Vacancy Announcement Position title: AMR Communications Officer Salary: 3 000 Euros Net / month + benefits (salary exempt of French income tax, annual bonus) Duration: Through March 2019 Context: The World Organisation for Animal Health (OIE) is an intergovernmental organisation recognised by the World Trade Organization as the reference Organisation for intergovernmental standards concerning the sanitary safety of international trade of animals and products of animal origin and zoonoses, and is in charge of improving animal health, veterinary public health and animal welfare worldwide, as well as transparency of the global animal disease situation. The OIE maintains permanent relations with over 70 international and regional Organisations and has 12 regional offices around the globe. Since its creation in the early 2000s, the OIE Communications Unit has steadily increased its scope to cover corporate and internal communication, digital communication (OIE websites and social media), multimedia, events, press relations and relations with the OIE’s networks. Unit staff members take part particularly in activities aimed at the specialised target audiences defined in the Organisation’s Strategic Communications Plan, and work closely with the scientific and technical departments of the Organisation. Their work also focuses on strengthening risk communication capacities of OIE member countries, and developing awareness campaign toolkits. Job purpose The AMR Communications Officer will be responsible for the coordination, follow-up, consolidation and enhancement of implementation of the OIE Antimicrobial-Resistance (AMR) risk communication and behaviour change strategy started in 2017. Positioning and reporting Under the authority of the Director General and the direct supervision of the Head of the Communication Unit, and in close cooperation with other officers in the Unit and in other Departments, in particular the AMR team in the Science and New Technologies Department Responsibilities: -

Oversee the implementation of the OIE Antimicrobial Resistance (AMR) risk communication and behaviour change strategy

Coordinate the collection and analyse the indicators of implementation; Collect and disseminate the success stories on the implementation data during the 2018 campaign; Animate the OIE communication focal points network and public relations to enhance transfer of knowledge about the OIE AMR international standards and the communication strategy associated; Coordinate experts’ consultation on animal health players behaviour change on the prudent use of antimicrobials in animals to design a methodology or framework dedicated to be used by OIE Member Countries to support the change of behaviour of animal health players regarding antimicrobials use in animals; Engage closely with the OIE regional and sub-regional representations and AMR team at OIE HQ to ensure that you are fully conversant with the delivery of the OIE AMR strategy, Tripartite One Health AMR GAP progress, and country level AMR action plan delivery progress; Coordinate and support the design, development and implementation of the OIE AMR risk communication and behavior change strategy and monitor the next phases in collaboration with a communication agency

- Support the Communication Unit in the organisation and facilitation of the regional seminars for communication focal points, by collecting inputs from national Veterinary Services on barriers and action levers for behaviour change on the responsible and prudent use of antimicrobials in animals in their countries. -

Support the development of the Unit’s activities in line with the OIE communication plan.

Qualifications and Experience Qualifications o or o o o o

A postgraduate degree or diploma in communications and at least 5 year’s proven experience in risk communication project management; A relevant master’s degree, Business or Engineering School diploma with at least 5 years’ proven experience in the management of risk projects in the field of communications and/or international public relations; Experience in the development or delivery of communication products in the field of environmental, scientific and/or economic data; Exposure to the international institutional field; Experience in public health would be an asset.

Technical skills o o o

Excellent command of English (oral and written) is required; Knowledge of Spanish or French is an asset; Good command of the Microsoft Office Package (Word, Excel, Access and especially Power Point); Web-based applications and media computer tools.

Demonstrated skills in interpersonal relations and the ability to develop synergies and partnerships with key stakeholders and contacts, particularly in the media; Demonstrated ability to be highly organised, independent, and a diplomatic professional; Capacity to work with multiple team members in a multi-cultural environment with sensitivity and respect for diversity; Proactivity, flexibility even under pressure.

Working conditions

The post is a full-time sedentary position and requires the availability of the agent at the OIE Headquarters in Paris This position may require flexible hours at times to complete specific projects. General information
