Accreditation Guidelines Introduction This document provides an overview of the process developed by the Coalition of Energy Services Associations (CESA) to accredit Energy Service Providers (ESPs) that do business or plan to do business in Jordan and provides guidelines to applicants who want to apply for Accreditation.

Confidentiality Information provided by applicants is subject to strict confidentiality. The application information is distributed only to the member(s) of the CESA Accreditation Committee for the purpose of granting accreditation. There are formal written non-disclosure agreements in place for each CESA Accreditation Committee member. The only information that the Committee passes on to the CESA Board of directors (the Board) is the final accreditation recommendation for each applicant.

Accreditation Criteria The accreditation criteria are approved by the CESA Board. The Board intends to approve revised criteria from time to time based on experience gained by the Accreditation Committee

during previous rounds of Accreditation, and on feedback from ESPs, consumers, and other key stakeholders. The accreditation criteria focus on critical characteristics of successful ESPs, such as:

Technical capability - Qualified personnel and resources. Management capability - Robust organization structure. Project experience - Proven track record. Financial capability - Review of 3-yrs financial records. Legal standing – Review of legal documentation. Customer references - Positive customer feedback. Ethical and technical Practices - ESP pledges and customer feedback.

Note that the review of each of the: technical capabilities; financial capability; and legal standing is performed separately by different independent evaluators, all of which are thoroughly vetted by CESA and are bound by non-disclosure agreements. CESA has put this process in place, along with other mechanisms, including open objection to assigned committee members to eliminate the potential for conflict of interest between applicants and members of the Accreditation Committee. THE SUBMISSION OF FALSE OR MISLEADING INFORMATION WILL BE CAUSE FOR AUTOMATIC REJECTION OF THE APPLICATION BY THE CESA ACCREDITATION COMMITTEE

THE ACCREDITATION OF ESPS IS BASED ON A REVIEW OF ESPS’ CAPABILITIES AND PROCESSES AT THE TIME OF APPLICATION. CESA DOES NOT WARRANT THE SERVICES OR PRODUCTS OF ACCREDITED ESPS ON ANY PROJECT. ANY SUCH CLAIM BY AN ACCREDITED ESP WILL RESULT IN IMMEDIATE REVOCATION OF ACCREDITATION

Categories of Accreditation CESA offers two general categories of Accreditation for Energy Service Providers (ESPs): ESCO and ESP. To receive accreditation by CESA, applicants must clearly demonstrate that they sell their products or services based on promised energy/cost savings or energy production value, rather than simply based on a fee for service or product delivered. For that reason, all reference checks with customers will verify that the reference projects were not only implemented on time, on budget and with minimal disruption, but that they are delivering the contracted or estimated savings, kWh and/or thermal output. Projects that do not meet this criterion will not be considered for accreditation. Starting with the 2019 Accreditation Cycle, all applicants will be required to demonstrate that they implement rigorous Measurement and Verification (M&V) of energy use reduction or energy production over a project’s life cycle. During the 2017 Accreditation Cycle, the disclosure of the following data points are required for all projects submitted by applicants: predicted energy savings or energy production value; pre-installation energy consumption or production; and post-installation energy consumption or production. Applicants must also show how the savings/production are calculated and communicated to clients.

Energy Service Company (ESCO) ESCOs develop and implement turnkey, comprehensive (full service and multiple technologies) energy efficiency projects, with an emphasis on performance-based contracts (i.e., contracts that tie the compensation of the ESCO to the amount and/or value of the energy saved or generated by the project) as a significant part of their business. . To gain ESCO accreditation, applicants must clearly demonstrate technical capability and project experience in at least two of the sub-categories for accreditation outlined below. ESCOs are responsible for developing projects, including walk-through audit, investment grade audit, engineering and design, implementation, financing (optional), monitoring and verification of actual savings, and providing savings guarantees or sharing in the savings produced (optional). ). ESCOs may use various forms of contracts (shared savings, guaranteed savings, project manager at risk, etc.), all of which must clearly tie the compensation of the ESCO with the actual performance of a project.

