n behalf of the Mental Health News Education, Inc. Board of Directors, we welcome you to our 2017 Leadership Awards Reception. We take pride in honoring four champions of the autism and behavioral health communities: Donna Colonna, Arlene González-Sánchez, Gary Lind, and Dr. Fred Volkmar. Your participation and support of this evening’s celebration will help us continue to fulfill our vital mission of providing essential autism and behavioral health education to the community. Surviving an extreme hardship in a person’s life can often provide them with a unique perspective on the difficulties they have had to endure. It can also ultimately make them stronger and lead them down a path to helping others. That is the story behind Ira and David Minot, the father and son team who publish Behavioral Health News and Autism Spectrum News. Ira Minot, who founded Mental Health News Education, Inc., is a survivor of mental illness that began in his mid-30s. His 10-year life and death battle with depression left him homeless, destitute and having to begin his life all over again. His son David grew up in the shadow of his father’s illness and witnessed firsthand how an illness and the stigma attached to it can bring even the strongest person to their knees. Following his ten-year ordeal, Ira finally received the treatment that broke the chains of his depression. Out of the ashes of his illness and with the support of many dedicated leaders of the behavioral health community, he created a small local newsletter dedicated to providing hope through education for consumers and their families. Today, Behavioral Health News has a readership of over 160,000 and has become a must-read for educators, treatment professionals, and providers of vital behavioral health programs and services. At the urging of the autism community and inspired by his father’s vision and his own understanding of the importance of providing community education, David joined his father in 2007 to launch and publish Autism Spectrum News. Autism Spectrum News and Behavioral Health News provide thousands of free copies of each issue to organizations and communities throughout New York and beyond. In addition, the publications each have websites where current and back issues are posted for free reading: Behavioral Health News (www.mhnews.org) and Autism Spectrum News (www.mhnews-autism.org). Lifetime Achievement Award Presented To

Donna Colonna, MS Donna Colonna, MS, has dedicated her entire professional life to creating opportunities for people with disabilities and people disadvantaged by poverty, to live and work in the community. In the early 1970’s when few opportunities existed for people with disabilities to live in the community, Ms. Colonna was part of the civil rights movement that promoted the right of all people to live in the neighborhood of their choice. Her early personal and professional experiences shaped her philosophy, beliefs, and career path. In the late 70’s and early 80’s, while working at the NYC regional level for OPWDD and OMH, Ms. Colonna was part of a small team that created the beginnings of community-based services for individuals with developmental disabilities, and supported housing for individuals with mental health challenges. For the last 20 years, Ms. Colonna has worked at Services for the UnderServed (S:US), serving since 2002 as its President and CEO. The organization provides $200 million in services and supports, including providing 3500 units of housing, through the dedicated work of 2,200 staff, serving 25,000 of the most vulnerable individuals in New York City. S:US envisions a city where everyone has a roof over their head, is healthy, productive and can enjoy the social connections that create a life of purpose. Ms. Colonna has served in leadership positions throughout New York State, including: The Coalition for Behavioral Health, NYAPRS, NAMI, IAC, SHNNY and ACL, and on numerous government committees. Throughout her 40+ year career, Ms. Colonna has been a vocal advocate for the rights of, and services for, individuals and families with developmental disabilities, behavioral health challenges and people living in poverty. Her life’s work has been dedicated to breaking down the stigma of disability and homelessness, building community and helping to right societal imbalances.

