KEYNOTE 1 Fleet Management Requires Knowledge, Collaboration and Leadership Whilst the day to day role of a fleet manager is operational and almost transactional they need to collaborate with other specialists within their organisations. This requires leadership! Effective fleet management requires many disciplines; procurement, data analyst, work health and safety, human resources, accounting, accident investigation and being an environmental warrior etc. Fleet managers must understand each of these disciplines however it's unlikely they have responsibility and certainly no authority for each. Whilst the day to day role of a fleet manager is operational and almost transactional they need to lead other specialists within their organisations in order to deliver an effective, safe and sustainable fleet. They require knowledge across each discipline but more importantly the ability to influence others. It’s easy to arrange a meeting with other specialists within an organisation (including accounting, WH&S officers, human resources manager & sustainability officer) but it’s quite another to have them work collaboratively. This will require true leadership given most specialists have different goals and accountabilities and may not even recognise their role in having an effective, safe and sustainable fleet. Finally, let’s not forget the role of suppliers of products and services who often provide support where a lack of knowledge and understanding exists within an organisation.

PLENARY 1 Situation Normal Until Someone Dies! Did you know that 47.5% of all workplace deaths involve a vehicle? This plenary session is about road safety and the mobile workplace. It will reflect on the normal work day of a driver and highlight how small issues can compound and cause the unthinkable. There are many company polices that support a safe mobile workplace but policies need to be embedded in a safe culture. A written document alone often isn’t enough. This plenary will be delivered by experts reviewing circumstances, the processes of the accident investigation squad and Worksafe Australia. The panel discussion will review what could have been done differently to prevent the loss of life.

Speed Dating Telematics – What’s on Offer? The use of telematics or in-vehicle-monitoring-systems (IVMS) is on the increase as best practice fleet management requires access to information, real time or daily batched. There are almost as many solutions to problems as there are suppliers of equipment and services. This workshop is designed for those considering telematics. BREAKOUT SESSION Does Your Drug & Alcohol Policy Stack Up? Did you know that 1 in 5 people tested return a positive result for drugs and alcohol? VicRoads is developing advice for the road transport industry on how to manage drug and alcohol problems among its drivers. Of course this problem effects all organisations with employees driving cars etc. for work. The consultants assisting VicRoads, ARRB Group are inviting AfMA conference attendees to participate in a workshop. Following a short briefing on the project and its tentative findings, attendees will be allocated to one of a number of discussion groups which will be asked to provide views or possible solutions in response to some specific questions put by the ARRB project team. The desired outcome is an open exchange of information that will provide feedback on the conclusions ARRB have reached and will provide a preliminary view of the industry’s preferences for the form of guidance and its ultimate implementation. The workshop is an opportunity to ‘get on the front foot’ about managing drug and alcohol issues in our industry; the small group format will provide an opportunity for you to pass on your wealth of knowledge and experience, and give you a voice in shaping the direction of this critically important initiative for our industry.

BREAKOUT SESSION Not all 5 Star ANCAP Vehicles are Created Equal 95% of vehicles tested by ANCAP in 2016 achieved a 5 star rating, BUT what will happen with the alignment to Euro NCAP standards in 2018? ANCAP provides Australian and New Zealand drivers with independent vehicle safety information

through the publication of ANCAP safety ratings. ANCAP safety ratings take into account the level of occupant and pedestrian protection provided by new cars through the conduct of physical crash tests and the assessment of collision avoidance technologies. This presentation will outline why ANCAP is adopting Euro NCAP standards, how this will affect fleet managers and what it means for us in 2018 (7 months away). Further, we’ll explore the fact not all 5 star vehicles are created equal and why selecting the right 5 star vehicle may reduce your incident/accident rates. This is a master class on vehicle safety equipment. Whilst your drivers are human and make mistakes, the correct equipment can prevent the often harsh consequences.

BREAKOUT SESSION Effective Procurement in an Ethical, Sustainable and Social World Effective procurement is more complex than the cheapest price! In a world dominated by social media our procurement decisions can have an enormous impact on our organisations reputation. Purchasing goods or services from suppliers with poor environmental or human rights records is a recipe for disaster. Gone are the days where the cheapest price won the tender, you need to understand your organisations sustainability policy. It will shape the products you purchase however should the seller’s sustainability policy also affect your decision? Ethical business is not new however people’s definitions have various shades of grey. What presents best practice whilst still facilitating flexible service delivery and a sustainable working relationship? This session will explore each of these issues as it outlines what effective procurement is.