Energy Service Provider (ESP) ESPs offer some, but not all, of the services of an ESCO. ESPs typically concentrate on one energy efficiency measure or service (e.g., lighting or solar PV), but can offer multiple measures or services. Typical contracts are fee-for-services but can include performance contracts. In all cases, however, applicants must clearly demonstrate that they sell their products or services based on promised energy/ cost savings or energy production value, rather than simply based on a fee for service or product delivered.

Sub-Categories for Accreditation ESPs can apply for Accreditation in one or more of the sub-categories listed in Table 2 below. The Sub-Categories for Accreditation are approved by the CESA Board. The Board reserves the right to review the Sub-Categories from time to time based on feedback from ESPs, consumers, and other key stakeholders.

The Lighting accreditation is reserved for energy service companies that offer lighting products (including lighting controls) as well as design and implementation services. Companies offering energy services in the HVAC category must self-select one of two subcategories, depending on the market pursued and the requested accreditation: HVAC products as well as design and installation services for buildings less than 1,000 square meters in size; and HVAC products as well as design and implementation services for buildings more than 1,000 square meters in size. Solar PV companies must self-select one of three sub-categories, depending on the market pursued and the requested accreditation: Solar PV solutions less than or equal to 125 kWp; Solar PV solutions more than 100 kWp but less than 2.5 MWp in size and Solar PV solutions more than 2 MWp in size Solar Thermal systems’ companies must self-select one of two sub-categories, depending on the market pursued and the requested accreditation: Packaged Solar thermal systems for residential and small commercial customers; and Engineered Solar thermal systems for large commercial or industrial customers. Building Envelope companies must self-select one of two sub-categories depending on the market pursued and the requested accreditation: Building Envelope solutions for window and doors; or buildings thermal insulation solutions.

Provisional Accreditation A Company that meets most, but not all, of the criteria for accreditation may, at the discretion of the Board, be granted “provisional” accreditation. An ESP granted provisional accreditation will be given up to one year to meet all the criteria for full accreditation, after which period the provisional accreditation will be rescinded.

Term of Accreditation1 Accreditation of a company is valid for a period of two (2) years, after which the company must apply again to have its accreditation. Fees for Accreditation An Application fee must be deposited to CESA’s bank account (below information) prior to CESA’s review of any Application at the following address:

An ESP whose accreditation is revoked by the Board will not be able to re-apply for accreditation for a period of 12 months following the revocation of the accreditation.

Accreditation Application Information Requirements The Accreditation Application comprises 6 (six) distinct sections, as outlined in Table 5 below. Applicants must fully complete all sections prior to review of the application by the Accreditation Committee.

FEES ARE NOT REIMBURSABLE IN THE EVENT THAT AN ESP SUBMITS AN INCOMPLETE APPLICATION AND DOES NOT RESUBMIT A COMPLETE ACCREDITATION PRIOR TO THE ACCREDITATION CYCLE APPLICATION DEADLINE

Readiness Report The Readiness report is designed to ensure that the applicant fully understands the basic requirements and conditions for ETIMAD accreditation program before attempting to apply and pay the application fees. By filling and signing this report, applicants are implicitly declaring they fully understand the requirements of this accreditation program and have all the required documents, justifications, clarifications, and any further supporting documents to support their accreditation case. Important note: completing the readiness report and paying the application fees is the only way a company can receive the self-evaluation file, which is one of the essential part of the application and which without an application cannot be considered complete. Interested Applicants will be provided with a copy of the information package along with the “Readiness Report”. The applicant will fully review the application package fill the readiness report, sign it by an authorized signatory, and then send the original copy with the deposit coupon as an evident that the application fees has been deposited to CESA bank account

General Application Information On the accreditation application, applicants must select an accreditation type and category and provide general contact information. General contact information for the applicant includes the name of the organization, the date of incorporation, the business physical and web address, and the name and contact

information of the person who completed the application and is available to answer any questions about the application. An applicant can select one or more of the Accreditation Categories or Subcategories noted above. For example, an applicant wishing to be accredited as a Solar PV ESP in the less than 125 kWp category can also request to be accredited as a Solar PV ESP in the 100KWp – 2.5 MWp category. Note the Application fee for each Accreditation Category or Subcategory requested must be submitted prior to the review of an Application.

