Dear friends and colleague, Olympic Winter Games 2014 in Sochi have shown to the whole world that our country's sport infrastructure matches highest modern standards. I'm sure it will allow to hold the FIFA World Cup 2018 at the highest level. I don't doubt that FIFA World Cup 2018 will become one of the most memorable events in sports history and it won't be less significant than «White» Olympics in Sochi. The major task for the Russian Federation and the Russian Armed Forces is faultless holding of CISM 3rd Military World Winter Games in Sochi. Success always favours the best ones in honest sport competitions. And the major success for competition managers is a pleasure in the eyes of every guests and participants of CISM III 3rd Military World Winter Games in Sochi. I'm sure that many years you will fondly remember these Games and appreciate the scale of Russian hospitality and cordiality. I wish a productive work for the benefit of Military Sport to all participants and guests of the General Assembly.

GENERAL INFORMATION 1. FOREWARD The purpose of this “general information” is to present the main aspect of the 3th CISM World Winter Games Organization and mainly to guide how to handle the enclosed documents. The WINOC will also extend invitations to all CISM member nations: • Through diplomatic channel • Via the Chiefs of Delegation • Through the 3rd CISM WWG website : www.cska.ru For the CISM non-Member Nations that have obtained a special permission from the BoD, invitations will be extended through diplomatic channels only. 2. 5. ENTRY FORMS Reply to this invitation is made ONLY by using the entry forms attached as follow: 5.1. Final Entry to be return before the 20 Nov 2016 •Definitive travel information •Overview number of participants •Nominative list of: - Authorities - Officials - Athletes: per sport, per gender, per discipline •Declaration of weapons and ammunitions •Declaration of drugs form •List of Top Athletes •Commitment by the CDel 5.4. Late Replacement Form (LFR) 5.5. Online registration procedure The WINOC has created the 3rd CISM World Winter Games 2017 Website. One of the sections of this Website will be dedicated to an “online registration program”. The use of the “online registration program” is highly recommended for the entry forms and will be possible from the 30th of April 2016. Each CISM member nation will receive login and password in April 2016. At the same time, a guide “How to register online” describing the different steps of the procedure will be available online. If your country doesn’t have the possibility to register online, then the response to the invitation may be done by Fax. All names mentioned in agreements must be written according to the passport and only 8

in Latin letters. The Organizing Committee will only accept the Missions that have respected the deadlines set for returning the entry forms, except in exceptional cases. 6. HOST COUNTRY: RUSSIA

1.1 General Status of the Host Country Russia is vast. Russia is endless. Russia is timeless and eternal. Yet Russia can still surprise. Bounded by 12 seas of the Atlantic, Arctic and Pacific Oceans, the country’s 17.1 million km² include one-eighth of the earth’s inhabited surface area. In addition to being the largest, the Russian Federation is one of the world’s northernmost countries. It encompasses from its borders with Finland, Estonia, Latvia, Belarus, and Ukraine on the west to the Bering Strait in the far northeast and from its borders with Georgia, Azerbaijan, Kazakhstan, Mongolia, and China in the south to the Arctic Ocean in the north. European Russia, the most densely populated, urbanized, and industrialized region, lies between the UkraineBelarus border and the Ural Mountains. Seventy-eight percent of the population lives in this area. Two large industrial cities are located above the Arctic Circle: Murmansk on the Kola Peninsula and Norilsk in Siberia. Russia is a country of incomparable beauty, variety and extremes, encompassing the snow-capped peaks of the Ural and Caucasus mountains, the seemingly infinite Siberian forests, the broad rivers stretching across the continent and deserts and grasslands of its central steppe. Russia is the land of Lake Baikal - the deepest and purest on Earth - and of the Volga, the longest river in Europe. No other country extends across nine of the earth’s twenty-four standard time zones; as Russians in Vladivostok sit down to enjoy their evening family meals, their countrymen in Kaliningrad are rising to greet the sun’s morning rays. 1.2 Political Status of the Host Country Political system of Russia. Russia is a democratic federal rule-of-law state with the republican form of government. It consists of republics, territories, regions, federal cities, an autonomous region and autonomous areas - equal subjects of the Russian Federation. Russian is the official language. The political system established by the Constitution of 1993 provides the president with substantial superiority over other branches of the state. The president is elected for a term of six years by the citizens of the Russian Federation on the basis of general, equal and direct vote by the secret ballot. No-one may hold the office for more than two terms in succession. A candidate for the President of the Russian Federation can be nominated by a political party or by the candidate personally. In the later case the candidate must have an initiative group of 500 supporters. The Federal Assembly, the Parliament of the Russian Federation, is the supreme legislative body of the Russian Federation. The Federal Assembly consists of two chambers, the Federation Council and the State Duma. The State Duma is elected for a term of five years. It consists of 450 deputies. From 2007 all deputies are elected in proportion to the number of votes cast for the lists of candidates nominated by political parties. The Federation Council consists of two representatives from each Subject of the Federation, one from the representative and one from the executive bodies of the Subject of the Federation. The Government consists of the Chairman of the Government, Deputy Chairman of the Government and federal ministers. The Chairman is appointed by the president with consent of the State Duma. If the State Duma thrice rejects candidates for the Chairman of the Government nominated by the president, the president appoints a Chairman of the Government, dissolves the State Duma and calls a new election. The Prosecutor’s Office of the Russian Federation is a single centralized system in which lower prosecutors are subordinated to higher prosecutors and the Prosecutor-General. The Prosecutor-General is appointed to the post and relieved from it by the Federation Council on nomination by the President. Prosecutors are appointed by the Prosecutor-General.

