“After The Fire” On January 19, 2000, a fire raged through Seton Hall University's freshman dormitory, killing three students and injuring 58 others.

Among the victims were Shawn Simons and Alvaro Llanos, roommates from poor neighborhoods who made their families proud by getting into college. They managed to escape, but both were burned terribly. AFTER THE FIRE is the story of these young men and their courageous fight to recover from the worst damage the burn unit at Saint Barnabas hospital had ever seen. It is the story of the extraordinary doctors and nurses who work with the burned.

Alvaro and Shawn talk more about their ordeal of being college burn victims nationally at many colleges across the country. They also speak at high schools as well as fire safety training or firefighting seminars and conferences. Their motive is to be advocates for fire safety and prevention so that no other students will have to endure the pain that they suffered. Also, they strive to be the voice of many burn victims across the country who may feel "trapped in their new skin."

Their story is one of survival, perseverance, inspiration, hope, courage and friendship. They inspire to motivate students and professionals that life will give you many obstacles. It's how you overcome those obstacles by drawing strength, knowledge and motivation from those around you.

Arlington, VA: The National Electrical Manufacturers Association (NEMA) Section on Signaling Protection and Communications, comprised of fire and life safety industry experts, is excited to announce the release of a library of application guides and manuals on fire detection, emergency communication, and life safety. This report examines data from fatal campus fires and the fatalities that resulted from these fires beginning with the horrific fire which took place in January 2000 at a Seton Hall University dormitory where three students were killed and 67 others were injured through May 2015. Methodology 1. The preliminary research for this report began with an analysis

of campus fire fatalities. 2. The next step was to establish criteria for what constitutes a

fatality. For this report, a campus fire death must meet the specific criteria outlined. 3. An exhaustive search for updates on incidents, followed by

hundreds of communiqués to collect myriad facts from each fatal fire. Officials interviewed were comprised of mostly state and local fire investigators and fire marshals along with local and university fire chiefs, campus fire safety staff, registrars, local police and university staff. The data collected through this study are referred to as “USFA Campus Fire Fatalities in Residential Buildings (20002015).” This terminology will be used throughout the report to cite this data collection. In this report, campus represents both on and off-campus residential housing. Workshop and Program Descriptions 1. Fire Risk Assessments - Campus Based Properties Presented by Telgian A fire risk assessment is a valuable tool in understanding the exposures that a structure faces. The assessment identifies potential hazards, as well as areas of concern as they relate to a structure or facility’s fire exposure. A review of current conditions, as well as proposed improvements is made and compared to existing and/or proposed fire protection system installations. Hazards and risks, to both property and personnel, are identified and categorized as to severity. The assessment is typically performed to a set of recognized standards such as NFPA and involves a physical review of the structure, as well as one-on-one interviews with key facility personnel. A practical part of the assessment involves recommendations for improvement and aids the responsible party in prioritizing needed work. The assessment can also be used as a training tool for employees. This presentation will focus on what is involved in the performance of a fire risk assessment, the type of information that can be obtained from such work, and the benefits, specifically to the education sector, that can be gleaned from having an assessment completed.