General Business Information The Accreditation Application information package contains a check list of the information required. This includes the following: ANNEX 1: A brief statement that summarizes the applicant’s energy service business, not to exceed two (2) pages. This must include the business’ registered name and address, trade names and addresses (if different from the registered name and address), licenses or registrations held in Jordan, number of years in business, services offered and/or technologies implemented, and the number of projects completed in the last three (3) years. ANNEX 2 (optional): Corporate brochure or other marketing materials that complement the information provided in Annex 1, in .pdf format. ANNEX 3: Copies of the legal documentation as per the following: 1. Legal documents mandatory to all applicants: a. Copy of the company’s registration’s certificate (see a sample here 36) b. Registration at the chamber of Industry or commerce or both (see a sample here 34) c. Vocational License (see a sample here 23) d. Copy of the company’s certificate of authorized signatories (see a sample here 20) e. Copy of the tax clearance of the last fiscal year declaration (see a sample here 24) f. Copies of the memorandum and articles of association of the company (see a sample here 25) g. Registration in the Social Security h. Pending investigations and government, regulatory and administrative proceedings (use the phrasing here 37) i. Details of any existing, pending or threatened litigation, arbitration or any other dispute resolution procedure involving the Company, a subsidiary or an associated company (whether as plaintiff or defendant) with an indication of the amounts involved and the nature of the Case (use the phrasing here 37) 2. Legal documents bounded by applicability:2 a. Energy Auditors licensing from MEMR (if applicable) b. Companies working in renewable energy licensing from EMRC (if applicable) (see a sample here 22) c. Any other regulatory permits, consents and licenses regarding company’s operations (if applicable) d. The company’s registration at the engineers syndicate, (if applicable) 2

Applicant should provide a justification for the absence of any of the legal documents;

e. The company’s registration at the contractor’s association, (if applicable) f. The company’s construction classification in accordance with the applicable laws of the ministry of public works and housing, (if applicable) g. License granted according to the applicable category of operations as specified in the company objectives, (if applicable) h. A list of all the company's subsidiaries (indicating which, if any, are dormant or non-trading) and details of each of the company's subsidiaries. i. A list of all associated companies and the names of their shareholders (including percentage shareholdings) and details of each of the associated companies supported by certificates from the controller of companies; j. A list of any partnership, or other unincorporated association, joint venture or consortium THE SUBMISSION OF FALSE OR MISLEADING INFORMATION WILL BE CAUSE FOR AUTOMATIC REJECTION OF THE APPLICATION BY THE CESA ACCREDITATION COMMITTEE ANNEX 4: Three (3) complete fiscal years of audited financial statements, and current yearto-date financial statements, in order to demonstrate that the Applicant has the financial capability to complete the type of projects for which it seeks accreditation and the financial capability to stand behind its project savings guarantees. ANNEX 5: An organizational chart of the company, including all managerial, administrative and technical positions. ANNEX 6: Resumes of senior managers, including education, work history, licenses and relevant certificates to demonstrate the company’s management capabilities. Resumes should include the current role and job description within the organization. ANNEX 7: Resumes of other key personnel to demonstrate the company’s technical capabilities. The resumes should include notations of any licenses or relevant certificates. Note that in small companies, the senior managers may provide the required expertise in several areas. Resumes should include the current role and job description within the organization. ANNEX 8: Description of the Measurement & Verification (M&V) approach used by the company. If companies are not using IPMVP3, they should explain the differences between their approach and the IPVMP options. Not to exceed two (2) pages.

