APPLICATION FOR APPOINTMENT TO THE SCHOOL BOARD The Fairbanks North Star Borough Board of Education is soliciting applications from people interested in serving on the School Board. Due to the vacancy of Seat A, the Board will be appointing an interested applicant to serve until the October 2016 Municipal Election (filing period July 15-29, 2016). The appointee may choose to run for election to Seat A for the remainder of the term, which would end in October 2018. Applicants must be willing to attend all regular meetings, special meetings, work sessions, and committee meetings of the Board, be available on short notice, and be prepared to file all applicable APOC Public Official Financial paperwork. CANDIDATE INFORMATION SHEET FAIRBANKS NORTH STAR BOROUGH SCHOOL BOARD MEMBERS

GENERAL The Fairbanks North Star Borough School District (FNSBSD) is governed for the public by the Fairbanks North Star Borough Board of Education (School Board). The School Board works to develop and improve the Borough’s school program; its responsibilities include: determining districtwide goals and priorities; setting school district policy; adopting the district’s yearly operating budget; approving curriculum; planning and maintaining school facilities; and employing the Superintendent of Schools. The School Board is composed of seven elected officials, each elected at-large by the qualified voters of the Fairbanks North Star Borough for three-year, staggered terms; and three advisory-voting members representing Eielson Air Force Base, Ft. Wainwright Army Post, and the FNSBSD Regional Student Council. Newly elected or re-elected board members take the Oath of Office within seven days of the Borough Assembly certifying the October General Election results. After the Oath of Office, the Board elects their officers for the year – President, Vice President, Treasurer, and Clerk. The President presides at board meetings and appoints board standing committee chairs and representatives. Board members are required by Alaska Statutes to file an annual Public Official Financial Disclosure Statement. MEETINGS – All meetings are subject to Alaska’s Open Meetings Act (OMA). Time Commitment: On average, the School Board meets the first and third Monday and Tuesday evenings of every month during the school year. Other meetings may be called during budget season and as needed to address other concerns. Additionally, board members chair committees that normally meet at least once per month during the school year. Board members also rotate attending Regular Meetings of the Borough Assembly. Regular Meetings The Board meets twice a month for regular meetings which are scheduled on the first and third Tuesday of each month, September through May, and the first Tuesday only during June and August. The Board does not normally meet in July. Regular meetings begin at 7:00 p.m. Regular meetings follow a prescribed agenda and follow Roberts Rules of Order. Special Meetings & Executive (Closed) Sessions Special meetings are scheduled for action on matters that cannot wait until the next regular meeting. Only the specific topic on the special meeting agenda can be discussed. Special meetings, for the purpose of convening into executive (closed) sessions, are called only for discussion of personnel, fiscal, or other matters that might reflect negatively on someone’s character or damage school district finances if publicly discussed, such as litigation, negotiations, or hearings involving students or employees. Special meetings to hear student discipline issues are usually scheduled for the first and third Monday of each month, beginning at 5:30 p.m. Other special meetings may be called to deal with items of immediate concern as necessary. Work Sessions Work sessions are usually scheduled on the first and third Monday of each month, immediately following the special meetings for student discipline. Work sessions are called to provide board members the opportunity to more thoroughly review topics and issues. Committee Meetings & Assembly Meetings School Board standing committees are held throughout the school year for audit, budget, career technical education, curriculum, diversity, legislative, parent engagement, and policy review; others are formed on an as-needed basis. Additionally, board members attend Borough Assembly Regular Meetings on a rotating basis. Board of Appeal The Board acts as a Board of Appeal for the purpose of hearing appeals on various issues. Meetings of the Board of Appeal are called throughout the year on an as-needed basis. May 2016