1.3. Economic Status of the Host Country The economy of Russia is a high-income mixed economy with state ownership in strategic areas of the economy. Market reforms of the 1990s privatized much of Russian industry and agriculture, with notable exceptions in the energy and defense-related sectors. Russia is unusual among the major economies in the way it relies on energy revenues to drive growth. The country has an abundance of natural resources, including oil, natural gas and precious metals, which make up a major share of Russia’s exports. As of 2012 oil and gas sector accounted for 16% of the GDP, 52% of federal budget revenues and over 70% of total exports. Russia has a large and sophisticated arms industry, capable of designing and manufacturing high-tech military equipment, including a fifth-generation fighter jet. The value of Russian arms exports totaled $15.7 billion in 2013—second only to the US. Top military exports from Russia include combat aircraft, air defense systems, ships, submarines. The Russian economy is the sixth largest in the world by PPP. 1.4. Cultural Status of the Host Country History of culture In order to understand Russian culture one must realize that it is a unique symbiosis of European and Asian traditions. Russia has part of its roots in European culture where the ideas of goodness, honor, and freedom have similar meaning as in the West. The Mongols, conquered Moscow in 1234 and Kiev in 1240, and controlled Russian lands for over 200 years. That brought Tatar blood into Slavic mix, creating modern Russian nation. When Moscow liberated itself from the Tartars in 1480, the modern Russian state was born. Distant from Europe, the new state was cut off from Constantinople which in 1453 had fallen to the Muslim Ottoman Turks. The Russian Orthodox Church, isolated from the rest of Christianity, developed independently as a national church. Modern culture Living for centuries in a very harsh climate explains the Russians’ strength, their ability to endure extreme hardship, and their occasional bleak outlook on life - but only to the non-Russian observer. Russians themselves never consider their life miserable. Hardships also helps develop such abilities as simplifying things (complex mechanisms break in tough climates, think Kalashnikov and other Russian military armament). Russians tend to find way around obstacles. Russian culture produced a number of world famous artists and writers. Literature would not be the same without Leo Tolstoy, Fyodor Dostoevsky or Joseph (Iosif) Brodsky. Here you can read more about Russian art. Russians consider themselves a well-educated nation. They read a lot of books. They attend theater, Russian ballet is very popular around the world. Russia produces world’s top mathematicians and physicists. Orthodoxy Russian Orthodoxy, a branch of Christianity, is deeply rooted in Russian culture. The majority of Russians are Christians. Church marriage is not official in Russia. Russian folklore Folklore is still very popular in Russian cities and towns. You may have heard about Palekh Art, Russian «basnya» poems and folk songs. Traditions is what keeps Russian Culture unique and alive to this day. 1.5. Sports Policies and Status of the Host Country Sport has always been one of Russia’s top national priorities. Soviet and Russian athletes have always been prominent on the international sporting stage, excelling in Olympic sports and among the top medal winners at the Olympic Games and World Championships. The Federal Government allocates substantial funds to develop both high performance sports and citizen participation. Federal target programs have been launched to promote sport to the public as a fundamental social activity. At the same time, hosting major international sporting events provides a perfect opportunity to welcome guests from all over the world, share the celebration of sport and youth, and increase the social benefits created by these events. The success of the bidding campaigns is an extraordinary example of the government's commitment to hosting international sports events: in 2013 Kazan hosted the 27th Summer Universiade, in 2014 the Winter Olympic and Paralympic Games were held in Sochi, in 2015 the FINA World Aquatics Championships and FINA World Masters Championships will take place in Kazan and in 2018 eleven cities of Russia will play host to the FIFA World Cup.

