BOARD OF EDUCATION May 26, 2016 Mrs. Lasley called the regular meeting of the Board of Education to order at 5:30 PM. Mr. Rajcic led the salute to the flag. The Board adjourned into Closed Session at 5:31 PM. Board members present: Rodger Dohm, Kim Lasley, Dawn Perfect, John Rajcic, Bob Stoody (arrived at 5:50 PM). The Board reconvened Open Session at 7:20 PM. Montecito High School student Mike Henderson led the salute to the flag. Mrs. Lasley welcomed everyone to the meeting and invited anyone wishing to address the Board to submit a card to be heard. Mrs. Lasley reported the following action from Closed Session: Mrs. Perfect made a motion to approve Lorraine (Pixie) Sulser as Elementary Principal to be assigned to Ramona Elementary School, effective July 1, 2016. She will be placed on Management/Confidential Salary Schedule M-40 at Range 28, Step G(7) for a salary of $119,151. Mr. Rajcic seconded the motion. Motion carried 4/0/1 (Mr. Stoody was not present). Mrs. Perfect made a motion to approve the minutes of the April 21, 2016 regular meeting and the May 6, 2016 special meeting. Mr. Rajcic seconded the motion. Motion carried 4/1, with Mr. Rajcic voting no. Mrs. Perfect made a motion to approve the agenda and consent items, pulling Item E-5 from the agenda, and changing Item B-5, Item B-6, Item B-7 and Item D-4 from Consent to Discussion/Possible Action. One Minute Affirmation from Trustees Dawn Perfect .Enjoyed attending many of the school open house nights and stated that each one was wonderful. John Rajcic .Stated that he was not here to suck the oxygen out of the room, but to put it in. Rodger Dohm .Attended the James Dukes Elementary open house. .Stated that he is grateful for all of the years of services that were provided to the District by the retirees. .Stated that all employees who were honored (Employees of the Year and Retirees) are exceptional employees. .Congratulated Bob Graeff for his services to the District. .Attended the Pops Concert and noted that the jazz band was phenomenal. Recognition of Valedictorians for the Ramona Unified School District, 2015-16 Dr. Graeff introduced the High School Valedictorians for the Ramona Unified School District, 2015-2016, as follows: Annette Garcia, Montecito High School; Annette Burns, Mountain Valley Academy; and, Clair Groenewold, Ramona High School.

Presentation on Hanson Elementary – Montecito High School Bench Collaboration Hanson Elementary School Principal Chris Gunnett and Montecito High School Principal Dave Lohman, along with Hanson Teacher Cory Gilbreth and Montecito High School Teacher Nick Jordan shared information about a partnership program between the two schools in which the students designed and built benches which will be used at Hanson Elementary.

Recognition of Gold Ribbon School Awards and Title I Academic Achieving School Awards Dr. Graeff stated that three District elementary schools were recognized as California Gold Ribbon Schools: James Dukes Elementary School, Hanson Elementary School (also a Title I Academic Achieving School), and Ramona Elementary School (also a Title I Academic Achieving School) and he presented the principals with a Gold Ribbon Award plaque for their school.

Student Board Member Reports Mountain Valley Academy – Annette Burns .Stated that ASB and the PTSA hosted a Mother-Son Night. .Stated students have completed their finals. .Stated that a student dance would be held on Friday. .Stated that MVA student would be taking a field trip to Knott’s Berry Farm. .Stated that the MVA Awards-Scholarship Night was scheduled for May 31. .Stated that Graduation would be held on June 6 at 5:00 PM. Ramona High School – Andrea Martinez .Announced that the RHS AP Economics class joined a stock market competition. RHS placed first and second in this competition. .Stated that students participated in a Senior Excursion to Disneyland. .Stated that the Senior Breakfast would be held on June 6.

PTA Quarterly Report - Lori Stevens .Reported that the PTA units supported over eighty events this year including art programs at each elementary school, Red Ribbon Week activities, and teacher and staff appreciation events at each school site. .Stated that the PTA provide scholarships to senior students at RHS and MHS. .Stated that although the PTA provided over 50,000 volunteer hours this year, this is a decrease in the number of hours provide last year. .Asked the Board for input/ideas as to how the PTA would increase volunteer time in the future.

Report of Information on the District’s Progress Toward Developing the Local Control Accountability Plan (LCAP) Assistant Superintendent Theresa Grace provide an update on the ongoing progress in the annual review of the Local Control Accountability Plan (LCAP). Announced that the second Stakeholder Meeting had been held and that the recommendations made at that meeting were included in the updated LCAP.