Pre-Requisites and Attestations The Accreditation Application contains a check-list of the pre-requisites and attestations to be provided by the applicant. Note that these must be send physically, not electronically, to the CESA Accreditation Coordinator, at the address noted in the Accreditation Application. Prerequisites and attestations include: APPLICANT DECLARATION: All applicants must submit an Applicant Declaration signed by an authorized officer of the company, attesting to the truthfulness of the information in the 3

application, and to the acceptance of other conditions, such as granting CESA the authorization to verify the information provided in the application with references. ETHICAL AND TECHNICAL ATTESTATIONS: All Applicants must submit a written acceptance of the CESA ethical and technical guidelines, signed by an authorized officer of the company. Note that the Accreditation Committee will review the Application materials and operating record of the Applicant to determine whether an applicant satisfies these criteria. LIGHTING SUPPLEMENTAL TECHNICAL GUIDELINES, IF APPLICABLE: Applicants for Lighting Accreditation must submit a written acceptance of the CESA Supplemental Technical Guidelines for Lighting ESPs, signed by an authorized officer of the company. Note that the Accreditation Committee will review the Application materials and operating record of the Applicant to determine whether an Applicant satisfies these criteria. HVAC SUPPLEMENTAL TECHNICAL GUIDELINES, IF APPLICABLE: Applicants for HVAC Accreditation must submit a written acceptance of the CESA Supplemental Technical Guidelines for HVAC ESPs, signed by an authorized officer of the company. Note that the Accreditation Committee will review the Application materials and operating record of the Applicant to determine whether an Applicant satisfies these criteria. PV SUPPLEMENTAL TECHNICAL GUIDELINES, IF APPLICABLE: Applicants for PV Accreditation must submit a written acceptance of the CESA Supplemental Technical Guidelines for PV ESPs, signed by an authorized officer of the company. Note that the Accreditation Committee will review the Application materials and operating record of the Applicant to determine whether an Applicant satisfies these criteria. SOLAR THERMAL SYSTEMS SUPPLEMENTAL TECHNICAL GUIDELINES, IF APPLICABLE: Applicants for Solar WH Accreditation must submit a written acceptance of the CESA Supplemental Technical Guidelines for Solar WH ESPs, signed by an authorized officer of the company. Note that the Accreditation Committee will review the Application materials and operating record of the Applicant to determine whether an Applicant satisfies these criteria. BUILDING ENVELOPE SUPPLEMENTAL TECHNICAL GUIDELINES, IF APPLICABLE: Applicants for Building Envelope Accreditation must submit a written acceptance of the CESA Supplemental Technical Guidelines for Building Envelope ESPs, signed by an authorized officer of the company. Note that the Accreditation Committee will review the Application materials and operating record of the Applicant to determine whether an Applicant satisfies these criteria. SUPPLEMENTAL GUIDELINES – PROVISIONAL ACCREDITATION: by signing this supplemental guideline the applicant is pledging to CESA guideline in case they were granted a provisional accreditation and is put in order to prevent any misleading claims made by the company regarding their accreditation type

Projects Information The centerpiece of the Accreditation Application is the reference projects information. This section summarizes an Applicant’s actual experience and provide the best evidence of an Applicant’s capabilities. In addition, the information gathered will provide the quantitative information CESA needs to help promote the ESP industry in Jordan. For these reasons, the projects information are key to the accreditation process. The projects information will be submitted using two forms developed for that purpose:

1- Projects Information Summary: this form is built as a Microsoft Excel file with three typical sheets each sheet can accommodate the information of 10 different projects – which means that the company can provide the information of a total of 30 different projects which were completed in the last three years 2- Projects information details: this form is built as a Microsoft Excel file of one sheet and accommodating up to 10 projects (which is the maximum number of projects that are required for any accreditation category) – this sheet allows the user to check a maximum of two projects selected for comprehensive review and to which the applicant is providing all of its supporting document (as per the application package) Both files are user friendly and have explanatory hints once you select the cells.