Advocacy Award Presented To

Gary Lind Gary Lind, Executive Director, AHRC New York City, has worked in the human-services and public-policy arena for more than 35 years. Most of his career has been in the field of developmental disabilities with a focus on Medicaid funding streams, home and community-based services, strategic planning, individualized services, and program design. He received both his bachelor and master of social work degrees from Syracuse University. Gary spent the majority of his career at the NYS Office for People with Developmental Disabilities. While NY was the 41st state to enter the federal HCBS waiver program, during his tenure at the agency, it grew to become the largest waiver program in the country. When Gary left OPWDD in 2010 he was serving as the Deputy Commissioner of the Division of Policy and Enterprise Solutions. He served for two years as the Deputy Executive Director of NYSARC, Inc., the state organization of which AHRC New York City is affiliated; becoming the Executive Director of the City Chapter in December of 2012. AHRC currently serves over 15,000 individuals with intellectual and other developmental disabilities throughout the five boroughs of the City. The agency offers individuals a wide range of programs, services and supports tailored to meet their unique individual needs. Since arriving at the agency, Gary has helped in the formation of Partners Health Plan, the only CMS approved FIDA managed care plan for people with i/dd in the nation. In recent years AHRC NYC has acted to increase its clinical competence and support opportunities for those with ASD. With the full support of the agency’s board and financial support from AHRC’s Foundation, the agency has introduced or expanded ABA, TEAACH, and STAR programming. Throughout his career, Gary has maintained a focus on delivering the highest quality services and supports while advancing the basic human and civil rights of people with intellectual and other developmental disabilities.

Public Service Award Presented To

Arlene González-Sánchez, MS, LMSW Commissioner Arlene González-Sánchez, MS, LMSW, was appointed Commissioner of the New York State Office of Alcoholism and Substance Abuse Services (NYS OASAS) by Governor Andrew M. Cuomo on Jan. 3, 2011 and unanimously confirmed by the New York State Senate on March 1, 2011 as Commissioner of the New York State Office of Alcoholism and Substance Abuse Services (NYS OASAS). As Commissioner, González-Sánchez oversees one of the nation’s largest addiction services systems, a system of 1,500 providers that serve nearly 100,000 individuals on any given day. Commissioner González-Sánchez has more than 30 years of experience in the fields of behavioral health services administration, health policy development, and medical research. Under the Commissioner’s leadership, OASAS works to realize her vision for transforming the current system of care for individuals with substance use disorders into a comprehensive, patient-centered and family-focused system. Commissioner González-Sánchez serves on the Governor’s Medicaid Redesign Team (MRT) Behavioral Health Subcommittee. She is co-chair of the State’s Behavioral Health Services Advisory Council and a co-chair of the Responsible Play Partnership which addresses problem gambling in New York State. On a national level, Commissioner González-Sánchez serves as Region II Representative on the National Association of State Alcohol and Drug Abuse Directors (NASADAD) Board, representing New York, New Jersey, Puerto Rico and the Virgin Islands. She regularly liaises with leadership at The White House Office of National Drug Control Policy (ONDCP) and the Substance Abuse and Mental Health Services Administration (SAMHSA). Commissioner González-Sánchez holds a Master’s of Social Work degree in Administration and Community Organization from the Hunter College School of Social Work; and a Master’s of Science degree in Cell Biology and a Bachelor of Science degree in Biology; both from Fordham University.

Fred Volkmar, MD Fred R. Volkmar, M.D. is the Irving B. Harris Professor of Child Psychiatry, Pediatrics, and Psychology at the Yale University, Child Study Center in the School of Medicine. A graduate of the University of Illinois where he received an undergraduate degree in psychology in 1972 and of Stanford University where he received his MD and a master’s degree in psychology in 1976. Dr. Volkmar was the primary author of the American Psychiatric Association’s DSM-IV autism and pervasive developmental disorders section. He is the author of several hundred scientific papers and chapters as well as a number of books including A Practical Guide to Autism (Wiley Press), Asperger’s Syndrome (Guilford Press), Health Care for Children on the Autism Spectrum (Woodbine Publishing), and the Handbook of Autism (Wiley Publishing) and Editor in Chief of the Encyclopedia of Autism. He has served as an Associate Editor of the Journal of Autism and Developmental Disorders, the Journal of Child Psychology and Psychiatry, and the American Journal of Psychiatry and now serves as Editor of the Journal of Autism and Developmental Disorders. He has served as co-chairperson of the autism/intellectual disabilities committee of the American Academy of Child and Adolescent Psychiatry. In addition to having directed the internationally known autism clinic he also served as director of the autism research program at Yale before becoming chair of his department from 2006-2014. Dr. Volkmar has been the principal investigator of several major grants including a CPEA (Collaborative Program of Excellent in Autism) grant from the National Institute of Child Health and Human Development and a STAART (Studies to Advance Autism Research and Treatment) Autism Center Grant from the National Institute of Mental Health.