HOST CITY: 2. Host City Information

SOCHI

2.1. Introduction to Sochi A Black sea-resort town and the host city of the 2014 Winter Olympics. Sochi is unique among larger Russian cities as having some aspects of a subtropical resort. Apart from the scenic Caucasus Mountains, pebble and sand beaches, the city attracts vacation-goers with its subtropical vegetation, numerous parks, monuments, and extravagant Stalinist architecture. It was one of the most popular vacation destinations for Soviet families. About two million people visit Greater Sochi each summer. Weather in the fall and winter is mild, average temperature in November is 12°C. The city of Sochi, located in Southern Russia, is the longest city in Europe stretching 145km along the shores of the Black Sea. Sochi coastal area is a popular seaside resort, while the less-known Sochi mountain cluster is located an hour’s drive from the Black Sea. In recent years, US$12 billion has been invested in the development of Sochi mountain area and that of the surrounding infrastructure in preparation for the 2014 Olympic Winter Games. The Sochi mountain cluster is located at Krasnaya Polyana and half divided: the lower part lies at 560m and the upper part at 960 m above the sea. Krasnaya Polyana lies at the foot of the Caucasus Mountains, Gornaya Karousel lift-served summit rises to 2,320 m; giving a vertical drop of 1,760 m. From the 2013/14 winter season, the resort will offer 30km of worldclass ski slopes (previously, there were only 10km), with an extensive range of pistes varying in difficulty from green to black; 12 chair and gondola lifts, total 10km in length, will carry skiers to the slopes. 2.2. Citizens’ support and passion for the Games In order to successfully prepare and host the 3rd CISM World Winter Games 2017, administrative, financial and legislative support by the central Government, Krasnodar Region government and the City Council of Sochi is essential. If Sochi is selected to be the host for the 3rd CISM World Winter Games 2017, the central Government will provide essential infrastructure support such as transportation network and sports facilities, and furthermore will put in extra support by regulating special laws in order to provide smooth preparations for the Games. Also the sentiment and support of the citizens have sharply increased since the release of plans to host the Games by the Ministry of Defense and Sochi. 2.3. Main Events Several events of note are held in Sochi including the annual Kinotavr Film Festival, the Sochi Velvet Season Theatre Festival, fashion shows, organ and jazz music festivals, comedy club competitions; the billiards world championships; international cycling races, regattas and Russia’s mountain bike championships. The city also holds children’s festivals: The Magic of Dance, Kinotavrik and The Magic of Fairy Tales. It is also the venue of major international symposiums and official meetings. Many official events attended by foreign leaders, politicians, bankers and businesspersons. Also international forums are regularly held in Sochi. Since 2001, the Sochi International Investment Forum has been an annual event in the city. This is the main investment event in the country, where the most pressing issues of economic development are raised through an open discussion between government officials, the business community and experts. In 2014, Sochi hosted one of the world’s largest economic and political forums, the G8 Summit. With the alpine and Nordic events held at the nearby ski resort of Rosa Khutor in Krasnaya Polyana, Sochi hosted the XXII Olympic Winter Games and XI Paralympic Winter Games in 2014, as well as the Russian Formula 1 Grand Prix from 2014 until at least 2020. It will also be one of the host cities for the 2018 FIFA World Cup. However, of course, the most significant event are still to come: the 3rd CISM World Winter Games will take place on February 22-28, 2017. 46