2. What Codes Apply to Fire Alarm Systems Presented by Telgian The installation of fire alarm systems are code driven or driven by an owner’s requirement. Either way when an alarm system is installed, it must be installed properly based on various different codes. NFPA 72 and NFPA 70 apply to all installed alarm systems. Building codes establish when a system must be installed as well as some of the operational parameters. This session will include an overview of what codes apply to alarm installations as well as an overview on how the electrical code NFPA 70 works. 4. NFPA 25 and 72: Compliance Need Not Break the Bank Presented by Telgian The cost effective maintenance of fire and life safety systems has always been challenging but it is even more so in today’s environment of increasing calls for compliance while facing fiscal constraints. This seminar examines the requirements for the inspection, testing, and maintenance for fire suppression and fire alarm systems along with strategies for complying with the requirements without busting the budget. This session will review real world examples whereas the property owner, authorities having jurisdiction, and the service provider work together to manage the risk of fire loss while keeping the costs as low as possible. 5. NFPA 25: Misunderstood, Misapplied and Misinterpreted Presented by Telgian NFPA 25 is referenced by all water-based system installation standards is widely adopted throughout the United States. However, the scope and purpose of the standard are widely misunderstood and its application widely misapplied. NFPA 25 is intended to eliminate system failures that are the result of lack of maintenance. Therefore the focus of the inspections and tests required by the standard do not address the design status of the system or compliance to installation standards. Attendees of this session will learn the reasons behind this limited scope and how the inspections and tests are geared to meet these limits. 6. NFPA 72 - Testing and Inspection Requirements - Can You Self Perform Them Presented by Telgian This presentation will include an overview of the test and inspection requirements as defined by NFPA 72, The National Fire Alarm and Signaling Code, 2010/2013 edition. This program will also stress the newly added definitions of qualified personnel and a few of the avenues to obtain these qualifications. The program will define the roles of the person conducting, inspection, testing, programming and servicing of the fire alarm system as well as review the documentation requirements for both the personnel and the test and inspection activities. 7. Prioritizing Fire Protection upgrades - Fire Sprinkler Long Term Planning Presented by Telgian As buildings expand so must their systems. Heating ventilation and air conditioning must be extended; egress facilities must be considered; electricity must be run and fire protection systems must be extended. Among these, the most expensive is frequently the fire protection systems. How do you make the most of what you have though? Can existing piping be re-used? What considerations should be taken to ensure no unnecessary capital is spent? How do I make sure that changes made today allow for future flexibility? How do I plan for staged retrofit of buildings so that I am not removing the same pipe I installed last year? This class will cover basics that should be considered when planning sprinkler retrofit projects whether of short duration or multiyear improvements, as well as frequent mistakes made when expanding a sprinkler systems.

8. Mass Notification System - NFPA 72 - What you need to know. Presented by Telgian This presentation will include an over view of the Mass notification systems as defined by NFPA 72, The National Fire Alarm and Signaling Code, This program will provide a brief overview of the existing requirements as well as explain some of the history of how it has developed over the years in response to incidents. This presentation will also illustrate the four types of Emergency communications systems outlined in NFPA 72 and how one system can enhance the communications capabilities of facilities. The presentation will briefly outline the required "homework" required when outlining an Emergency communications system as well as how it can be utilized as an all hazards warning system to meet not only Building and fire code requirements but also the requirements of other regulatory agencies such as OSHA or state agency requirements. The program will also review the Emergency response plan and how the fire department factors in as a stakeholder. II. The participants will be introduced to the following: 1. Identify what an emergency communication system is 2. Learn what must be completed prior to designing an Emergency Communications System 3. The four types of emergency communications systems 4. Application of the four types of emergency communications systems. 11. NFPA 25 - Water Based Fire Protection Systems: Internal Piping Conditions and Obstruction Investigation Presented by Telgian Many College, Universities, Business, and Health Care campuses have experienced the increased risk and costs associated with the internal obstruction of water-based fire protection systems. This seminar the sources of internal obstructions and the latest requirements of NFPA 25 regarding the detection, correction, and prevention of internal piping obstructions. The 2014 edition of NFPA takes a more performance-based approach to this problem than previous editions and the various options are reviewed and discussed. This presentation also includes a discussion of the requirements for when obstruction investigations are required and the procedures for conducting these rigorous and costly procedures. 12. NFPA 25 - Stake Holders Roles and Responsibilities Presented by Telgian NFPA 25 Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems addresses the responsibilities and roles for the three principle stakeholders. These stakeholders include the property owner, the authority having jurisdiction, and the inspection service provider or contractor. Understanding the responsibilities for each stakeholder is critical to the successful application of NFPA 25 and the maintenance of fire protection systems. Attendees will leave this presentation with a clear understanding of the scope and purpose, intended by NFPA 25, for the roles of each stakeholder and with strategies for limiting risk and liability that may result from the incorrect application of the standard. 13. Stationary Fire Pumps 100 - Installation and Maintenance Basics Presented by Telgian Almost all college, university, business, and health care campuses have water-based fire protection systems utilizing stationary fire pumps. The failure of a fire pump almost always results in the failure of the fire protection system it supplies. Where fire pumps are utilized with fire protection systems the proper installation and maintenance of this critical system component is essential for successful system operation. This seminar reviews the basic hydraulic principles associated with fire pumps and the general requirements for pump and driver selection, installation, and maintenance using the latest editions of NFPA 20 and NFPA 25. This session will benefit both the novice and experienced fire pump owners, installers, and maintainers.

