Baldwin History Incorporation Baldwin Borough was incorporated on January 1, 1952, being formed from a part of Baldwin Township. The original Baldwin Township incorporated in 1843, covered the area now included in the Boroughs of Baldwin, Whitehall, Brentwood, and Castle Shannon, the present Baldwin Township, and parts of the City of Pittsburgh known by their former borough names of Hays, Carrick, and Overbrook.
Geography Baldwin is located in the South Hills area of Allegheny County, with quick access to downtown Pittsburgh just 4 to 7 miles away. Baldwin has 1.6 miles of frontage on the Monongahela River, one of the world's most heavily used waterways.
Demographics Over 90% of Baldwin is residential or agricultural and has been zoned as such since Baldwin's incorporation in the 1950s. Baldwin's population experienced huge growth in the 1950s, increasing by over 100% in ten years, and has held steady since then at about 20,000 residents.
Baldwin Historical Society If you would like to learn more about Baldwin's history, the historical society put together a Baldwin Borough History Book, complete with first-hand interviews and photographs. The book is available for viewing and purchase at the Wallace Building in South Baldwin. The Baldwin Historical Society has monthly meetings and events. Child Restraint Systems: Contact: Officer Falcione at 412-882-9600 x Borough of Baldwin has a police officer who is certified in the installation of child restraint systems in vehicles. First-time parents and or grandparents are welcome and encouraged to avail themselves of this service. The certified officer will check to ensure the seat is installed properly and check to see if any recalls have been issued for a particular seat. As Police officers too often see, the improper use of, or the lack of child restraints can have catastrophic consequences during a vehicular crash. Please buckle-up every time you drive. [email protected] 24 hour emergency medical care and medically directed rescue services to the citizens and visitors of the Borough of Baldwin. Subscription Program Baldwin EMS developed its Annual Subscription Drive program to allow the residents of Baldwin to support their community and protect themselves from a potentially expensive ambulance bill. It works by paying a small fee to Baldwin EMS once a year to become a subscriber. Becoming a subscriber has several benefits. The most important of which is protection from incurring expenses, including deductibles and co-payment, for medically necessary emergency service, it will not cost you any money from your own funds.
Individual: $60.00 Covers only the person named on the front of the Subscription Form.
Couple: $82.00 Covers all permanent residents of the address named on the front of the Subscription Form.
Household: $ 85.00 Covers all permanent residents of the address named on the Subscription Form plus any guests who may need an ambulance while they are at that address.
Baldwin Ordinances 9
As a resident of the Borough of Baldwin, there are a number of ordinances and regulations which you must comply with. Below is a list of the more pertinent subjects which are fully covered in the Borough of Baldwin Code Book. If you have any questions concerning any other ordinance call the Municipal Building. Before performing any projects on your property, please familiarize yourself with the required regulations and permits. Dogs are prohibited from running at large (Ch.85-1A) in public or private property that does not belong to the dog owner. Any complaints concerning animals should be directed to the Police Department.
Fences, hedges, or plantings more than two feet in height are prohibited on certain portions of corner lots (Ch. 168-30) Fences shall not exceed six feet in height and require a permit to be erected (Ch.168-34, Section C3). No trash, garbage, rubbish, or other refuse may be placed in the front yard at or near the curb line prior to 6:00 p.m. the day preceding the pick-up day. Removal of container(s) shall not be later than 12:00 midnight on the day of pick up (Ch. 136-5H). Junk vehicles, accumulation of ashes, garbage, rubbish, or refuse materials on public or private lands are prohibited (IPMC 302.8). The making of unusually loud noises which are detriment to the public health, comfort, safety, and welfare are prohibited (Disorderly House Definition in Ch. 84-1). In order to subdivide your property into two or more pieces, you must complete an application for subdivision and land development (Ch. 142).
Off-street parking of motor vehicles is expressly prohibited on lawn or landscaped areas located in residential districts (Ch. 159-19)