BREAKOUT SESSION Explore Driverless Car Pod & Alternative Fuelled Vehicles Hybrid, electric, hydrogen and autonomous vehicles - what happened to choosing a white or red one? Many of these vehicles and alternative powertrains are futuristic, but others are just around the corner or even entering showrooms now. The rate at which technology is changing personal transportation accelerates every year. In this session you’ll hear all about RDM Group’s Pod Zero and review some of the alternative fuelled vehicles on offer with some SURPRISE GUESTS! This is an opportunity to look at the future, next month, next year and beyond!

BREAKOUT SESSION Driver Distraction – Busy Brain Syndrome How often do you not remember parts of your journey whilst driving? Besides the distraction itself there’s a real problem affecting all of us, Busy Brain Syndrome (BBS). The digital age has seriously messed with our brains’ processing ability causing it to be severely compromised due to overload, resulting in a significant increase in the risk of becoming distracted. BBS presents as pressure; overwhelming, relentless ‘mind chatter’ and our ability to focus and pay attention has reduced 3-4 fold in the last 10 years. The root cause of ‘behavioural non-compliance’ incidents (where people simply did not see the stop light, or hear the warning alarm) is that their brain did not process the red light or the alarm. This presentation will focus on the solutions to BBS and also the myriad other driver distractions. The challenge for all organisations is the solutions require the driver to hold themselves accountable and enforce good habits and organisational policy. Common Driver Distractions  Generally distracted or “lost in thought” (daydreaming)  Mobile phone use (talking, listening, dialling, texting)  Outside person, object or event (such as rubbernecking)  Other occupants (talking with or looking at other people in car)  Using or reaching for device brought into vehicle, such as navigational device, headphones  Eating or drinking  Adjusting audio or climate controls  Using other device/controls integral to vehicle, such as adjusting rear view mirrors, seats, or using OEM navigation system  Moving object in vehicle, such as pet or insect  Smoking related (includes smoking, lighting up, putting ashes in ashtray)

BREAKOUT SESSION Smart Vehicles Still Need Smart Drivers! If you think semi-autonomous cars are going to be a fleet manager’s gift from above – think again. We already have intelligent technology in vehicles that drivers don’t understand – or use. Some questions to ponder: 1. The basic motor car driving off the assembly line today has around 25 safety devices fitted. But can you identify them? 2. How many of your fleet vehicles have ABS or Traction Control fitted? 3. What about Electronic Brake Force Distribution or Seat Belt Load Limiters? 4. How crashworthy are your vehicles? 5. Do they have side impact protection or pedestrian friendly bonnets and what about airbags front, rear, curtain or leg protection? In many cases the next new vehicle you purchase is likely to also have a collision avoidance system where the vehicle’s brakes are applied automatically if the driver fails to respond to a potential crash situation. However, the smart vehicle can only do so much. If the car thinks the driver is alert and in control, these systems do not engage. If the collision warning system activates a tone to alert the driver, but the driver does not apply the brakes sufficiently to stop, a crash will be the result, because by applying the brakes the driver overrides the safety system. There are three major, preventable crashes that must be addressed before we even think about successfully reducing fatal and serious injury crashes. They are rear end crashes; right turn against an oncoming vehicle crashes and single vehicle run-off road crashes. If semi-autonomous vehicles cannot reduce 90 per cent of these incidents then we are all wasting our money. So how will you educate your drivers about these autonomous systems and their strengths and weaknesses?

BREAKOUT SESSION Potential Changes to Road User Taxation Existing road funding sources such as fuel excise are being challenged with advances in automotive technology delivering greater fuel efficiency and electric motor alternatives. In addition, growing and ageing population and increasing urbanisation are intensifying budgetary pressures on road maintenance and systems. Transurban undertook Australia’s first real-world testing of usage-based road charging to understand motorists’ attitudes towards and test preferences and behavioural responses to potential alternative user-pays systems. The results of the study reveal encouraging signs that Australian motorists are open to new ways of using and paying for roads, suggesting the community is ready to have a dialogue with industry and government about how best to ensure the sustainability, fairness and flexibility of funding our road systems.

