consultant to investigate this incident.

7. Facilitators Update - 19 June 2018 Committee Comment The report was taken as read. Matters Arising from update: i.

Farm Environment Plan Workshop – the date of this is now Wednesday 27th June 2018.

ii.

Whakaraupō Catchment Management Plan Update – At the recent governance group meeting it was decided to advertise for a Project Manager and establish a Community Advisory Group. This group will include zone committee representation along with community representation from around the harbour. Zone Committee members raised some concern about the potential for duplication and it was advised that good communication should prevent this been an issue.

iii.

Geoff Thompson has met a Septic Tank Cleaning operator to discuss issues with septic tanks. Further follow up is required.

iv.

Communications- Fiona has developed a soap box article on Forestry. She advised that she is happy to progress this with the support of the committee. Discussion then took place

10. Banks Peninsula Zone Committee Implementation Plan - Next Steps Committee Comment The Committee discussed the need for a clear, concise 3-year action plan. The purpose of this is to replace the current document ‘5 year outcomes and milestones’. It is intended that this new document will provide clarity about what outcomes need to be achieved in catchments and what actions need to occur in the next 3 years to achieve/make progress towards to the outcome. The plan will also identify who can help make these actions happen and the zone committee’s role. The 3-year action plan will likely include some recommendations from existing documents including the ZIP, ZIPA, Whakaraupō Catchment Management Plan along with other actions that are currently relevant/priorities in catchment communities now. It was agreed that this exercise should not take up too much of the committee time and that a useful way to do this would be to use large catchment maps with key information about the catchment. This would be used to identify: 1. Priority outcomes 2. Measures 3. Actions/tasks 4. Lead agency/contributors 5. Zone Committee actions It was also suggested that the committee needs to focus on thinking about how they can better influence agencies. It was noted that there is an opportunity to have significantly more influence at Christchurch City Council. It was suggested that it could be useful to have specific training on this. It was also suggested that the zone committee needs to play a key role in profiling actions and successes in the zone.

about whether it was appropriate to do so this month. Although there were some differing views, it was agreed that an amended version of the article should be published this month.

Some members have meet with CCC and Ecan staff to develop content. Draft info to be finished end of July. A strategy will need to be developed about how to communicate/promote these effectively. NES Plantation Forestry CommunicationsWebpage is almost finalised. Once published, a draft comms strategy will be presented to the ZC for feedback. This will include an info for neighbours of forestry blocks.

Youth Engagement

Soil Mapping Project

No further updates since last meeting. The zone committee recommended that zone committee representation be included on the ‘task groups’. This feedback was provided to the Project coordinator. Hannah Dunlop (Team leader of Youth Engagement at Ecan) has confirmed that CCC will continue to support to EnviroSchools. Hannah is currently away at an international YMCA conference and will attend a ZC meeting once she returns. ZC member suggested that Landcare research send letters to landowners well in advance of phoning regarding a site visit. This suggestion has been passed on Landcare Research via the Ecan project coordinator.

4. Future Zone Committee Items Aquatic Significant Ecological Sites (SES) and CCC Biodiversity Fund

Laura Molles (CCC ecologist) has agreed to to come to the August ZC meeting to discuss the CCC biodiversity fund and provide an update on CCC proposed SES work programme, particularly aquatic SES. The science monitoring year is aligned with the financial year so the results for the 2017/2018 will be available soon. Science staff are keen to present these results to the committee in August. Pest Free Banks Peninsula

Pest Free Banks Peninsula is seeking to enhance biodiversity, including vegetation cover which affects water. Staff are keen to update the zone committee on the initiative and seek advice on other initiatives, groups etc they should be connecting with.

Social Media

The communications team have launched a social media 101 resource that they would like to share with zone committees. This resource is to help zone committee members engage with social media and use it to spread key messages.

The purpose of this report is for the Banks Peninsula Water Management Zone Joint Committee to discuss the key findings of research on springs on Banks Peninsula..

consider the potential implications of the key research findings for the management of springs on Banks Peninsula.

3. Report . Sam Hampton is the Director of Academic Programmes for Frontiers Abroad Aotearoa, and a Lecturer in the Department of Geological Sciences, University of Canterbury. Sam is a volcanologist with a PhD from the University of Canterbury. Much of his research is focused on the volcanic development of Banks Peninsula and he has overseen a study which provides the most comprehensive examination of Banks Peninsula hydrology to date. The hydrology on Banks Peninsula is complex and includes three types of springs: loess, volcanic, and fault controlled springs. Sam’s research has characterised and mapped these spring systems. To do this, he has updated hydrogeological models for the loess and volcanic springs with a focus on several key spring sites across the peninsula: Living Springs, Rhodes Spring, Pa Bay Spring, Akaroa County springs (Akaroa, French Farm, Pigeon Bay Valley), Diamond Harbour springs, and Kaituna Valley springs. Sam will present his key findings at the zone committee meeting. He is motivated to share his research findings to inform and support efforts to effectively manage springs on Banks Peninsula.

