Virginia McCoy Hass Candidate Qualification Position sought: Co-Chair Education Committee, 2018-2020 1. List your leadership role(s) and experience(s) at the national, state and/or local levels, including the types of involvement and participation at each level and the specific positions held. I have been a member of CANP since 1995, and served as the President of the Sacramento (Region 6) chapter from 1999-2002. As President of the Chapter during this period, I worked with other chapter leaders to expand our membership and the diversity of our educational offerings. I was the Co-Chair of Marketing and Publicity for Region 6, from 2014-2017. This position entailed planning and publicity for our chapter events, including student outreach, recruiting member participation, our NP Week celebration, and an annual spring outreach event. As Co-Chair, coordination and communication with my Co-Chair was critical to the success of these events. I joined the State Education Advisory Committee in July 2014, and was appointed as the Education Co-Chair in July 2016. As Education Co-Chair for the past two years, I have collaborated closely with my Co-Chairs, committee members, and CANP staff to solicit and review abstracts for the Annual CANP Education Conference, analyze the Education Conference evaluations, and recommend policy changes to the CANP Board of Directors. A particular accomplishment in the cycle for the 2018 Education Conference was streamlining of the process for Committee review of submitted abstracts. Implementing the direct use of ProposalSpace for abstract review by committee members increased efficiency, accuracy of collating materials, and the time required for abstract reviews. I have also held leadership roles in a variety of professional organizations. These include the Zeta Eta Chapter of Sigma Theta Tau, in which I held the positions of Publicity Chair, President-Elect, President, and Past President. A significant achievement of my work in these positions was increasing member participation in chapter meetings, development and publication of a chapter newsletter, and collaborating with our board members to assure the financial stability of the chapter. I am a dual-certified nurse practitioner and physician assistant, and have been a member of the American Academy of Physician Assistants and the Physician Assistant Education Association since 1997. I am involved in a number of leadership roles within these organizations, and my relatively rare status as a dual certified NP/PA allows me to be a cultural broker between the two professions. As a member of the Editorial Board of the Journal of the American Academy of Physician Assistants, I solicit and peer-review manuscripts, and have written editorials and commentaries on NP and PA practice. I have served as an accreditation site visitor for PA education programs, a grant reviewer for the Health Resources and Services Administration (HRSA). I am a contributing author and serve on the editorial board of the Journal of the American Academy of Physician Assistants, have published book chapters on chronic illness care, and co-edited The Health Professions Educator: A Guide for New and Established Faculty, which was published in August 2018. During my service on the CA-11 Disaster Medical Assistance Team (DMAT), my leadership was recognized by appointment to two team governance positions: Deputy Plans Chief, which involved planning and logistics for deployment of our 60+ member team to areas of natural and man-made disasters world-wide; and Human Resources officer, which involved assuring a balance of team capabilities and readiness for deployment to disaster sites.

Virginia McCoy Hass Candidate Qualification Position sought: Co-Chair Education Committee, 2018-2020 2. Outline how your experience fits with the office that you are seeking. For example, if you are applying for the VP of Finance position, what experience(s) do you have that would qualify you for that position based on the job description? I have served on the Education Advisory Committee (EAC) since July 2014 and as co-Chair of the EAC for 2016-2018. Thus I am intimately aware of the needs of our constituency. I am an associate clinical professor with over 20 years of experience teaching advanced practice clinicians. I was the NP Program Director for University of CA, Davis FNP Program from 2010-2016; and twice served as the Interim Director of the PA Program, in 2010-2011 and 2015-2016. Over the last two decades, I have taught across the curriculum, including the Primary Health Care series, Pharmacology, Leadership, Clinical Skills and Professional Role Development. My particular areas of focus in medicine include cardiology, nephrology, and general family practice. I have extensive experience in the use of ground-breaking technology and the development of instructional design strategies; and have taught extensively using distance education modalities. I am a co-developer of, “Integrative Case-Based Learning©”, an innovative method for teaching social determinants of health and health disparities. As an educator, I am interested in interprofessional education and interdisciplinary models for the delivery of primary care and student training opportunities. Additionally, my perspectives from PA education (peer reviewer and invited presenter at national conferences) have allowed me to bring new levels of innovation to our EAC and Annual Conference. My clinical interests include chronic illness, pain management and the promotion of self-care and wellness; and I currently practice in Refugee Health with the Sacramento County Health Department. 3. 4. Based on your understanding of CANP’s Strategic Plan, describe the priority area(s) in which you would want to move CANP forward during your tenure as a board member. I see continued promotion of NP scholarship and dissemination of outcomes research performed by NPs as a key area of growth and development for the annual CANP Education Conference. We have made significant progress in this area, as evidenced by the large number of poster abstracts submitted and accepted for the 2018 Annual Conference (over 100% increase). As a means of sustaining this growth, the EAC is actively developing strategies to further showcase and promote NP research at the conference through development of research awards. The annual conference currently serves as an excellent forum to update our membership regarding clinical practice and health policy. As a means of increasing the diversity of these offerings, the EAC is currently exploring the option of developing “mini-sessions” in which NPs can present short (10-15 min) topic or research briefs.

Virginia McCoy Hass Candidate Qualification Position sought: Co-Chair Education Committee, 2018-2020 5. What do you believe your most important contribution as a Board member would be? I have made two valuable contributions as a Board member in 2016-2018. First of all, streamlining the EAC abstract review process through the use of the online ProposalSpace system. This dramatically reduced the committee member and staff time required for review and approval of abstracts, while improving accuracy in collating reviewer results. Second, in collaboration with two colleagues, I have promoted leadership development in our members through advancement of public speaking and communication skills. Additionally, we are expanding the format for annual presentation of our public speaking seminar to include health policy. 6. What do you consider to be the primary issues facing CANP now and in the future? As a board member, how would you address these issues? The AANP continues to identify three state legislative priorities:



Modernization of State Practice Laws (full practice authority for NPs nationwide in accordance with the recommendations the Institute of Medicine Future of Nursing report and the National Council of State Boards of Nursing)



Recognition of NP signatures on health care orders and verification of care (e.g., advanced care planning)



Creation of flexible and sustainable methods of health care delivery and reimbursement (e.g., NP-led primary care medical homes (PCMH), direct credentialing of NPs, etc.)

The continuing priority for CANP should be modernization of the California Nursing Practice act to provide a separate scope of practice and full practice authority for NPs in California to diagnose and treat, prescribe, and initiate and manage therapy under the authority of the California BRN. From this legislative achievement, the remaining two will follow. This is not to say that recognition of NP signatures and NPs as leaders in PCMHs will be automatic. We will still need to work on at the policy level and educate the public to achieve these aims. However, I do not believe they will happen until we first have full practice authority in California. 7. Any additional information I have tremendously enjoyed my service on the Education Advisory Committee and as EAC co-Chair. As a committee, we have enjoyed several significant successes, as outlined above. I look forward to continuing to co-lead the EAC as we implement future projects.
