Local Elections Matter

BOARD OFFICERS:

“There’s no good choice.” “I’m tired of hearing about it.” “They’re all crooks.” “I’m going to skip it this year.” Like me, I’m sure you’ve heard variations of the above during this election cycle. Don’t worry, this column isn’t about the merits of either of the two presidential candidates. I share the disgust I’ve heard many of you express about the lack of civility with which both sides of the political spectrum have approached what should be a thoughtful discourse of the real issues we face as a nation. What I am concerned most about is that disenchantment with the very top of the ticket will translate to the rest of the ballot and those are the choices that most impact our daily lives. In Johnson County we are selecting our state senators and representatives who will go to Topeka in January. This election is particularly important because this next year our legislature will develop the new public school finance formula that will determine funding for schools across our state. The officials we elect this month will decide how much funding the state provides, formula weightings for declining enrollment, special needs and at-risk students, rewards and incentives for educational outcomes and the ability for local school districts to raise and manage their own funds above and Tracey Osborne, CCE Chamber President beyond what the state provides. High-quality public education, from pre-K through post-sec- @ traceylosborne ondary, leads to a high-quality workforce. Educational excellence is one of the single most important reasons companies have selected Johnson County and Overland Park as their place of business, creating jobs in our region and economic prosperity for our state. In recent membership surveys, our members have listed “quality and availability of workforce” as the most critical factor in their business success. School finance isn’t the only issue our legislators will determine this next session, but it’s crucial to our future as a county and state. Learn more about the candidates who will represent you by checking out their candidate profile and forums they participated in at www.votejoco.com and share this information with friends, colleagues and family. Other important races on the ballot include State Board of Education and Johnson County Commission; information for these races also can be found on the votejoco site. At the bottom of the ballot you’ll find an issue important to Johnson County – a public safety sales tax proposal that will provide for a new county courthouse and coroner facility. While many of us don’t visit the courthouse often (if ever), this is an important regional asset where the County’s business is conducted every day in a facility that is outdated from public safety, capacity and technology standpoints. The ¼-cent 10-year public safety sales tax would construct a new 28-courtroom courthouse north of the existing building in downtown Olathe, making safety and security improvements to separate inmates and criminal defendants from victims, witnesses, jurors and the public in courthouse corridors. It will replace the aging facility with one that is accessible and ADA compliant, meeting our region’s needs for the next 75 years, a time period during which we’re expected to gain 10,000 residents every year. We currently do not have a coroner facility, so we pay-as-we-go at a facility in KCK. If the sales tax is approved, a new coroner facility would be built in Johnson County which would increase prioritization of autopsy work, provide real-time data report-

The upside for taxpayers is that the cost of these new facilities is less than the renovation of the old, which will be $34 million more, with no coroner facility. With operating expenses taken into account, the 20-year cost for renovating the old facility is $155 million additional cost, and will not be an optimal facility for our future needs. Don’t be swayed by the negativity of this election. Every four years there is a lot of hype at the top of the ballot. But there is a lot of meat on the rest of the ticket. It’s a long one this year, but these are the boxes that matter most to us every day. In Kansas it’s convenient to vote early, so don’t miss the opportunity to VOTEJOCO.

Steve Rose

Steve Rose is the former owner of Sun Publications and writes a column in The Kansas City Star. He appears regularly on KCPT-TV’s “Ruckus.” Steve co-chaired the bistate campaign to restore Union Station. He is a past chair of the Overland Park Chamber and a past vice chair of the Greater Kansas City Chamber.

Mary Birch

While president of the Overland Park Chamber from 1984 to 2002, Mary directed efforts to attract an unprecedented level of business to the city. She was named “Johnson Countian of the Year” by Johnson County Community College in 2002. She is now government relations coordinator for Lathrop & Gage LLP.