1. Purpose of Report 1.1

The purpose of this report is for the Banks Peninsula Water Management Zone Joint Committee to confirm the approach to managing IMS fund and consider six Immediate Steps Projects for funding..

2. Staff Recommendations That the Banks Peninsula Water Management Zone Joint Committee: ·

Note that two projects at Orton Bradley Park have been funded with the remaining funding from the 2017/2018 fund.

·

Recommend that one funding round is undertaken each year and projects are brought to the zone committee for decision in April/May each year.

·

Recommend that the zone committee have a workshop each year to consider the projects and discuss how the projects align with the additional criteria (4) identified by zone committee members.

·

Recommend that the zone committee support the 6 Immediate Steps project applications with the 2018/2019 fund.

3. Report The Immediate Steps (IMS) funding programme was launched in 2010 as part of implementing the Canterbury Water Management strategy. Alongside planning and other measures, this funding is used to contribute to aligning or reversing the decline in indigenous biodiversity associated with the increasing use of the water resources in Canterbury. The Banks Peninsula zone committee has $100,000 of Immediate Steps funding per year to spend on projects to protect and restore biodiversity. In the 2017/2018 year the fund was oversubscribed and the zone committee considered project applications in October. The committee allocated $100,000 (including 10,000 per year for a 5 year Okuti River Project), declined two projects and recommended that a further two projects (at Orton Bradley Park) be a priority for the 2018/2019 fund. Since October 2017, two of the approved projects, Morgan’s Gully and Onuku Heights, were withdrawn by the applicant. Consequently, this meant, $16,700 was available and had to be spent by the 30th June. Of this available money, $12,612 has been allocated to the two projects at Orton Bradley Park and a credit has been purchased for the remaining money. Item No.: 9

IMS WORKSHOP- TIMEFRAME AND STRATEGY On the 3rd July Zone Committee members meet for a workshop to discuss a strategic approach to allocating the IMS fund and to consider current project applications. Helen Greenep (Biodiversity Officer) presented an overview of biodiversity on the Banks Peninsula and the IMS Fund. Key points included: ·

Banks Peninsula has lots of amazing indigenous biodiversity to project.

·

Protection is the priority, followed by restoration.

·

Covenanting is the best bang for buck (in terms of protecting ecological values)

·

There is a coordinated approach between Ecan and CCC for funding IMS projects.

·

Ecan works with QEII and Banks Peninsula Conservation Trust to prioritise covenants projects. Members were reminded that covenants are projects applications from private landowners not the trust.

·

Landowner contributions- there was discussion about how much landowners are contributing. There is a requirement that 1/3rd of the total project cost is to be funded by the landowner.

Discussion took place about the timeframe and strategy for allocating the fund. It was suggested that single funding round be undertaken and that projects be brought to the zone committee for decision in April/May each year. This enables time to ensure that all allocated money is spend within the financial year. Some members expressed concern that the IMS criteria used by staff to assess projects focused on ecological values and does not explicitly include an assessment of freshwater values. To allocate the fund strategically, members considered it important that other criteria are considered by the committee when prioritising projects for funding, including: 1. Ki uta Ki Tai – consider how the projects fits with others in the catchment. 2. Consider alignment of the project with the CWMS targets and priorities e.g drinking water 3. Level of community engagement involved in the project. 4. Consider the portion of fund allocated to covenants vs other projects. No specified amount/% was discussed. It was suggested that each year, interested zone committee members have a workshop to discuss how the applications align with the above points. 2018/2019 PROJECT APPLICATIONS This financial year there is total of $100,000 and $10,000 of this has already been committed to the Okuti River Project (as agreed by the zone committee in October 2017). There is $90,000 available and 6 projects for consideration:

There are also a number of other projects in the pipeline. These include: ·

A QEII covenant at the top of the Okuti River. This is ready to go however it was not deemed a priority for 2018. It requires just under $19,000.

·

A proposal to fence a section of the stream near the top of the Okuti catchment. The applicant is requesting $5,880 to help with the fencing cost. This is a fantastic opportunity to protect the values in this catchment and complements the work of the Okuti River Community Project.

·

Koukourārata- Peter Ramsden has an idea for a project which also involves the creation of a walking track to create a loop.

1. Purpose of Report 1.1

The purpose of this report is to provide the Banks Peninsula Water Management Zone Joint Committee with an overview of a fish passage project undertaken by an Environment Canterbury summer student over the 2017 summer. .

2. Staff Recommendations That the Banks Peninsula Water Management Zone Joint Committee: consider effective ways that Councils can communicate with landowners on Banks Peninsula about why fish passage is important and best practice.

3. Report During the 2017 summer, Environment Canterbury employed a summer student, Megan Brown, to undertake a fish passage project which largely focused on Banks Peninsula. At the time Megan was completing her BSc, majoring in Biological Sciences and Geography – with endorsements in Ecology and Environmental Science. Megan’s project was focused on: 1. Collecting data for potential barriers to fish passage. 2. Installing fish spawning site signs around known Inanga spawning sites. 3. Creating an info sheet for farmers on fish passage.