Note: All projects which the applicant select for review by CESA should be supported with an evidence of its completion such as the dated commissioning reports or the handing over letter Note: A reference project can only be counted if it was implemented under a separate contract specifying the particular scope of that project. Projects executed into several phases under a single agreement is considered ONE reference project. Projects’ contract types required by ETIMAD might differ across the accreditation categories. Hence, it is advised to be well aware of the contract types accepted by CESA explained in the below table

Under a shared savings contract, the customer commits to pay only a percentage of the realized savings to reimburse the ESP for the cost of developing, designing and implementing the energy efficiency/renewable energy project. In this type of contract, the customer assumes no financial obligation other than to pay the ESP a share of the savings that the project generates. Thus, the ESP that finances the project assumes both project performance risk and customer credit risk.

Guaranteed services a form of energy performance contracting

Under a guaranteed savings contract, the ESP assumes project performance risk by guaranteeing a given level of annual energy use reduction or value of energy savings. The customer pays for the project as a lump sum using its own capital or take out third party financing to reimburse the ESP for the cost of developing, designing and installing the energy efficiency/renewable energy project. If the guaranteed level of annual energy use reduction or value of energy savings is not achieved, the ESP pays the customer for the difference between the guaranteed annual savings and the actual savings.

Energy Supply Contracting - a form of energy performance contracting

Under energy supply contracting (sometimes referred to as outsourced energy management, or power purchase agreement for PV projects). In this form of contracts, the ESP/ESCO pays for equipment, equipment upgrades, repairs, and related expenses and sells an energy output such as steam, heating, cooling, or generated power to client or the hosting facility under a long-term contract at an agreed price. The ownership of the equipment might remain with the ESP/ESCO under (Build-Own-Operate BOO) model or it might transfer to the client in (Build-Own-Operate-Transfer BOOT) model Such agreements are considered acceptable under this accreditation program if it was based on energy production and NOT based on plant’s size only.

Project Manager at Risk

In this type of contracts, the ESCO or the ESP is acting as the project manager for an energy solutions project The ESCO/ESP may subcontract the implementation of the energy solutions project to several contractors, yet the ESCO/ ESP shall be fully responsible for reviewing and approving the projects designs as well as supervising the installation to make sure it complies to the project specifications. The Project Manager will fully assume project implementation risk, assuring that the project outcomes (especially in terms of the energy/cost savings) are in line with what originally promised to the owner of the facility or his/her representative.

Furthermore, the energy services profile includes different types of services that are designed to support the main objective of the project – reduce energy consumption or energy expenditures. Typical services that are expected to associate different types of projects includes the following:

Upon the submission of the projects nominated for evaluation (according to specifications explained in Table 6) the Accreditation Committee reviews each project’s details and selects a number of projects according to the below matrix to be checked with customers and at least one (1) of these projects for a site visit.

While the CESA Accreditation Application is for companies doing business in Jordan, experience based on projects completed in other countries is acceptable, to the extent that the information can be verified by the Accreditation Committee.

IF INCOMPLETE INFORMATION IS PROVIDED ABOUT A CUSTOMER CONTACT FOR A PROJECT, OR IF A CONTACT CANNOT BE REACHED TO VERIFY THE INFORMATION PROVIDED BY THE APPLICANT, THE ACCREDITATION COMMITTEE WILL NOT CONSIDER THE PROJECT FOR THE PURPOSE OF ACCREDITATION.

