ERF ALLOCATION STRATEGY PAPER – SHELTER RESPONSE The Emergency Response Fund (ERF) for Afghanistan was established in 2009 under the leadership of the Humanitarian Coordinator (HC). The objective of the Afghanistan ERF is to meet critical unforeseen emergency needs and meet gaps in humanitarian response. The total amount of funding available for allocation to date to the Afghanistan ERF is US$2.4 million. This paper outlines the strategy by which the remaining funds will be allocated before the closure of the ERF Afghanistan funding mechanism. Since April 2014 flash floods have affected over 140,000 people in 27 provinces and 132 districts. Relief assistance has been distributed to 90% of the affected families and emergency response and assessments continue in response to the latest incidents; notably on 6 June in Baghlan province, Guzargah-e-Nor district. With sufficient relief stocks in country to support the immediate emergency relief effort, the main focus of the response is now on the reconstruction of destroyed homes. At the latest count on 5 June, over 8,000 families had been assessed as having their shelter totally destroyed. Due to the high vulnerability of many families, especially in rural areas, many will need assistance from the international community to rebuild their homes. Considering the scale of the needs, the HC has instructed that the funds remaining in the ERF should be fully allocated towards meeting the priority needs outlined under the National Shelter Recovery Plan (NSRP) released in June 2014. The objective is to maximise the impact of funds where results can be measured, achieve value for money, and ensure coherence between prioritised needs.

The ERF welcomes the submission by Non Government Organisations (NGOs) operating in Afghanistan of proposals that meet the following priorities and criteria:         

Meets the priorities and guidelines outlined in the National Shelter Recovery Plan (NSRP) developed by the Emergency Shelter and NFI cluster; Responds to the needs of families whose homes have been completely destroyed in the natural disasters that have taken place in between April-June 2014 (assessed as Category A beneficiaries); Meets the gaps in response in the provinces defined as high priority in the NSRP and in districts outlined as Priority 1 and 2 where no land re-allocation needs to take place; Provides a strong outline on how the beneficiary selection process will be undertaken and demonstrates how the most vulnerable families will be prioritised amongst the whole caseload of disaster affected families who have lost their home; Takes into consideration SPHERE standards and ensures a coherent response by prioritising the use of the government and cluster approved two-room shelter and latrine designs inclusive of DRR measures; Ensures value for money of the action by limiting the total cost of the response by family shelter including NGO operational costs. Proposals will be scored based on the total number of shelters proposed vs. cost. Proposals making use of innovative approaches such as cash for shelter and demonstrating cost efficiency will be prioritised; Projects should be implemented within a maximum of 6 months and the overall budget should not exceed $500,000. It is expected that projects would start immediately with limited set up costs needed. Multi-sector proposals (including WASH, education etc.) will not be accepted.

All proposals received will be scored according to the criteria outlined above, with only the highest scored proposals selected for further processing. Guidance and Specifications for Selection of Projects: The following criteria are proposed to support the prioritisation of the ERF allocation of funds and the work of the Review Committee (RC): 1. Innovative approaches to work: the use of innovative methodologies or modalities for aid delivery, which are relevant to the beneficiary group, geographic specificities or thematic context. 2. Value for Money: projects that can demonstrate a high degree of cost effectiveness (i.e.: maximum outcome and beneficiary reach for every dollar invested) relative to the project budget will be prioritised. 3. Experience: organisations that can demonstrate prior experience in the construction of emergency shelters and established presence on the locations of the proposed project activities will be prioritised 4. Monitoring and Reporting: Projects demonstrating clear linkages between their monitoring methodology and geographic/thematic requirements will be favourably weighted. 5. Crosscutting Issues: Projects demonstrating significant attention to gender and environment as mainstreamed components of aid delivery will be favourably weighted. 6. Coordination: Review Committee will review participation of proposing partners in national and regional coordination forums. Strong participation is encouraged. 7. Accountability to Affected Populations: Proposals that demonstrate strong linkages with beneficiary communities, selection of beneficiaries, feedback mechanisms, etc. will be favourably weighted. Timeline and Procedure This ERF Allocation Strategy is published by the HC on Wednesday 11th June 2014. From this day, interested humanitarian organisations with projects aligned to the allocation envelope have 8 days, i.e. until Thursday 19 June 2014 to submit project proposals to the OCHA ERF Unit at [email protected] using the ERF standard template. th