The use or discharge of firearms and bows and arrows is restricted in the Borough of Baldwin (102-1), with the exception of legal hunting under Title 34 (Pennsylvania Game and Wildlife Code). The growth of grass, weeds, or other rank vegetation above the height of six (6) inches or the accumulation of other debris in any recorded plan of lots constitutes a public nuisance and is therefore prohibited (Ch. 701, IPMC). All persons occupying residential building containing more than four (4) dwelling units in the Borough of Baldwin are required to subscribe to garbage service and recycling to pay for the same in accordance with the rates set forth in said contract (Ch. 136-5). Building permits are needed for any structure or structural change to your property. This includes sheds, garages, fences, additions, swimming pools, decks, and porches. A permit may be obtained at the Borough Municipal Building in the Building/Zoning Department. The cost of a building permit is based on the square footage or type of accessory structure. If you are planning to purchase or you already own a swimming pool or wading pool, regardless of size, you must have a permit to comply with the swimming pool Ordinance (Ch. 168-31).

Permits Homeowners need to apply for permits for construction projects on property in Baldwin. Permits can be applied for online or in the Borough office. Accepted payment forms are cash, check, credit card, debit card, or money order. Please contact the code and zoning officer with any questions. Accessory Structure/Shed $30
Cost:
A shed permit application is needed for sheds in order to show the Borough that the shed complies with size requirements (maximum 150 square feet) and meets the building setback requirements. All accessory structures must be at least five (5) feet away from the neighboring property line. Also, the accessory structure cannot be in the front yard. An application must be filled out online. An up to date plot plan or survey would be required.

Cost:
A building permit is required for new additions, structural alterations, decks, complete roof replacement, and new construction. All building and zoning inquiries must first come through the code enforcement desk to begin processing. If a building permit is issued and construction has not begun, then the permit will be valid for 6 months. Once construction begins, the building permit will be good for 5 years.
Dumpster Free
Cost:
Dumpsters are required to be placed on your property and must have a dumpster permit. They can stay on your property for up to 45 days. Requests to place the dumpster on the street or on your property for longer than 45 days must be submitted in writing to the Zoning Officer.
Fence Cost: $40 A fence permit can show the Borough where an applicant intends on installing a fence. The application describes the height of the fence and location on the applicant's property. The maximum height of a fence is six (6) feet in the rear and three and a half (3.5) feet in front of the building line (normally the front wall of the house). If there are any questions about material requirements for fences, contact the zoning officer.

School District and Borough Property Tax Collector The Borough has an elected Tax Collector, who is responsible for collecting property taxes on behalf of the Borough and School District. The Borough of Baldwin taxes are not associated with Baldwin-Whitehall School District taxes. Borough taxes support the Borough of Baldwin, while school district taxes support Baldwin-Whitehall School District. Office Hours vary through the year. All property owners are required to pay real estate taxes on the real estate they own in the Borough of Baldwin, whether it is undeveloped (vacant) or improved. Exception to this are those properties that Allegheny County deems exempt from real estate taxes. Allegheny County is also responsible for the assessment values placed on individual parcels. Due Dates Borough property taxes are due before June 1st of each year. If you pay before April 15th, you will get a 2% discount. If you pay on June 1st or after, you will have a 10% penalty for late payment. Taxes can also be paid online with a debt or credit card (plus convenience fee) or e-check for free. Rate Tax
The Borough’s property tax rate, also referred to as the millage rate, is set by Council each budget cycle and for 2016 is 5.95 mils. For the median property value in Baldwin ($99,300) a 5.95 mils tax rate means an annual tax bill of $590.84.

