ROLE AND PURPOSE: To provide skilled, on-site construction observation assurance for capital improvement projects to ensure compliance with contract documents. The focus of this position is in civil, structural, architectural, MEP/EMS control systems, landscaping, food service, technology infrastructure, roofing, ADA compliance, system start-up and warranty administration. QUALIFICATIONS: Minimum Certification/Education: • High school diploma or GED equivalent • Valid driver’s license with an acceptable driving record • TASBO certification preferred Minimum Experience: • Ten (10) years direct experience observing, inspecting, and reporting on various disciplines of construction projects. SPECIAL KNOWLEDGE AND SKILLS: • Understands technical aspects of building components and systems. • Possess strong organizational skills with the ability to manage multiple projects and tasks simultaneously. Must also demonstrate a strong focus on attention to detail. • Strong interpersonal and verbal communication skills to effectively interact with a wide range of constituencies in a diverse community. Must also demonstrate the ability to communicate effectively in writing. A strong customer service orientation is essential. • Team player with the ability to lead diverse groups of individuals to meet project goals and objectives. • Knowledge of local, state and federal building codes, state educational construction standards and other applicable standards and regulations relating to public school facility construction. • Knowledge of various construction procurement methods available to Texas public schools. • Strong problem solving skills with the ability to resolve design and construction issues. • Ability to interpret architectural and engineering plans and specifications. • Broad-based understanding of the various operations of the school district MAJOR RESPONSIBILITIES AND DUTIES: I. INSTRUCTIONAL MANAGEMENT • Works cooperatively with constituencies in the development and implementation of project schedule and scope to budget recommendations. • Coordinates and communicates with project administrators, contractors and campus administrators on an ongoing basis. III. SCHOOL/ORGANIZATION IMPROVEMENT • Actively supports the efforts of others to achieve the district’s goals and implement the strategic plan. • Maintains an effective system of communication among department staff and individual school staffs.

IV. ADMINISTRATION AND FISCAL/FACILITIES MANAGEMENT • Conduct daily observation of construction work for compliance with approved contract drawings, specifications, RFIs, ASIs, submittals, shop drawings, and change request. Issue observation reports noting conditions/area of non-compliance. • Attend pre-construction & regular project progress meetings to represent the District’s interests. • Attend all pre-installation meetings between contactor and subcontractors prior to start of roofing, glazing, curtain wall, waterproofing, foundations, structural framing and other systems as required by specifications. • Attend early morning, evening, after-hours and weekend installations/pours requiring owner representation. • Coordinates scheduling of assigned construction projects. • Assist project manager in resolving construction issues documenting direction and resolution to contractor. • Coordinate with campus, contractor and plant services when utility outages, traffic control or security are required. Attend pre-outage planning meetings. • Monitor close-out procedures, ensuring all operations and maintenance manuals, as-builts, punchlists and warranty documentation compliance. • Monitor and report on job site safety, conducting routine safety observations and documenting. Review and ensure compliance with Storm Water Pollution Prevention Plan (SWPPP) and posted notifications, conducting weekly inspections and follow-up on correction of noted non-compliance by contractor. Ensure SWPPP documentation and inspection files are maintained and updated. • Works with design professionals and contractors to resolve concerns, deficiencies and scheduling problems encountered in construction projects. STUDENT MANAGEMENT Plans for, identifies, and facilitates the efficiency of facilities to meet the needs of the school district.

VI. SCHOOL/COMMUNITY RELATIONS • Assist in communicating information regarding district facilities, long-range capital plans, and construction projects to district personnel. • Demonstrates a commitment to the mission of the district through effective communication. VII. PROFESSIONAL GROWTH AND DEVELOPMENT • Seeks, accepts, and responds to evaluative feedback from peers, and supervisors. • Assumes personal responsibility for enhancing competencies through staff development, professional organization membership, active participation in professional conferences and reading of current literature. • Exhibits personal leadership skills characterized by good judgment and logical thinking. • Continually improves and updates knowledge of the District’s facilities, master planning and condition assessment best practices. • Adheres to professional channels of communication. VIII. SUPERVISORY RESPONSIBILITIES • This position does not have supervisory responsibility. IX.