Starting with the 2019 Accreditation Cycle, all applicants (including applicants previously accredited) will be required to demonstrate that they implement rigorous Measurement and

Verification (M&V) of energy use reduction or energy production over a project’s life cycle in order to gain accreditation. However, submitting adequate information about the current M&V approaches deployed by the applicant is still mandatory and the submitted approach will be evaluated to provide the applicants with feedback about the quality of the utilized methodology and areas of improvements if required. Table 10 below lists the various types of commonly used M&V methodologies and links them to the International Performance Measurement and Verification Protocol (IPMVP). Available in more than 10 languages, the IPMVP provides guidelines, definitions and an overview of current best practice techniques for verifying results of energy efficiency, water efficiency, and renewable energy projects in commercial and industrial facilities. It is recommended by energy efficiency programs and often referenced as a best practice, including as a Normative Reference in ISO 50001.4

Annex – 4: Frequently Asked Questions 1. I’m an ESP, How Can ETIMAD add value to my business? ETIMAD is a voluntary accreditation system that recognizes ESPs with distinguished capabilities and proven record of High quality energy services and satisfied customers. Having ETIMAD certificate is considered a credential that basically send a message to your prospect customers and other stakeholders that your performance have been verified by a qualified third party 2. How is your accreditation different than the government’s licensing? ETIMAD is a voluntary accreditation program that have been designed and rolled entirely on volunteering efforts and with the collaboration of US National Association of Energy Services Companies and the support of Energy Sector Capacity Building (ESCB) activity by USAID, and it is entirely managed by the coalition of energy services associations (CESA) a non-profit organization representing the energy services providers from the private sector. The accreditation is designed to complement the government’s licensing and doesn’t replace it or undermine it. As the required licensing system’s objective is regulating the market while maintaining its competitive environment, it ensures that companies who meet the minimum qualifications and resources needed to provide customers with an acceptable service quality are the only companies who can conduct business in Jordan. While on the other hand, ETIMAD aims to recognize companies that focus its efforts on providing high quality energy solutions to customers and celebrate their achievements and market for their business models as winning approaches and emphasizing them to encourage the continuous improvements and market for their best practices for other companies. 3. I’m concerned about the confidentiality of my information being disclosed in my ETIMAD application, what procedures have CESA taken to protect the privacy of my information? CESA understands the confidentiality of the information that ESPs provide in their applications, Hence, it has protected it through the following procedures: - your application is being initially scanned by CESA coordinator to make sure that there is no mixing in the documents or the uploads before dividing it into the three documents categories (financial, legal, and technical) and hand over to evaluators - The applications evaluation is being conducted on three entirely independent functions; the financial, the legal and the technical – the evaluation of each of those functions are conducted by different evaluators specializing in that specific function - All of the evaluators have signed a comprehensive Non-disclosure agreement before the handing over to them their particular part of the application - CESA shares the names and the resumes of the evaluators nominated for evaluating your application with you before assigning them to review your application and seeks your full consent to the nominated evaluators and objectively process any appeals in this regards. - Applications are well-documented electronically with a privately-accessed directory backed-up periodically - Any hard copies will be disposed probably after scanning and well documented electronically.

4. How is my application processed? 1. As you submit your application and pay the application fees during any ETIMAD round, CESA coordinator will perform an initial screening to make sure that you have provided all required documents and that there is no mixing in the documents among the three main documents categories 2. The coordinator will follow through with applicants with incomplete applications 3. When the application is completed, CESA coordinator divide it into three parts (financial, legal and technical) and nominate the evaluator from the available experts in the technical accreditation committee 4. CESA coordinator will share the names and the resumes of the nominated technical evaluators with the applicant and process any appeals related to the nominated committee 5. The coordinator will share the application with the approved committee 6. The committee shall perform the needed evaluation activities and provide reports with their findings 7. CESA Coordinator consolidates the findings of the financial, legal and technical evaluation 8. The main findings shall be discussed by CESA Board for the final decision (Full accreditation, Provisional Accreditation or rejection) 9. The findings shall be shared with the applicant before the official announcement 10. The official announcement takes place to all media means available and accessed by CESA 11. The approved applicants shall settle their accreditation fees. 12. The applicant will be provided by a comprehensive reports with the findings of the evaluation process and the recommendations for future improvements 5. Is savings guarantee a condition for accreditation? the energy performance contracting (guaranteed savings or shared savings) are a crucial requirement for an ESCO category. It is not considered a condition for accrediting ESPs– the fee-for-services contracts are typical for this category and it is totally accepted as a business model for ESPs. Hence, unless there are other serious performance issues that directly affect the quality of the services provided by the company, the company’s application is not subjected for rejection in this case. 6. How to decide what reference projects to nominate for my ETIMAD Application? ETIMAD guidelines includes the minimum number of projects that qualify for a specific accreditation category. However, the number of the projects is not the only criteria that should be taken into consideration while deciding what projects should be included in your application. Any project within your application is a candidate to be selected by the evaluators for further investigations through phone interviews with the customers or even a site visit, hence, we always recommend you select best of the best projects to represent your case as you’re the only one responsible for showing the evaluators the quality you craft for your customers. 7. What type of projects qualifies for ETIMAD accreditation? In general, Projects to be qualified for ETIMAD accreditation are those projects that have been contracted for due to the predicted amounts of energy savings or production