Delinquent Property Taxes Delinquent Taxes are collected by Jordan Tax Services, a third party firm. Payment plans are available. If you do not pay your taxes, a lien will be placed against your property, which means the taxes plus accrued interest must be paid before the house can be sold or transferred to new ownership. Property Value Assessments Allegheny County is responsible for assessing the value of all property within the County. Please visit http://www2.county.allegheny.pa.us/RealEstate/Search for more information or to learn how to file an appeal. It is the responsibility of the property owners to secure a tax bill and correct the mailing address for the bill. All real estate taxes are due on or before the established due dates regardless of whether or not a tax bill is received by the property owner. Failure to receive a tax bill shall not excuse the taxpayer from paying the tax by the due date. The property owner is responsible to notify the tax office in the case of mortgage refinance, payoff, or other situations that would change the method of real estate tax payments, or change of address for whom the bill is sent. Notice can be sent to Gail Dobson-Mikush, the Tax Collector. Note that this notification does not change the address for the Allegheny County real estate taxes.

Sanitary Sewer Operation and Maintenance Residents receive a monthly sewage bill which is based on your water consumption. The Borough establishes this rate by factoring in the costs associated with water treatment, the operation and maintenance of our collection system, as well as personnel costs associated with our sanitary system. 2016 Sewage Rate 11.52 per every 1,000 gallons used Monthly surcharge of $6.75.

How to Pay Your Sewage Bill Baldwin contracts with Legal Tax Service to collect monthly sewage bills. Payments can be done by mail, a drop off box located at the Borough Building, or by paying online at www.legaltaxservices.com Please contact Legal Tax Services at 412-464-9555 for questions about your bill.
Projects to Improve Sewer Infrastructure The Borough is currently operating under a Consent Order and Agreement (COA) with the Department of Environmental Protection and the Allegheny County Health Department. This requires the Borough to vigorously maintain our vast collection system and to strive to reduce the inflow and infiltration of stormwater into the sanitary system. As the Borough conveys flow to both the Pleasant Hills Authority as well as ALCOSAN, each sewer shed has a separate COA that must be adhered to. In addition to the preventative maintenance performed by the Borough Public Works Department, the Borough is constructing a 1.2 million gallon Equalization Basin within the wooded areas of Colewood Park to retain wet weather that infiltrates our sanitary system during rain events. This project has been designed by the Borough’s consulting Engineers, with the participation of Whitehall Borough and the Pleasant Hills Authority. Construction is anticipated to be complete in the Summer of 2017. These improvements are not only improving Borough infrastructure, but the health and safety of residents.

Trash Collection in Trash Baldwin and recycling is paid for by your tax dollars. Waste Management is the contract trash collector in Baldwin Borough and has issued guidelines for trash days. 1. Garbage should be should be placed at the curb the night before your scheduled pick-up 2. Garbage should be in properly secured containers or plastic bags. 3. All furniture items, appliances, household goods and disassembled children’s swing sets will be accepted at curbside. 4. Carpet should be rolled and tied in lengths not to exceed 48 inches so that one man can lift. 5. Empty paint cans and/or dried paint is acceptable. Paint can be dried by air drying or soaking up with newspaper or kitty litter. Lids should be left off. 6. Excluded Items include: Building material (may be picked up for a fee by calling Waste Management) Tires Automobile parts, including wheel rims Trees and branches Ashes from furnaces and fireplaces Stones and dirt liquid paint 7. If a holiday falls on a Monday through Friday, pickup for the rest of the week will be one day later than the usual day. Recycling in Baldwin According to the Pennsylvania Department of Environmental Protection, over 1,700 Pennsylvania communities recycle to support a healthy environment. Baldwin mandates residential and commercial recycling to help save resources, prevent pollution, and support public health. Recycling is picked up once every other week by Waste Management (please refer to Waste Management schedule). At the beginning of the recycling service, each home was given a blue recycling container. If your property no longer has a blue can, please put your recycling in similar container and mark as recycling. Recycling cannot be in plastic bags. The Borough has recycling stickers that you can use to mark your containers. These can be picked up at the Borough office. You do not need to sort your recycling, as we have single stream collection

Public Works Department Call: 412-882-9600 Winter Storms Our Public Works Department is one of the best in Allegheny County and we pride ourselves on providing exemplary public service to our residents during the winter. But, when the snow flies, we also need your help. Our Public Works Department asks you to remember the following: Whenever possible, please park in your driveway and not on the street during a winter storm. This will help the drivers on their snow routes. Monitor winter storm tracking through the media, plan accordingly and try to avoid unnecessary travel during these storms. Unless you have an emergency, please do not call the Borough office to report that your street has not been cleared. Rest assured, if it’s snowing, we’re working. In addition, the Borough streets are prioritized according to high traffic, public transportation, and school bus routes first.