2.4. Krasnodar Region Weather Conditions Under the Köppen climate classification Krasnodar has a humid subtropical climate. Winters are cold and damp, with unstable snow cover. The average temperature in January, the area's coldest month, is 1 °C (34 °F). Weather conditions in winter vary greatly. Temperatures can exceed 20 °C (68 °F) for a few days, but temperatures below −20 °C (−4 °F) are not uncommon for Krasnodar as the city is not protected by mountains from cold waves. Summers are typically hot with a July average about 24.1 °C (75.4 °F). The city receives 735 millimeters (28.9 in) of precipitation annually, fairly spread throughout the year. Extreme storms are rare in the Krasnodar area. Extreme temperatures have ranged from −32.9 to 40.7 °C (−27.2 to 105.3 °F), recorded on January 11, 1940 and July 30, 2000, respectively

2.5. Customs and immigration Further to an analysis, it is possible to assert that the implementation of the CISM WWG is compatible with all the regulations and the opposable legal procedures to this day. 2.6. VISAS To be allowed on the Russian territory, any foreigner shall possess one valid passport (still valid 6 months after their return to their country) and shall present a travel document accepted by the Russian authorities, one visa (for the countries falling under that bond) as well as the justifications related to their conditions and durations of stay. The principle of the free issuance of visas has been retained for this sporting event. To obtain the free issuance, the foreign nationals concerned will need to present, when filing their visa application, a document proving their participation to the 3TH CISM World Winter Games. 2.7. CUSTOMS PROCEDURES At instigation of the inter-ministerial delegation to the big sports events, the airport services will be sought so that, in the respect for the obligations of control, all the measures are taken to facilitate the passages in customs of delegations, their goods: relieved formalities, dedicated lanes… The missions will take a special attention to fill the documents about the temporary entry of weapons, munitions and drugs on the Russian territory. This is a key point. If you don’t respect that point you will have some problems to enter in Russia or you won’t be allowed to enter in Russia. 2.8. CURRENT SANITARY RULES AND VACCINATIONS No vaccination is at present compulsory to enter Russia. It is however recommended to consult the site of the Ministry of Foreign and European Affairs.

PARTICIPATION 5.1 Invitation The whole information about this subject is described in the invitation and its enclosures. 5.2 Participants 5.2.1 MILITARY STATUS CISM is by definition a military organization. Only personnel in active duty as defined in CISM Regulations, may take part at the 3rd CISM WWG competitions. During the Games, all military participants shall be in possession of proper documentation which signifies active military service of the member nation he represents. The documentation can be: • A valid military identity card for those athletes who are authorized to present their military ID abroad; • A form of verification (in English and/or Russian) of military status accompanied by a passport. Any athlete who fails to present such a military ID card or form will not be authorized to take part at the 3rd CISM WWG, and the WINOC shall not have any obligation towards this individual (no board and lodging). The accompanying people, such as coaches, doctors, journalists or drivers shall preferably be military personnel too. Nevertheless, civilian members are accepted. These civilian mission members must conform to the disciplinary rules accepted by all other participants. By signing the Final Entry, the Chief of Delegation confirms the active military status of the participating athletes. If there are last minute changes in the participation of the athletes, the verification file may be signed by the Chief of Mission, but shall be confirmed by the CoD by official letter. 5.2.2 AGE In terms of age, persons less than 17 years cannot participate in CISM events under any circumstances 5.2.3 COMPOSITION OF A MISSION Teams sent by their countries to participate in the Games are called “Missions”. Any mission can participate in all the different sports and disciplines or in only some of them. The composition of the mission is therefore directly linked to the choice of disciplines in which the mission will participate. The following table lists the different members of mission per discipline and represents the maximal composition of a mission.

