POLICY PURPOSE The purpose of this policy is to provide a framework which articulates the McKinlay Shire Council's encouragment and support for the many artistic and cultural organisations and activites occuring throughout the Shire.

AUTHORITY (LEGISLATION OR OTHER) NIL

POLICY STATEMENT McKinlay Shire Council will commit to the ongoing support of Arts, History and Culture in the Shire through the promotion, protection and enhancement of opportunities for all residents to take part in, and or appreciate the Shire's natural built assets and cultural and artistic talents.

SCOPE The policy aims to provide achievable objectives dervied from Council's Corporate Plan. The policy is to assist Council Officers and the Community to ensure both the preservation of cultural and historical aspects of the McKinlay Shire's past as well the opportunity for all residents to be involved in the aspect of the development of Arts and Culture into the future.

POLICY CONTENT Engage the Communtiy Ensure constant communication between the Arts and Cultural Organisations in the McKinlay Shire and Council. Encourage collaboration with surrounding Shires and organisations to provide for opportunities for communities.

Encourage the utilisation of Council facilities for Arts and Cultural activities by adopting an appropriate fee structure. Maintain an officer employed by Council to be the RADF Liaison Officer for the State funded program. Maintain an accurate database of Shire Arts and Cultural Organisations for communication.

Support Community Organisations Encourage Community Organisations to promote and run artistic and cultural workshops, exhibitions, festivals and events through > Provision of advice and support in the application of grants > Ensuring the eligibility of all arts and cultural organisations in McKinlay Shire's Community Small Grants Program > Provide up to date information on Council's website in relation to activities being held both within the Shire and regionally where appropriate > Support the initiative of the RADF Committee for the ROLAC ProgramRecharging Our Local Arts and Culture. This initiative is to help strengthen creative activity and cultural development through increased participation Maintain Council run facilities such as the Shire Hall, Opera House, Jan Eckford Centre and McKinlay Old School House as part of Council's asset management, to an appropriate standard for community organisations to utilise for work and exhibition spaces. Continually support appropriate programs provided by the State and Federal Government to develop cultural activities reflective of the communities needs. Commit to the accountability and acquittal of funds allocated to Council via such programs.

Value, preserve and promote the Living histories of our various communities Encourage the recording of the histories of the residents and communities throughout the Shire, including oral history Showcase the preserved and recorded histories

Expand Cultural and Artistic Skills to achieve economic and professional outcomes Assist Local Artists to develop appropriate strategies for the marketing of their products and skills Facilitate networking and training for local artists to attain acknowledged appropriate professional acceptance

Ensure no member of the Community is disadvantaged by population, distance, resources of skills Advocate in the appropriate forums for the rights of individuals and organisations to equal access to art and cultural opportunities Recognise that specific cultural groups such as indigenous, multicultural, aged and disabled may have unique requirements which should in no way detract from their opportunities.