16. Know Your Audience and How to Reach Them Presented by Columbia Fire Department - Columbia, MO This session is an interactive discussion with an emphasis on discussing the multiple entities a safety professional may interact with and how one can obtain their "seat at the table." I will utilize my current unique role and share my experiences and techniques while inquiring how others reach out to these entities. 17. Acceptance Testing of Fire Sprinkler Systems: What You Need to Know Presented by C&S Engineers, Inc. The approval process for system acceptance testing is important in verifying the design and installation of the system and should receive top priority. These final steps in the design and installation of a sprinkler system are to confirm that the basic requirements of the code are satisfied, that the work was completed in an acceptable manner, and that the owner is receiving a system that performs as intended. The issuance of the certificate of occupancy is dependent upon the compliance with system acceptance requirements. 18. Spreading The Word of Fire Safety and Prevention on Campus through Social Connections…”the old fashion way” Presented by Paul Smith’s College Discover your R-value relative to your student body. Could they pick you out of a police line-up? Get you message across to students, faculty and staff with face to face contact and being visible, accessible, approachable and leading by example. Social media is a popular tool to reach the masses, but not the only tool. Discover some ways other than social media that can help you to engage students. By the end of this presentation you will have been introduced to some “old fashion” effective ways to gain their trust and respect and to engage them in your efforts to keep them safe. 19. Changing Trends in Fire Protection Technology Presented by Keltron Digital technology is creating a positive evolution in the campus fire and life safety industry. For many years, the focus of fire and life safety at colleges and university campuses has been on reacting to fire and life safety events. Learn how faster, more reliable communications and software-driven systems are raising the bar to enable incident prevention through proactive fire protection. 22. Creating Partnerships between your University and the Local Fire Authority Presented by Oregon State University / Corvallis Fire Department As an employee of the local municipal fire department contracted to function as the Fire Marshal for a State University, i will share interesting insights other campus administrators and fire jurisdictions that may be looking for out of the box ways to provide fire prevention services on their campus.

23. The Importance of Master Planning - determining Priorities In An Ever Changing World Presented by Karpinski Engineering This presentation will focus on the concepts of how master planning can help determine priorities in our ever changing world. Having a plan in place can be key to successful funding and so much more. 24. Best Practices in Mass Notification Presented by Alertus How can organizations ensure everyone’s safety in the event of an emergency situation? Ivy Tech Community College - Indianapolis Director of Public Safety will discuss the college's emergency notification plans as well as the systems they have in place to notify individuals campus-wide in the event of an emergency. The session will address unified facility notification challenges as well as various solutions to these problems. Finally, the session will cover emergency alert messaging and how Ivy Tech Community College alerts students, faculty, and staff. The information presented during this session is both applicable and relevant to all individuals across higher education institutions who are interested in learning more about how to prepare for and successfully alert faculty, staff, and students in the event of an emergency. Depending on the day, there may be a real-time drill remotely activated during the presentation. 27. Carbon Monoxide Detection: Legislation, Research and Codes Updates Presented by Honeywell Fire Systems This presentation is an informative discussion covering important facts about carbon monoxide (CO) gas and CO detection, review of recent state legislative changes and current research. This presentation will discuss the new CO detection requirements to the 2012 and 2015 model codes and will review several key requirements in the 2015 edition of NFPA 720. 29. The Implementation of Mass Notification Strategies (MNS) for Campuses Presented by Karpinski Engineering This presentation will outline best practice steps and provide critical background information for implementing Mass Notification Strategies on Campus. It is intended to provide the Big Picture by including the emergency planning and administrative elements which are often skipped. The implementation of Mass Notification Strategies (MNS) for campuses requires more than just shopping for electronic and technology systems. Learn best practice steps for the entire MNS implementation process including: • Emergency Response Planning • Legal Requirements • Notification Strategies and Systems • Message Requirements • Common Design Strategies and Issues to Be Aware Of • Administrative Issues (Policies and Procedures, Testing, etc.) • Some Sources of Best Practices and Standards.