Delegations are required to strictly respect the standard composition of a participating mission. The WINOC has no financial or organizational obligations towards people who are not included in the mission (relatives, spectators, etc.). A mission participating in the 3rd CISM World Winter Games is composed by Mission Officials, VVIPs, CISM VIPs, Sports Officials, Journalists (Military Media) and Competitors. (Please check Art. 7.1, Handbook I regarding the financial conditions associated with the various officials) 5.2.3.1 MISSION OFFICIALS The main actors of a CISM Military World Games are the athletes. In order to avoid missions with more officials than athletes the proportion below must be respected by the participants:

5.2.3.2 SPORTS OFFICIALS For the complete details regarding the sports officials belonging to each sport, please refer to the “Handbook II – Sports Information”. a. Mission doctor or physician/ masseur • One per mission • The missions can bring more doctors or physician than foreseen in the composition of mission as long as they respect the maximal composition of a mission and the proportion table of item b. Waxing/technicians, driver or ad-libitum • See Composition of the mission 5.2.4 MODIFICATION OF THE COMPOSITION OF A MISSION Certain flexibility must be applied in such cases. A good communication between the WINOC and the participating mission is essential to solve any misunderstanding.

Before 20 November 2016 For any modification in the composition of the Mission (officials, VVIPs, VIPs, sports officials or competitors) it’s highly recommended to use the “online registration program”.

After 20 November 2016 Any modification in the composition of the Mission (officials, VVIPs, VIPs, sports officials or competitors) shall be done by the use of a Late Replacement Form (LRF). This form will be part of the invitation file. 5.3 Withdrawal of participation Any nation that withdraws from participating in the 3rd CISM WWG, after having sent a final entry form, is requested to notify the organizers immediately before the opening of the Games (with copy to the CISM GS). In that case, an amount fixed by the CISM BoD will be charged for administrative costs. 5.4 Travelling As a general rule, travelling expenses of participating authorities and missions to the venue of the 3th CISM World Winter Games are borne by the delegations they belong to. Local transportation will be organized by the WINOC. 5.5 ARRIVAL 5.5.1 GENERAL As a general rule, missions are required to strictly comply with the scheduled arrival dates fixed in the invitation, from the 22nd of February in the afternoon (lunch will be the first meal taken in charge by the WINOC) to the 28th of February he morning (breakfast will be the last meal taken in charge by the WINOC). 5.5.2 EARLY ARRIVAL OF AN EXPECTED MISSION In principle, the WINOC will not accept Missions arriving before the scheduled dates. In all cases, missions arriving too early must pay the extra accommodation costs at the rate of 250 Euros per day per head to the Organizing Committee upon their arrival. In case the mission is not able to pay these accommodation costs, the mission will not be allowed to participate in the Games. 5.5.3 LATE ARRIVAL OF AN EXPECTED MISSION a. Before the preliminary meeting Expected missions will have normal participation. b. After the preliminary meeting (drawing of lots) Before the start of the competitions - Expected missions will have normal participation. During the preliminary meeting, the athletes and teams are placed by drawing of lots following the same procedure as the 54