PLEANRY 2 The Art of Vehicle Residuals & Low Emission Vehicles Vehicle amortisation has the largest impact on whole-of-life-cost. How do I get it right and what happens when I get it wrong? Experts will explain what is often referred to as the art of residual setting. Beyond the basics, there are various market conditions you’ll need to forecast to determine what your vehicles will be worth in 3, 4 or 5 years’ time. We’ll then explore setting residuals for low emission vehicles (LEVs). This is made difficult for a number of reasons and requires much more crystal balling. Our panellists will discuss the challenges, reflecting on the past and importantly the future as whole-of-life-cost for LEVs are likely to reach parody with traditional internal combustion vehicles by 2025. Finally, we’ll review how and what remarketing strategies can be adopted to maximise sale values, thereby mitigating residual errors or providing additional non-budgeted revenue to spend on safety projects within your organisation.

KEYNOTE 2 Why are Low Emission Vehicles (LEVs) Important & What’s Holding Australia Back? Climate change is a scientific fact, all major countries accept this and have agreed to CO 2 targets with a goal of achieving net zero emissions by 2050. Additionally, the quality of the world’s air is increasingly toxic and it’s estimated the annual cost of premature deaths in Australia in 2010 was up to $7.8 billion. Light vehicles account for 11% of Australia’s CO2 emissions and beyond CO2 they emit a cocktail of toxic gases including oxides of nitrogen and sulphur (NOx and SOx), particulate matter (PM), hydrocarbons (HC), and carbon monoxide (CO). This keynote speaker will explain the different powertrains available to fuel vehicles. From traditional internal combustion engines, diesel, LPG to hybrids plus electric and hydrogen powered vehicles. It will become obvious why LEVs are important to Australia however what’s restricting the uptake is more complex and our keynote will demystify some of the issues.

PLEANRY 3 Low Emission Vehicles Update from America/Europe & Australia’s Future Can’t attend AfMA’s Study Tour to the Global Fleet Conference in Miami? Then don’t miss this presentation by a panel of experts from the USA and Belgium. Firstly, we’ll hear from America and what’s happening with alternative powertrains including diesel, LPG, HEV, PHEV, EV and Hydrogen and what’s driving an increase in take-up. Next we’ll hear from an organisation who made and implemented global decisions. What, why and so what. Arguably Europe is the melting pot of all things alternative given its diverse range of cultures and countries, driven by national pride and necessity. We’ll receive an update on the alternative fuel/powertrain journey, which powertrain is dominating and what’s driving an increase in uptake. Explore what’s worked well, what’s failed and some unintended consequences. Finally, we receive an update on what is happening in Australia NOW and what needs to happen based on the evidence from America and Europe. We’ll hear about some exciting projects bubbling away, but there’s so much more to be done.

BREAKOUT SESSION Solving Your Grey Fleet Risks – Hear Our Journeys It’s not uncommon for an organisation’s grey fleet to travel half as many kilometres as your general fleet but without any control over the safety of the vehicle and its occupants. This presentation is dedicated to understanding and mitigating your grey fleet risk. Hear from two organisations from different industries about their grey fleet journey. They will outline how they identified the size of their grey fleet, how they’ve gained control of and the barriers they faced and conquered along the way. Participants will gain an understanding of grey fleet and how to:  Identify it  Develop or enhance policies to include it  Roadblocks/barriers to controlling it  Systems and processes to control it

BREAKOUT SESSION Lease Accounting Standards and FBT Update – Are You Ready? KPMG will explain the changes to lease accounting standards and its potential impact on your business. They will discuss the impact on the lessor and the lessees, the separation of lease and nonlease components, practical implications, financial, operation and business impacts, transition accounting and effective date. BREAKOUT SESSION Moreland City Council – Hydrogen Garbage Truck Project Moreland City Council is recognised as a national leader in the implementation of environmental and clean energy initiatives in the local government sector. Since 2012, Moreland has trialled battery-electric vehicles (BEVs), and now manages and operates eleven charging stations. A key focus of Council’s efforts now is its heavy fleet, particularly the waste collection fleet, where 18 trucks out of a total fleet exceeding 300 vehicles account for over 50% of fuel use and greenhouse gas emissions (GHG). After investigating alternative drivetrains and fuelling technologies, Moreland has reached the conclusion that fuel-cell electric vehicles (FCEV), powered by renewable hydrogen provide a truly zero-emission solution, with no compromises in terms of power capability, noise reduction and the possibility of increased payload. To progress its initiative, in late 2015 Council has partnered with hydrogen infrastructure specialists H2U to jointly evaluate the feasibility of fuel cell vehicle platforms and the installation of a hydrogen refuelling station. The proposed renewable hydrogen refuelling station at Moreland will be the first hydrogen refuelling station installation of its kind not only in Victoria but across Australia. H2U and Council will jointly run a master-class style presentation to share the journey highlighting the objectives of the project, its design, implementation strategy and timeline, and share insights on key enabling factors behind the success of the initiative.