Request to be Heard Card – Kim Newcomer Mrs. Newcomer stated that before the District adopts something she would like to ask what measurable goals were set when we said this math curriculum meets our requirements and the way the kids are learning is good. She requested that we present data that shows the kids know the concepts well, we have tested the kids, and that we have data from before and data from after that show students know the concepts. Mr. Dohm made a motion to approve Instructional Materials – Core Connections Integrated II/II+ and Core Connections Integrated III/III+. Mrs. Perfect seconded the motion. Motion carried 5/0. E.

RTA Report – Cori McDonald .Congratulated all of the Certificated and Classified Employees of the Year and the Retirees. .Thanked the Board for honoring the District Employees of the Year with a check. .Stated the employees are looking forward to participating in Slam Week after school is out and thanked Theresa Grace and her staff for providing this opportunity for employees. .Stated that an author visited students in the Library at Ramona High and spoke to them about writing and how to become a public author. .Stated that RTA and the District would continue negotiating with the District on Friday and hoped to have an Agreement before the end of the school year.

Bob Stoody .Stated that on the draft instructional calendar that was presented two holidays were missing – Easter and Columbus Day. Dawn Perfect .Attended a CSBA workshop that included discussion about legislation affecting school district throughout the State of California. .Mentioned that some district are developing policies on firearms – or conceal carry permit holders. .Stated that CSBA is in favor of an increase of $2.00 on the tax of tobacco production. Kim Lasley .Thanked the Student Board representatives for serving this year and asked them to keep in touch with her.

SUMMARY: Students from the Ramona High School’s Skills USA, Automotive, and Cycle Dawgs Programs achieved remarkable success at competitions during the 2015-16 school year. At a number of major conferences at local, state, and national levels, our students demonstrated extraordinary skill and collected a number of very impressive awards, scholarships, and prizes. Ramona High School Teacher Robert Grace and students will present highlights from the current school year.

PUBLIC HEARING FOR APPROVAL OF THE CONTROL AND ACCOUNTABILITY PLAN (LCAP)

LOCAL

SUMMARY: With the State’s new funding system's increased flexibility comes a requirement that districts engage stakeholders, including parents, in developing a three-year Local Control and Accountability Plan. This three-year plan is focused on state and local priorities that describes goals, actions, services and expenditures to support student achievement. Implementation of the Local Control Funding Formula (LCFF) and the Local Control and Accountability Plan (LCAP) regulations require that each district’s LCAP public hearing be held in advance and at a separate meeting from its adoption. The intent of this LCAP hearing is to allow for public comment and recommendations regarding the specific actions and expenditures proposed to be included in Ramona Unified’s LCAP plan. On June 11, 2015, the Governing Board of Ramona Unified School District adopted the second year of the three-year Local Control Accountability Plan (LCAP) for the year ending June 30, 2016. The Governing Board will hold this public hearing on the LCAP for the year ending June 30, 2017, prior to the Final Adoption, as required by Education Code Section 52060 (b) (2). Staff is also recommending the Board consider a Special Board Meeting on June 28, 2016 to approve the LCAP and budget. A draft of the Local Control and Accountability Plan (LCAP) is available for review in the Education Services Department and is posted on the Ramona Unified School District website at the following link: http://goo.gl/mqjFN4.

REPORT ON PILOT OF INSTRUCTIONAL MATERIALS IN ADVANCED PLACEMENT CALCULUS, ADVANCED PLACEMENT ENVIRONMENTAL SCIENCE, AND PRECALCULUS

SUMMARY: Due to the aging of existing textbooks, teachers at Ramona High School have selected instructional materials for the purpose of piloting new textbooks in Advanced Placement Calculus, Advanced Placement Environmental Science, and Pre-Calculus. After researching a variety of publishers, the following instructional materials will be piloted: 

AP Calculus: Title: Calculus for AP with CalcChat and CalcView Publisher: Cengage Learning, copyright 2017



AP Environmental Science: Title: Living in the Environment (AP Edition) Publisher: Cengage Learning, copyright 2017



Pre-Calculus Title: Pre-Calculus with Trigonometry Publisher: College Preparatory Mathematics, copyright 2009

Following the pilot, teachers and administrators may be recommending approval to the Board for adoption of these instructional programs. Parents will be included in the process prior to the request for final Board approval.  