Nations present. After the start of the competitions - Expected missions will be allowed to compete following the planned program. The drawing of lots for the coming events will not be repeated. The teams and individuals of the missions concerned are placed, at the convenience of the Technical Jury, in those positions which will not affect the drawing of lots. For individuals: all events not participated in are lost. 5.5.4 ARRIVAL OF AN UNEXPECTED MISSION The WINOC will not accept the participation of these missions. The missions not sending the Final Entry till the deadline must request their participation to the WINOC before arriving in Sochi. If the WINOC authorizes the participation and the mission arrives after the Preliminary Meeting on no account should the events in progress or those already completed be repeated. Participation in events not yet started is accepted. The planned program is applicable. The drawing of lots of the coming events will not be repeated. Teams and individuals of the missions concerned are placed, at the convenience of the Technical Jury, in those positions that will not affect the drawing of lots. 5.6 Departure 5.6.1GENERAL As a general rule, missions are required to strictly comply with the scheduled departure dates fixed in the invitation. If your mission is departing split on various groups please specify the different flights. 5.6.2 EARLY DEPARTURE No sanctions will be applicable if an athlete or a mission leaves the Games with the approval of CISM because of absolute necessity or in case of emergency (e.g. injuries, flight connection problems, death of a family member, etc.). 5.6.3 LATE DEPARTURE In all cases, missions leaving after the fixed date must pay extra accommodation costs at the rate of 250 Euros per day per head. RULES OF STAY 6.1 Program of stay Upon arrival in Sochi, the participant will receive an information package (Guidebook) containing to complete program of stay. 6.2 Disciplinary matter The Chiefs of Mission at the Games are responsible for the behavior of their mission. The missions fall under the jurisdiction of Russia. During the Games, all athletes present on the competition areas are equal before the jury, the referees and themselves. No one may use his rank to impose his views on sports matters. Civilian Members of the missions must conform to the disciplinary rules accepted by all other participants. 6.3 Dress code 6.3.1 Military uniform All participants must wear their national military uniform during official ceremonies such as the opening ceremony (outdoor) and closing ceremony (indoor) of the CISM World Winter Games. Individuals without proper uniform will not be allowed to participate in the Games. The medal ceremonies will be done in uniform to enhance the military character of the Games. 6.3.2 NATIONAL TRACK SUIT It is highly recommended for competitors to have at least one official track-suit (training), official jersey/ polo and official winter/ski jacket, preferably in the national colors with the name of the country. 6.3.3 CIVILIAN DRESS Civilian dress may be worn on cultural activities organized by the WINOC as well as during the free times between the competitions and ceremonies. 6.4 Advertising All advertising during the sports competitions and medal awarding at the competition areas and in the accommodation sites has to be in accordance with the regulations of the relevant International Sports Federation and CISM rules. All types of advertisement which goes against ethics, or the spirit of sport and CISM are strictly forbidden. Any infringement to this rule shall automatically result on immediate disqualification of the athlete/ team. As a general rule in CISM, any advertisement of tobacco and/or alcohol is strictly forbidden. 6.5 Forbidden actions In conformity with the statutes and traditions of CISM, any political or religious action during the Games, in particular the dissemination of propaganda documents, pictures, brochures, reviews, is strictly forbidden. Any contravention shall result in the exclusion of the mission from further competition and the case shall be referred to the CISM Discipline Commission.

7.2 Meals and drinks Meals and drinks will both be balanced and substantial and meet the requirement of sport dietetics. As much as possible, the following points will be taken into consideration: • Traditions particular to race and • Medical requirements and prescriptions; • Schedule of events • The WINOC will provide free of charge non alcoholic drinks during meals and water throughout the duration of the competitions. 7.3 Extra expenses Extra expenses including telephone, laundry and drinks must be paid by the consumers. Any cost before the foreseen arrival and/or the departure date, must be covered by the participants.

TRANSPORTATION 8.1 Travel Expenses As a general rule, travelling expenses of participating authorities and missions to the venue of the 3rd CISM World Winter Games are bome by the delegations they belong to. Local transportation is mandatory from all the accommodation sites to all the sports competition and official venues, these costs will be borne by the Organizing Committee. WINOC will prepare a transportation plan for the 3rd CISM WWG period taking into consideration the following points: a) Individual cars with drivers or individual cars with drivers + liaison officers or liaison officers only shall be provided by the WINOC, at its own expense, for each of the following number of authorities The CISM President (1); The CISM Continental Presidents (4); The Official CISM Representatives - OCR’s (6); The CISM Secretary General (1); The CISM WWG Project Manager (1); The President of the CISM Skiing Committee (1); The Chiefs of Missions (1 per country) b) Shuttle service to transport the participants: - From the airport(s)/train station(s) to the accommodation site(s) and vice-versa; - From the accommodation site(s) to the sports venues and vice-versa; c) The WINOC shall ensure that the drivers are suitably trained as such and that they have a satisfactory knowledge of the local geography. In cases where dedicated cars will be used for extended periods of time, the WINOC shall contemplate using more than one shift of driver per car. d) The transportation plan shall be submitted to the CISM CC for its agreement 3 months before the Opening Ceremony of the Games.