32. Suppression and Prevention: Bridging the Gap Presented by The City of Dayton Fire Department There is often a great divide in the fire service between the fast-paced work of fire suppression and the slightly less glamorous element of fire prevention. However, the overall success of each operation can be maximized by establishing active communication and interaction between the two. This session will examine a successful partnership between career fire prevention personnel and front-line firefighters in an urban department that has led to extensive pre-planning, increased occupant safety in complex structures, and an understanding of mutual trust and purpose between the two skill sets. The goal of this class session is to provide a road map for improving an organization’s fire prevention efforts while maximizing fire ground efficiency in the high-hazard and high-value occupancy environment. 34. Should I Stay or Should I Go? How to Shelter or Evacuate Thousands Presented by The Lake Forest Group. This program will focus on emergency management for open-air stadiums found on many campuses nationwide. The session will begin with an explanation of the importance of pre-event planning such as: • Applicable organizations and recommended command-and-control structures that are needed to plan and execute an evacuation or shelter-in-place of venue occupants. • The required internal and external stakeholders that can contribute to the decision to evacuate or shelter venue occupants. • The processes required to determine separate roles and responsibilities of multi- jurisdictional authorities. Other learning objectives include exploring the roles of local, state, and federal government in an evacuation; resource management and coordination with public and private partners; and the difference between planning and managing the evacuation versus managing the incident. A case study will be discussed that examines the terrorist incident of November 13, 2015 at the Stade de France stadium in Paris, which sheltered 80,000 people. 37. Town Hall Meeting and Forum Moderated By: Campus Fire Safety Com What colleges and universities are doing with their fire safety management plans? We will hear from different institutions on what is being done to successfully protect their campuses. Topics such as fire drills – effect?, mandatory fire safety training for all students, mandatory fire safety training for RA’s, and unannounced fire drills. This is an open forum. It’s your conference YOU set the agenda.

39. Transformative Safety and Security education for Higher Education Presented by The University of Dayton The University of Dayton (UD) has developed an “outside the classroom” system of living and learning. The system is known as AVIATE, which is an acronym for A Vision for Integrated, Applied, and Transformative Education. It guides students in gaining the understanding and experiences needed to be upright members of their communities. It develops and integrates the application of critical thinking and participatory skills including leadership, civility, community living and faith. AVIATE develops a student’s abilities to live in a community which prioritizes the common good over individual wants or desires. Students demonstrate healthful living and responsibility through active participation in the planning of and adherence to community standards, promotion of the safety and security of the community, demonstration of pride in their living environment and respectful confrontation of behaviors that threaten the community’s well-being. Partnering with HRL, we developed safety and security EOs and integrated them into AVIATE. Using PATH as an incentive has been a force multiplier for our safety and security educational outreach to students. Participation at our EOs has grown exponentially. This presentation will explain the collaborative process from where we started to where we are now. Although housing preference served as a powerful enticement for our campus, this system could be adapted using other incentives. 42. Automatic Fire Sprinkler Systems: Avoid the common issues with design, installation, testing and maintenance Presented by Jensen – Hughes This presentation will take a look at the basics of automatic sprinkler system design including selecting the correct type of system for a specific application and how proper design can simplify installation and maintenance. The presentation will include looking at how good design and quality installation can minimize winter “freeze-ups” of sprinkler systems. We will also look at common installation problems of sprinkler systems and how to avoid them. Finally we will discuss the maintenance requirements per NFPA 25 and how to get the most out of your service contract. 61. Cooking Fire Prevention Presented by The Halligan Group Cooking is the cause of a large percentage of university housing fires and fires in single and multiple family residences. This session will provide an overview of effective methods to eliminate cooking fires on campus or in the community. The Halligan Group will provide attendees with a 9 step program designed to change behaviors and implement engineered solutions to solve the cooking fire problem in the 18 - 25 year old population. The one-day “Cooking Fire Prevention Program” has been delivered 27 times around the country and sold out every time it's been offered.