Pennsylvania One Call System (PA One Call) Are you planning to dig, drill, blast, auger, bore, grade, trench, or demolish anywhere in Pennsylvania including Architects and Engineers in design phase? If so, please call the Pennsylvania One Call System. What is a PA One Call? Pennsylvania One Call System is a non-profit company whose purpose is to prevent damage to underground facilities. To promote safety POCS provide an efficient, cost-effective communications network among designer, excavators, and facility owners.
Where do you call to notify the utilities? Call 1-800-242-1776 or 811, 24-hours, any day of the year.
When should you call? You are required to notify the utilities a minimum of 3 business days prior to excavating and 10 business days prior to final design.
Why should you call? To protect the public health and safety by preventing excavation or demolition work from damaging underground lines.

Rules & Regulations for Parks in Baldwin Any person or organization having a permit issued by the Borough shall have the right to use the facility during the times indicated on the permit. All facilities shall be open to the public unless a permit has been issued for a special event or game. No bottles or cans of beer or soda are permitted in the park. Soda is only permitted in liter plastic bottles and should be accumulated and taken home for recycling pick-up. Beer is to be in kegs only! Parties are subject to the Liquor Control Law. The parks should be returned to the condition found. Rubbish must be properly bagged and placed in the corner of the grove. Excessive garbage should be taken home for proper disposal. The permit holder is responsible for general clean-up of any debris created by the permit holder or his/her group. Persons or groups who leave the facility in unsatisfactory condition will be refused future permits. The person or persons to whom the permit is issued agree to be responsible for any damage or injury done to the premises, facilities, equipment, and other properties in or on the grounds of the Borough. Since Borough activities and/or work assignments have priority on all facilities, all permits are subject to suspension or cancellation by the Borough should conflicts arise. Permits may be revoked at any time for infractions of these rules and regulations. No pets are permitted in Borough parks. Facility Rental Residents can rent the Elm Leaf Pavilion and fields for a fee. To check if the grove and pavilion are unreserved, please call the Borough or check the Elm Leaf Park Calendar. To reserve the area, please complete the application, sign the hold harmless agreement, attached your home owner’s certificate, review the park rules and regulations, and pay the $50 rental fee (online, check, or in person at Borough building). The Borough will review your application and issue a rental permit. 23
Baldwin Community Pool Baldwin’s swimming pool is located in Elm Leaf Park, just below the Borough Building Complex, off of Romanus Drive in North Baldwin.
Hours The pool is open Memorial Day (late May) through Labor Day (early September) Weekdays: 12 p.m. to 8 p.m. Weekends & Holidays: 12 p.m. to 6 p.m.

Pets and Animals in Baldwin Pet Licenses All Baldwin Borough dogs and cats must have a pet license. Please visit our website or the Borough office to apply for pet license(s). The annual cost is $5.00.
Allegheny County requires all dogs to also have county license. Please visits www.alleghenycounty.us to complete the application. Annual fees vary dependent on the spayed/neutered status of your dog(s).
Animal Control The Borough does not have our own Animal Control Services, however, you can use the information and organizations listed below to aid in your animal control needs.
Found a pet? 1. Call the Baldwin Police department to report a found pet (412-881-1300 M-F 8:30am-4:30pm or 911 after business hours). If the pet has a Baldwin License tag, the police will be able to identify the pet's owner. 2. If the dog has an Allegheny County License Tag, call the Allegheny County Treasurer at 412-3504100. 3. If the pet has no tags, bring the dog to the municipal building or a nearby vet to be scanned for a microchip. 4. If the cat has no tags or microchip, please contact the Homeless Cat Management Team at 412321-4060. 26