which by default means that the service provider have attempted to further understand the customers’ needs and the nature of their consumption and have taken those needs into consideration in their design and proposals. Furthermore, Projects that qualifies for an ESCO category, should be backed up with at least 12 months of recorded savings which can be verified against the ESCO proposals and contracting terms (either guaranteed savings or shared savings contracts). However, providing such projects doesn’t guarantee approving your application for the category you have applied for, as this also tightly connected to the quality of your performance in these projects verified by the evaluators and finally CESA board. 8. What is the difference between an ESP/ESCO and Contractors? ESPs/ESCOs are companies who conduct business based on a certain amount of predicted energy savings/production based on verifiable engineering calculations performed through taking the specific nature of the customers’ energy consumption as well as the nature of their buildings and the feasibility of that energy service proposed. On the other hand, contractors are companies who undertake the job of executing certain project based on predetermined designs and specifications. Contractors’ proposals is typically tied to labor.hours and construction materials rather than energy savings/production. We are an International ESP/ESCO with No registration in Jordan or track records of projects implemented in Jordan, can we apply to ETIMAD? CESA is currently studying the requests of international ESP/ESCO on a case by case basis, so if you are interested in applying to ETIMAD please contact us with an explanation of your case and your company profile 9. What is the difference between ETIMAD evaluators and Inspectors? ETIMAD Evaluators don’t perform any inspections activities and hence their scope of work doesn’t include any measurement activities of any of the installations nor to does it include an inspection if the projects’ details comply with certain specifications, standards or codes. Instead, the site visit aim is to provide the evaluators with physical evidence of the installation that complies with the basic claims made about that installation in the application such as the size of the plant, the brands and the location as well as the customer’s face to face verification of the applicant’s performance and adherence to the practices of ETIMAD declaration and attestations.

General Information All application documents will be submitted in softcopy via any data storage device (CD,DVD, USB) and will be delivered with the signed declaration and attestation, which originals are required to be delivered to CESA Address mentioned above. All information and documents submitted either as part of the Accreditation Application or at a later stage in relation to the Application will be kept confidential. The applicant authorizes the distribution of the Accreditation Application and related materials to members of CESA’s Accreditation Committee for the purpose of evaluating applications for accreditation. Please note that late or incomplete Accreditation Applications will be returned to applicants, and completed Accreditation Applications meeting all Application Guidelines will need to be resubmitted prior to the Accreditation Cycle application deadline for consideration. The Accreditation Committee reserves the right to request additional information from the applicant, at its sole discretion. CESA ETHICAL and TECHNICAL ATTESTATIONS We understand that all ESPs accredited by CESA must adhere to ethical and technical guidelines and we pledge to do the following: 1.

Maintain a qualified staff of engineers or use only qualified licensed engineers to ensure qualified engineering evaluation, design, and implementation of all projects undertaken.