MEDICAL CARE & INSURANCE 9.1 Medical centers on the athlete’s accommodations will be established to deal with minor cases Serious cases will be treated at a full serviced hospital. First aid and evacuation service will be available on sport venues and athlete’s accommodations. The WINOC will bear all necessary emergency (first aid) hospital/medical center care expenses. All other expenses, such as hospitalizations, surgical operations and any other special treatments, repatriation in case of disease by illness or accident, other expenses on account of illness/accident such as compensation, loss of income or non-emergency dental/medical care will be charged to the users themselves. If for any reason, the injured athlete’s delegation refuses the medical arrangements proposed by the WINOC , the cost of the hospitalization or treatment at another facility will be the responsibility of the delegation. In case the mission brings any drugs to treat its team and the staff, it has to declare so through the proper form named “Declaration of drugs form” which you can find enclosed to the form of the Final Entry. 9.2 Insurance The WINOC will not be responsible for any claim for loss, injury or damage arising from the holding of the Games. The missions must have the appropriate insurance to cover travel, accidents and health risks as they are not under the responsibility of the WINOC nor CISM.

SECURITY & ACCREDITATION 10.1 WINOC is responsible for the security of all authorities , missions and guests. All participating delegations and national staff will be registered and will receive the appropriate credentials to access the sports venues, lodgings and all sites that they require. The use of the accreditation will provide the necessary control and security measures ensuring the smooth flow of personnel while restricting access of nonauthorized people, providing a safe environment for all. To reach this accomplishment, all delegations and personnel will be required to pre-register online on the 3rd WWG website.

ENTERTAINMENT 11.1 Cultural activities WINOC will manage cultural and tourist activities in the general program. 11.2 CISM Meeting Point - CISM Club As one of the major CISM aims is to promote relations between military athletes of all nations, WINOC will make available a place where the athletes can meet and exchange information including: • Information center (transportation, banking facilities, entertainment, etc.), • Postal office, • News stand (photos, magazines, etc.), • Notice board for CISM information, • Stands for Program and results distribution, • Display of awards and souvenirs connected with the competition, • Lan House with Internet points 60

CEREMONIES & PROTOCOL The following rules and recommendations support this purpose and WINOC will respect and use them as an operational basis, with all due respect to the protocol and the military traditions of its nation. 12.1 Military Character All events shall bear a military character and include ceremonies which enhance their prestige. 12.2 Opening and Closing Ceremonies For the Opening Ceremony the missions in their national military uniforms, led by their team captains, enter the stadium and assemble according to French alphabetical order. The team of the host nation is the last to enter the stadium. The flags of the participating nations are already hoisted in the same order. After the entrance of the missions, the flag of the Host Country is hoisted to the sound of the National Anthem and after that the CISM flag is hoisted to the sounds of the CISM anthem. The CISM flame is lightened. The ceremony program will be the responsibility of the WINOC and must be submitted for approval to CISM. Spectacular opening show demonstrating the host nation’s cultural, human and sport patrimonies will be held. The CISM President and a dignitary of the Host Nation will pronounce a welcome address. The closing ceremony of the Games is performed in the same practical manner as the Opening Ceremony. 12.3 Diplomatic Representatives In order to lend CISM events a more official character and to encourage friendly relations between the governments of member countries, representatives of the national Ministry of Defense and diplomatic representatives from all participating nations are invited to the Games. 12.4 Homage rendered by CISM The CISM authorities will conduct a commemorative ceremony at a national monument. The CISM President will lead the missions on this occasion.

