Briefing Paper What the Paris Climate Agreement Means to EAC Stakeholders: Reactions By Winfred Katushabe and Leslie Debornes

Summary This note examines the views and reactions of the East African Community (EAC) stakeholders about the United Nations Forum Convention on Climate Change (UNFCCC) Paris Agreement; whether the outcomes of the agreement met their expectations or not. A brief account of the Paris agreement and the EAC region places the issue into context. It introduces the issue with a sum up on major outcomes of the Paris agreement that are relevant to the EAC region, developing countries, and LDCs and thereafter delves into the expectations of the EAC stakeholders on the Paris agreement. The note concludes with general recommendations from the stakeholders.

“The outcomes on adaptation was also a win for developing countries since throughout the negotiation they wanted to have parity between adaptation and mitigation. They ensure that the adaptation efforts they are undertaking with or without international support is recognised as their contribution to climate action.”

“The agreement on global goal on adaptation is voluntary with no legal or monetary requirement based on each individual nation`s contribution to climate change; and open to interpretation, giving nations the opportunity to change goalposts based on their preferences.” A stakeholder on the legal and monetary provision of the goal on adaptation noted31
