B. Superintendent’s Personnel Items for Action 1. Motion to Approve Contracts for Certified Staff a) It is recommended the Board of Education approve a child care leave of absence for Jennifer Maynard effective November 11, 2016, for the remainder of the 2016-17 school year. 2. Motion to Approve Stipends a) It is recommended the Board of Education approve the 6th grade teachers who will be teaching the COPE program during their Study Center assignments. Payment is prorated based on the contractual specifications for teaching sixth assignments. Each teacher participating in COPE will be paid $22.22 per class period, up to a total of $200 per teacher. Payment will be made upon submission of approved timesheets to the Treasurer’s office. b) It is recommended the Board of Education approve a stipend of $400 for Audrey Rice and for Linda Lichtman for pit musician services for the fall drama production. Payment will be made upon submission of an approved stipend form to the Treasurer’s office. c) It is recommended the Board of Education approve a stipend of $500 for Amatul Hossain for serving as an assistant Robotics coach for the 2016-17 school year, pending satisfactory BCII/FBI check. d) It is recommended the Board of Education approve a payment to the following teachers for 11/28/2016

C. Superintendent’s General Business Items for Action a) Motion to Set 2016-17 Performance Targets for Teachers It is recommended the Board of Education set the following performance target pursuant to the PLEA Master Agreement, for the 2016-17 school year. Teachers will each earn a $300 stipend if the following performance target is met. Increase the district performance index rank as compared to all Ohio school districts on the Local Report Card from #64 (2015-16 ranking, top 11%) to #54 (2016-17 ranking top 9%) or better. b) Motion to Approve Student Teaching Agreement It is recommended the Board of Education approve an affiliation agreement with Capella University to permit their students to complete student teaching and other field experiences in the district. c) Motion to Approve Field Trips It is recommended the Board of Education approve a field trip to the Ohio Model United Nations Annual Conference, Hyatt Regency Hotel, Columbus Ohio, on November 27-29, 2016 for OMUN high school students. Two days of school will be missed by students participating in this trip. No costs will be incurred by the district and all necessary paperwork has been completed. e) Motion to Approve Reading Tutor It is recommended the Board of Education approve Madi Miller as an outside service provider for reading tutoring services as required by the Third Grade Reading Guarantee law for the remainder of the 2016-17 school year. Compensation will be $35 per hour, not to exceed 70 hours, tutoring students retained due to the Third Grade Reading Guarantee. f) Motion to Approve McCoy Center for the Arts Joint Operating Agreement It is recommended the Board of Education approve the Second Amended and Restated Joint Operating Agreement for the New Albany Community Arts Center. (Exhibit 5) g) Motion to Authorize Approval of Mt. Carmel / Administrative Office Lease Agreement It is recommended the Board of Education authorize the Superintendent and Treasurer to enter into a lease agreement between Mt. Carmel and the school district for the Administrative Office. h) Motion to Approve Course Additions It is recommended the Board of Education approve the following high school courses, effective beginning with the 2017-18 school year. The final decision as to whether to offer the courses will depend on the following factors: 1. Sufficient numbers of students register for the courses 2. Sufficient numbers of students are able to successfully schedule the courses 3. Available staffing to teach each course 4. Appropriate facilities available to offer the courses 5. Adjournment Next Board Meeting: December 12, 2016 New Albany-Plain Local Schools Annex Building 79 North High Street New Albany, OH 43054 Instructions for Public Participation The Board of Education recognizes the value to school governance of public comment on educational issues and the importance of allowing members of the public to express themselves on school matters of community interest. In order to permit the fair and orderly expression of such comment, the Board shall provide a period for public participation at every regular meeting of the Board and shall publish rules to govern such participation in Board meetings. The presiding officer of each Board meeting at which public participation is permitted shall administer the rules of the Board for its conduct. The presiding officer shall be guided by the following rules:

Public participation shall be permitted as indicated on the agenda. Anyone having a legitimate interest in the actions of the Board may participate during the public portion of a meeting. Attendees must register their intention to participate in the public portion of the meeting upon their arrival at the meeting. Participants must be recognized by the presiding officer and will be requested to preface their comments by an announcement of their name, address, and group affiliation, if and when appropriate. Each statement made by a participant shall be limited to five (5) minutes duration. No participant may speak more than once during each period of participation. All statements shall be directed to the presiding officer; no person may address or question Board members individually. Tape or video recordings are permitted, providing the person operating the recorder has received approval from the Superintendent prior to the Board meeting and agrees to the placement of the equipment and to abide by the following conditions: 1) No obstructions are created between the Board and the audience; 2) no interviews are conducted in the meeting room while the Board is in session; 3) no commentary, adjustment of equipment, or positioning of operators is made that would distract either the Board or members of the audience while the Board is in session. The presiding officer may: 1) interrupt, warn, or terminate a participant’s statement when the Statement is too lengthy, personally directed, abusive, obscene, or irrelevant; 2) request any individual to leave the meeting when that person does not observe reasonable decorum; 3) request the assistance of law enforcement officers in the removal of a disorderly person when that person’s conduct interferes with the orderly progress of the meeting; 4) call for a recess or an adjournment to another time when the lack of public decorum so interferes with the orderly

conduct of the meeting as to warrant such action; 5) waive these rules. The portion of the meeting during which the participation of the public is invited shall be limited to thirty (30) minutes at the beginning of the meeting early in the agenda.