BREAKOUT SESSION Making Safety a #1 Priority Who is Responsible and Aiming Beyond Compliance? The management of an organisation’s fleet demands a growing level of expertise to address emissions, costs, maintenance, efficiencies and above all SAFETY. In the past this was the responsibility of a single manager and primarily aimed at achieving legislative compliance. Today’s modern fleet management requires strategies to progress beyond compliance in order to achieve and prioritize safety outcomes. This process involves a collaborative approach with responsibilities associated with roles such as; CEOs, Fleet Managers, Engineers, Insurance providers, Vehicle Manufacturers, Procurement Specialists and Occupational Health and Safety Professionals. This session is designed to utilise a range of case studies that highlight and explore the roles and responsibilities and collaborative nature of fleet management and safety. The session will provide participants with some take home tools and strategies providing a framework aiming for beyond simply meeting minimum compliance.

When an organisation can have their drivers engage with objective feedback (data) it is shown to have a dramatic and sustainable impact in reducing the frequency and severity of risk-events generated. Traditionally data included speeding infringements, fuel and accident reports. Embracing new technology opens up a plethora of opportunities providing visibility in real-time. Yes, it comes at a cost but real savings can be generated through improved driver behaviour, accurate fringe benefits tax logbooks, fuel tax credits and reduced accident rates. Participants will:  Understand the different types of data streams available, such as in-vehicle driver behaviour and predictive people analytics  The practicalities of implementing these data sources  How to use these data sources to enhance safety culture  How to use these data sources to reduce operating costs & enhance tax efficiencies  Have a clear understanding of the impact of “Big Data” on reducing operation costs, increasing safety and the practicalities of implementation.

BREAKOUT SESSION LEVs in Fleet – Finding the Right Role Low Emission Vehicles are the key to reducing a fleet’s carbon footprint! The vast majority of large organisations have a sustainability policy. Whilst dependant on the type of organisation, most see retrofitting existing buildings as their greatest potential for reducing CO2. Few realise it’s their vehicle fleet that provides the greatest opportunity. This presentation will explore the pathway from conventional internal combustion engines (ICE) to an LEV fleet and the immediate cost effective use of efficient ICE, Diesel, hybrids (HEV) and plug in hybrids (PHEV). It will outline where LEVs including battery electric vehicles (BEVs) make the most sense first and the potential to reduce emissions and costs simultaneously. Finally we’ll review an example of best practice LEV transition highlighting its roadblocks and success stories.

BREAKOUT SESSION Yellow Fleet Can Be Challenging Yellow fleet represents a considerable investment for an organisation. Optimising its life provides a number of challenges as does forecasting its residual value given you have little control over future currency exchange rates and economic conditions 8 to 10 years after its acquisition. Whilst the equipment is big and bold it definitely benefits from preventative maintenance, limiting its unauthorised use/mis-use and potential abuse due to poor operation. Join us for a session facilitated by one the industry leaders. We’ll look at today’s challenges of managing yellow fleet, the risk it presents for your organisation and key actions you need to take today.

A vehicle fleet is often the third largest expense for an organisation behind people and rent. It’s therefore no surprise fleet managers are charged with driving costs down. Besides the operational cost of keeping a vehicle on the road, there’s the cost of capital and the people required to administer your fleet. This session will explore the plethora of opportunities to reduce the cost of your fleet. Each of them have a direct impact on CO2 emissions and many have a positive effect on safety.

PLEANRY 4 Big Data, Fleet Management Systems & the Risk of Not Acting In this plenary session, we’ll explore big data (with and without telematics), hear from a fleet manager whose lived the journey from chaos to control and have an expert explain the risks to your organisation by not acting on information you have. Even without telematics data, fleet managers handle a plethora of information from many sources including payroll, fleet card providers, toll pass providers, accident management providers, insurance companies, vehicle repairers and fleet management companies. Add to the mix in-vehiclemanagement-systems (IVMS/Telematics) and we’re now drowning in big data. There is little doubt information is power and in the world of fleet management it’s about making informed decisions to increase efficiency, reduce costs and mitigate a multitude of risks. Given multiple data sources, potentially a diverse range of assets and often operating across many locations you can spend most of your time lost in maintaining the information. In doing so, the Association has developed a Graduate Certificate of Business Management (Fleet Management) with Swinburne University. Consisting of four units, delivered online, the course is nationally recognised and on completion will provide a pathway into a Master of Business Management (MBM)
