COUNCIL MEETING Minutes of meeting held on Tuesday 12th December 2017 in the Council Chambers, 43 Woolshed Street, Bordertown, commencing at 3.02 pm

MINUTES PRESENT:

Mayor GJ Excell and Councillors D Edwards, EA Goossens, MW Hannemann, JK Jackson, KJ McInerney, RJ Mock, MF Murphy (from 3.08 pm) , MK Oliver and DE Penniment.

In Attendance:

The Mayor welcomed all present and acknowledged the traditional owners of the land on which we meet.

DISCLOSURE OF INTERESTS 

Cr McInerney declared a perceived conflict of interest regarding Agenda Item 18.1.5 Tatiara Council Audit Committee on the grounds that he is a candidate for election to the Audit Committee. He indicated that he would remain in the Chamber to vote.



Cr Goossens declared a perceived conflict of interest regarding Agenda Item 19.2 Tatiara Retirement Village – Possible Expansion on the grounds that she is a member of the Tatiara Retirement Village Board. She indicated that she would remain in the Chamber to vote.

3.08 pm Cr Murphy entered the chamber and took up his seat. PUBLIC FORUM / DEPUTATIONS  Tracey Grosser, Migrant Resource Centre, Bordertown addressed Council regarding facilitating inclusion for recent arrivals in Bordertown: o The migrant population is predominately single men from Afghanistan, Sir Lanka, Malaysia and various African countries. o Some families being reunited on a 100 visa – in the last 6 months 6 women and 19 children have arrived. o Secondary migrants of friends and families. New arrivals are coming to Bordertown to work at the local JBS meatworks. The Australian Migrant Resource Centre (AMRC) is the leading settlement agency serving all of South Australia. Four regional offices in the Murraylands, Bordertown, Mount Gambier and Naracoorte. The Bordertown MRC has limited resources but is meeting the needs of a growing diverse population. I bring a strong understanding of our community and with a balanced approach see my role is to support and advocate for the workers, the industry and the community. Partnerships are crucial, three major stakeholders in Bordertown are the Bordertown MRC, JBS and the Tatiara District Council. Critical factors for successful regional settlement are: o Availability of settlement services. o Appropriate infrastructure and services. o Capacity for economic integration o Willingness of community to engage Examples were shown of integration into the community at community events, sporting and emergency services. Conclusion: o Presence of settlement services is crucial o Co-ordinated holistic approach by all stakeholders o Leadership is required o Patience – new arrivals and the community

CONFIRMATION OF THE MINUTES Res No 410 – Confirmation of the Minutes – Moved Cr Goossens seconded Cr Edwards that the Minutes of the Council Meeting held on 14th November 2017 be taken as read and confirmed as an accurate record of the proceedings of that meeting. COMMUNICATIONS BY THE MAYOR        

I would like to welcome Anne to her first Tatiara District Council meeting. I believe we are entering a new and exciting era of Council. November 15th and 16th the Director of Development and Environmental Services, Rocky, and myself attended the LGA Conference and AGM at Adelaide oval. There is a report by Rocky in your agenda. Sunday 19th November I attended the 50th Birthday celebrations of the Bordertown Hospital. Friday 24th November we held a public thankyou and farewell for our CEO Robert Harkness, followed by a dinner with Councillors, Senior Staff and partners. We thank Rob for his 42 years of loyal dedicated service to the Tatiara and wish him well in his retirement. Monday November 27th I attended the LCEDG meeting at Naracoorte. Wednesday December 6th I attended the farewell function for the Principal of the Bordertown High School Mick O’Connell. He has given many years of service to the High School. Friday December 8th the CEO and I attended the LCLGA meeting at Kingston. Followed by a Christmas lunch. I would like to wish everyone a merry Christmas and a happy new year.

Res No 411 – Communications by the Mayor – Moved Cr McInerney seconded Cr Jackson that the Communications by the Mayor be received. CARRIED REPORTS OF MEMBERS Councillor Goossens reported on the following:  Attended the KESAB awards in Adelaide. Kimba won “Best Town in South Australia”. Barmera won many awards. Next years final will be held in Barmera.  Attended Rob Harkness Civic Reception Farewell.  Attended Bush Stone Curlew presentation/meeting  Attended Councillors and Staff Christmas Function. Councillor Oliver reported on the following:  Attended Tatiara Business Association meeting with Nick McBride and Tony Pasin.  Attended Tatiara Business Association Christmas function. Councillor Mock reported on the following:  Attended the Bush Stone Curlew presentation/meeting. Approximately 22 people attended. Will be forming a “Friends of the Curlew Group”.  Received a comment from the public: “Why do we have so many peacocks in the Wildlife Park?” Councillor Hannemann reported on the following:  Attended Rob Harkness Civic Reception Farewell and dinner.  Attended SE Drainage Board meeting. CARRIED Res No 431 - Local Government (Mobile Food Vendors) Act and Regulations – Moved Cr McInerney seconded Cr Murphy that Council adopt the Itinerant Traders & Mobile Vendors Policy & Location Rules for Mobile Food Vendors as amended and dated 28th November 2017.