2.

Maintain a qualified staff of service personnel or use only qualified outside service personnel to ensure effective operation and maintenance of equipment installed.

3.

Abide by all applicable laws and regulations.

4.

Abide by all applicable International and Jordanian technical standards and Jordanian codes for equipment, design and installation.

5.

Maintain high quality standards for products and services to meet or exceed generally accepted industry standards, including, but not limited to ULI, IEC, AHRI, Eurovent, CISBE, IES and ASHRAE, and provide relevant product certificates and reports upon request.

6.

Promote and implement safe system installation and operation practices at all times and abide by all relevant regulations to that effect.

7.

Pursue business in an ethical and lawful manner and represent truthfully and clearly our company's qualifications and capabilities to perform services and provide financing and not misrepresent the qualifications and capabilities of other companies.

8.

Make no misleading or exaggerated claims as to the level of energy and costs savings which can be expected from the services provided to a customer.

9.

Make no false or misleading claims or statements about the capabilities or experience of competitors.

10. Use fair, clear and transparent contracts with customers, including a dispute resolution process. 11. Install and make operational all equipment promised under an energy services agreement within a reasonable time after the agreement has been signed and all contractual contingencies have been satisfied. 12. Provide customers with equipment specification sheets, maintenance manuals and operational manuals prior to project close-out. 13. Provide turnkey services for equipment installed by us and service any third party warranties passed through to the customer, with clear and direct responsibilities and obligations under a contract, including commitments to warranty service response times for routine and emergency service requests. 14. Offer to provide regular service beyond the term of the warranties for equipment installed by us.

15. Not abandon equipment installed or fail to provide other services promised to a customer under an energy services agreement. 16. Utilize only those financing arrangements which comply with applicable laws and regulations and which accurately value equipment, energy savings, and other benefits. 17. Agree not to interfere in any manner with an ESP Contract or similar competitive procurement process after the winning provider has been selected and the time for any formal protest has expired. Accreditation Criteria The accreditation criteria set by the Board focus on critical characteristics of successful ESPs. The Accreditation Committee members will review Applications to determine if, in their informed opinion, the Applicant meets CESA’s legal, technical, managerial, organizational, and financial requirements, as described more fully below. The determination by the Accreditation Committee members will be based on the review of the information provided by the Applicant, feedback from customer references, and site visits to completed projects. During the application review, the Applicant will be given the opportunity to clarify details or provide more information, as requested by the Accreditation Committee members assigned to review an Applicant’s application for Accreditation.

THE SUBMISSION OF FALSE OR MISLEADING INFORMATION WILL BE CAUSE FOR AUTOMATIC REJECTION OF THE APPLICATION BY THE CESA ACCREDITION COMMITTEE.

THE ACCREDITATION OF ESPs IS BASED ON A REVIEW OF AN ESP’s CAPABILITIES AND PROCESSES AT THE TIME OF APPLICATION. IN NO WAY DOES CESA WARRANT THE SERVICES OR PRODUCTS OF ACCREDITED ESPs ON ANY PROJECT. ANY SUCH CLAIM BY AN ACCREDITED ESP WILL RESULT IN IMMEDIATE REVOCATION OF ACCREDITATION.

The accreditation criteria set by the Board focus on critical characteristics of successful ESPs, such as:

Technical capability - Qualified personnel and resources. Management capability - Robust organization structure. Project experience - Proven track record. Customer references - Positive customer feedback. Ethical and technical practices - ESP pledges and customer feedback.

Note that the accreditation criteria do NOT include the review of technical designs, inspection related to code adherence, or the performance of commissioning activities. Note that the review of each of the: technical capabilities; financial capability; and legal standing is performed separately by different independent evaluators, all of which are thoroughly vetted by CESA and are bound by non-disclosure agreements. CESA has put this process in place, along with other mechanisms, to eliminate the potential for conflict of interest between applicants and members of the Accreditation Committee.
