SUMMARY The purpose of this report is to recommend that the North York Community Council establish Boards of Management for the Dufferin-Finch and Wilson-Keele Business Improvement Areas (BIA), and appoint members to these newly established Boards. The North York Community Council has delegated authority to establish new BIA Boards of Management and make final decisions regarding member appointments.

RECOMMENDATIONS The Acting Director, Business Services, Economic Development and Culture, recommends that North York Community Council: 1.

Establish a Board of Management for the Dufferin-Finch BIA in accordance with Attachment No. 1 to this report, and appoint the members listed in Attachment No. 2 to this report to the Dufferin-Finch BIA Board of Management

2.

Establish a Board of Management for the Wilson-Keele BIA in accordance with Attachment No. 1 to this report, and appoint the members listed in Attachment No. 2 to this report to the Wilson-Keele BIA Board of Management

3.

Confirm that under Council's Public Appointments Policy, these Board members are appointed at the pleasure of Community Council, and Community Council retains the right to replace any appointed member at any time and for any reason; and

Direct that Schedule A of the Municipal Code Chapter 19, Business Improvement Areas, be amended to add the new Dufferin-Finch and Wilson-Keele BIAs and to reflect the number of members and the number of members required for quorum for the respective Boards of Management.

Financial Impact There are no financial implications resulting from the adoption of this report.

ISSUE BACKGROUND From time to time, it is necessary to establish new BIA Boards of Management, remove BIA Board of Management members, add new members to fill vacant positions, revise the size of BIA Boards of Management, or the number required for quorum as set out in Chapter 19 of the City of Toronto Municipal Code. Attachment No. 1 of this report sets out amendments to Schedule "A", Chapter 19 of the Municipal Code establishing the number of members and the number required for quorum of the Dufferin-Finch and Wilson-Keele BIA Boards of Management. The list of Board nominees is included in Attachment No. 2.

COMMENTS It is recommended that North York Community Council establish a Board of Management for the Dufferin-Finch BIA consisting of 12 members, including one Councillor with a quorum of 5. It is recommended that North York Community Council establish a Board of Management for the Wilson-Keele BIA consisting of 15 members, including one Councillor with a quorum of 7.