PUBLIC HEARING FOR APPROVAL OF ADOPTION OF THE RAMONA UNIFIED SCHOOL DISTRICT BUDGET FOR THE 2016-2017 SCHOOL YEAR

SUMMARY: By law, a Public Hearing is required in order to consider the proposed budget adoption for the 2016-2017 school year. This year, however, is different because said Public Hearing must be held at the same meeting in which the Local Control Accountability Plan (LCAP) is presented and at which time public comments may be made. The actual adoption of the budget cannot be voted upon at the same meeting so the adoption of the budget will not occur until the June 28, 2016 Board Meeting. This proposed budget incorporates Governor Brown’s May Revision of the State Budget. His proposal has continued the themes of increasing dollars for the LCFF and the use of one-time dollars to pay down the mandated cost reimbursement owed to schools. Other major assumptions included in the 2016-2017 budget are the increased costs of health benefits, servicing the salary schedules, the Certificate of Participation payments from the general fund, funding of the Routine Restricted Maintenance Account, additional funding from the supplemental funding to service those qualified students, and increases for retirement systems of both classified and certificated employees. Total revenue for the 2016-2017 school year is projected to be $55,808,139 with total expenditures projected at $56,003,509. After factoring the 2015-2016 estimated ending balance, the June 30, 2017 ending balance is projected to be $6,116,729. When reviewing the multi-year scenario, the increases in the District’s contribution to CalSTRS and CalPERS are causing a serious financial threat to all school districts in the State. Over the three-year span of the multi-year projections, CalSTRS expenditures increase by $2.4 million alone. A full report will be given by staff at the Board Meeting

APPROVAL OF RESOLUTION NO. 2015-16-17 REGARDING THE EDUCATION PROTECTION ACCOUNT

SUMMARY: As a consequence of the passage of Prop 30 in November 2012, Article XIII, Section 36 has been added to the Constitution of the State of California, creating in the State’s General Fund an Education Protection Account (EPA). The purpose of the EPA is to receive and disburse the revenues derived from the increases in taxes imposed by Proposition 30. Ramona Unified School District will receive $7,251,932 from the Education Protection Account. School districts are required to account for revenues received from this account (and the corresponding expenses) separately from other revenue flowing from the State to the unrestricted general fund. The dollars to be received from the EPA are not new to Ramona Unified’s budget, but rather, have been incorporated into the budget all year. With the Board’s approval of Resolution No. 2015-16-17, staff proposes the dollars received from the Education Protection Account will be used for teachers’ salaries and benefits.

APPROVAL OF REVISION TO BOARD POLICY NO. 6146.1 – HIGH SCHOOL GRADUATION REQUIREMENTS (SECOND READING)

SUMMARY: As part of our ongoing process of reviewing and revising Board policies, the attached Board Policy No. 6146.1 – High School Graduation Requirements, is being presented for Board consideration and is designed to update the existing Board Policy. This board policy was last updated in 2011. The revised policy includes four recommendations: 1. Mathematics-the previous policy required three years of mathematics, including the completion of Algebra I or an equivalent course. Based on the recommendation of the secondary mathematics teachers, the new policy requires students to complete Integrated I and II as part of their three years of mathematics instruction. The State of California still only requires that a student complete Algebra I, Integrated I or equivalent coursework as the minimum mathematics requirement. The CAASPP Test and college placement examinations are based on the standards included in Integrated I, II and III, or Algebra, Geometry and Algebra II. 2. Fine Art or Foreign Language-the previous policy required that a student complete one year of Fine Art or Foreign Language in order to meet graduation requirements for Ramona Unified. Assembly Bill 1330 authorizes Districts to accept a Career Technical Education (CTE) course as an optional high school graduation requirement in lieu of one course in visual or performing arts or foreign language. 3. AP Course clarification-the phrase “Advanced Placement English courses may be used to replace English III or IV.” A similar phrase has been added to Social Studies and Mathematics. This phrase was added to clarify that AP courses specific to a content area may be used for graduation credit. 4. California High School Exit Exam-the CAHSEE language has been removed from the policy as the test has been suspended through 2018. The revised BP 6146.1 is attached and is being presented for Board consideration.

HIGH SCHOOL GRADUATION REQUIREMENTS The Governing Board desires to prepare all students to obtain a diploma of high school graduation in order to provide students with opportunities for postsecondary education and/or employment. Except for students who have an individualized education program (IEP) or Section 504 Plan, passing score on both portions of the California High School Exit Exam. (education Code 60851) Certificate of Completion Any student who completes the course requirements for high school graduation as described within this policy shall be eligible to receive a Certificate of Completion, regardless of the student’s results from the California High School Exit Exam (CASHEE). Certificates will be made available upon student request. California High School Proficiency Examination (CHSPE) Students enrolled at Montecito High School or Future Bound Independent Study Secondary School and who are over the age of 16 and who are enrolled in a second semester of tenth-grade or beyond will be eligible to earn 50 elective credits upon passage of the CHSPE. These elective credits are non-transferable. Passing the CHSPE can also exempt a student from attending school with verified parental permission. California High School Exit Exam for Students with Disabilities Supplemental instruction shall be offered to any student who does not demonstrate “sufficient progress,” as defined in Board Policy, toward pasting the exit examination.