1. GENERAL TERMS The sports events of the 3rd CISM World Winter Games 2017 shall be organized in accordance with the most recent CISM Skiing Regulations, CISM General Regulations and the technical rules of the appropriate International Sport Federation, unless otherwise stated. The most recent performances of the participants must be clearly indicated on the individual entry form when required. The composition of a mission explained in the following pages is considered as the maximal one and can not be overspent. For further information on the composition of the mission, refer to the General Regulations Handbook 1. 2. SPORTS AUTHORITIES The authorities per sport are: 1 The Official CISM Representatives (OCR) 2 The CISM Skiing Committee (CSC) 3 The General Sports Manager (GSM) and Venues Managers (VM) 4 The Technical Jury (TJ) 5 The Jury of Appeal (JA) 2.1. The Official CISM Representative (OCR) There will be 6 OCR’s, 1 for each sport, or group of sports: • 1 for Nordic Sports Disciplines (Biathlon and Cross-Country Skiing). • 1 for Alpine skiing; • 1 for Ski Orienteering; • 1 for Sport Climbing; • 1 for Short Track Speed Skating; • 1 for Ski Mountaineering; For each of these sports organized at the 3thCISM World Winter Games-Sochi 2017, the CISM CC shall designate one OCR who will be appointed by the CISM Board of Directors and selected among the 4 Continental Presidents and/or BoD members. However, the BoD may appoint another delegate to officially represent CISM. The OCR can not act as Chief of Mission at the same time. Each OCR will be technically assisted by a member of the CISM Skiing Committee. PSCS will appoint these CSC members. The Secretary General officially notifies the designated representatives and the WINOC of the appointment of the Sports OCRs for the Games. The WINOC will officially invite the OCRs at least 4 months prior the Games. The OCR shall address a letter to WINOC (with a copy to the Secretary General) to confirm his participation. If the OCR designated should, at the last minute, be unable to attend the Games or to fulfill his mission, he must notify the Organizing Committee and the Secretary General accordingly, so that alternative measures may be taken. 2.2 The CISM Skiing Committee (CSC) and his President (PCSC) CISM has a Skiing Committee which is responsible for the overall technical aspects of the concerning sport/ discipline of the Winter Games. During the Games, the role performed by the CSC, and in particular by his President (PCSC) is of prime importance. For details on the exact functions and roles played by the CSC and PCSC, please refer to the CISM Regulations . 2.3 The Technical Jury (TJ) For each sport/disciplines programmed during the Games, a Technical Jury shall be set up. For details on the exact functions and roles played by the TJ, please refer to the CISM General Regulations. • 7 Technical Juries: - 2 juries for Nordic Sports Disciplines (1 for Cross-Country Skiing – chaired by FIS TD and 1 for Biathlon and Patrol – chaired by IBU TD) 64

- 1 jury for Alpine Skiing - 1 jury for Ski Orienteering - 1 jury for Sport Climbing - 1 jury for Short Track - 1 jury for Ski Mountaineering • The chairman of the jury is the Technical Delegate (TD) nominated by the respective ISF 2.4. The Jury of Appeal (JA) For each group of sport/disciplines programmed during the Games, a Jury of Appeal shall be set up. For details on the exact functions and roles played by the JA, please refer to the CISM General Regulations. • 6 Juries of Appeal (equal with the number of OCR’s). 3. OFFICIAL MEETINGS The various official meetings held during the Winter Games are essential to a sound organization and are largely responsible for the smooth running of the Games. They are the following: • Preliminary Meeting; • Technical meetings; • Meetings of the Technical Jury; • Meetings of the Jury of Appeal; • Meeting(s) of the CISM Skiing Committee; • Meeting of the Anti-Doping Commission. All aspects of these meeting are described in the CISM General Regulations 4. RECORDS All aspects for CISM World Records are described in the CISM General Regulations. The Civilian World Records should be treated in accordance with the guidance given by concernning the International Sport Federation. 5. AWARDS All information concerning the criteria for the attribution of official medals per event at the Games are described in the 3rd CISM WWG Regulations and CISM Regulations. The awards will be presented at the end of each competition, at which time the winner(s) will be saluted by the playing of the national anthem, while the national flags of the medal winners are raised. 6. DOPING TESTS The conduct of doping tests is mandatory at all Sports performed on the frame of the 3rd CISM World Winter Games 2017. For all other points related to the organization of anti doping tests refer to the CISM Regulations, Chapter IX and the most recent regulation from the World Anti-Doping Agency (WADA). 7. PROTESTS The procedures for handling any protests concerning competition matters are described in CISM Regulations. 8. SPORTS 8.1 Biathlon 8.1.1 Regulations The competitions will be conducted in accordance with most recent International Biathlon Union (IBU) Event and competition rules (www.biathlonworld.com) and the most recent CISM Skiing Regulations. 8.1.2 Disciplines • Individual competition: 10 km sprint (men) and 7.5 km sprint (women). • Mixed Relay 8.1.3 Composition (maximum) of the mission • 1 coach • 1 technician • 5 male athletes • 5 female athletes [email protected]

Patrols are formed by 4 athletes participating in the Games in individual events. A patrol consists of one patrol leader, which is commanding the patrol at the shooting range and three (3) patrol members, which execute one shooting bout each (prone, standing, prone). ​ One nation can start with 2 patrols per gender as maximum in this race. 8.8.2.
