Welcome Message Our Department is focused on creating a more vibrant, livable, walkable, and sustainable city. One of the ways we do this is by working to advance the quality of public and private design. Our Urban Design Studio is the team that is tasked with ensuring that we elevate design expectations for private development and that new projects contribute to our urban environment. Recently, the Urban Design Studio developed three mantras for shaping project-specific design recommendations: first, look at the pedestrian experience and how buildings interact with the street; second, consider how the project relates to the surrounding area, physically and culturally; and lastly, draw upon the latest advancements in climate-adapted design to minimize effects to natural resources. As development projects are proposed in your neighborhood, we encourage you to keep these ideas in mind as you work with your Neighborhood Council and other groups to ensure that we are all working toward a better designed Los Angeles. Department Activities

Implementing SB 743 and Updating the Traffic Demand Management Ordinance The Citywide Mobility Unit, in coordination with the Department of Transportation, has been visiting the regional alliances of Neighborhood Councils to discuss how the City is preparing to implement SB 743, which requires all cities in California to update how transportation impacts are analyzed under the California Environmental Quality Act (CEQA). The City is also proposing an update to its Traffic Demand Management (TDM) Ordinance to create a series of strategies that aim to provide more transportation options to reduce single rider trips from new developments. Processes and Procedures Ordinance The Processes and Procedures Ordinance lays the groundwork for a more userfriendly organization of the City’s Zoning Code, making the administrative provisions easier to use and understand. This update is part of the Department’s ongoing effort to comprehensively revise the City’s Zoning Code. Public comments received prior to July 6 will be considered in the staff report that will be submitted for review to the City Planning Commission this fall. CEQA Appeals Code Amendment Ordinance The proposed California Environmental Quality Act (CEQA) Appeals Code Amendment Ordinance will codify the process for appealing CEQA clearances when those clearances are made by a decision-making body other than the City Council. This will add additional public input provisions and help increase public participation. Commercial Cannabis Sign Regulations The City Council recently approved sign regulations for the commercial advertising of cannabis. All materials relating to the proposed ordinance are available in Council File 16-0888. Click here to access the Commercial Cannabis Sign Regulations Council File.

San Pedro Community Plan Zone Changes and CPIO The San Pedro Community Plan Zone Changes and Community Plan Implementation Overlay (CPIO) Zone were adopted by the City Council on May 15, 2018. They became effective on June 26, 2018. This is part of the Department’s ongoing efforts to update all 35 Community Plans by 2024. Ventura-Cahuenga Boulevard Corridor Specific Plan Report Back At the request of the City Council, the Department prepared a report back for options to either amend, supplement, or revise the Ventura-Cahuenga Boulevard Specific Plan. The plan helps guide development along Ventura Boulevard and an update will help address changing housing and transportation as well as changing community and business needs. This endeavor is being considered in coordination with the Community Plan update program for the Southwest Valley. The report includes an overview of potential costs, staffing needs, and timelines for each option proposed. Westside Transportation Specific Plans Update The Coastal Transportation Corridor Specific Plan (CTCSP) and West Los Angeles Transportation Improvement and Mitigation Specific Plan (TIMP) are being updated along with their associated Traffic Impact Assessment fees (TIA fees). The updates will adjust the fees on new development within the plan area; the fees will be used to help fund an updated list of transportation improvements, in line with the Mobility Element of the General Plan. The plans were heard by the Transportation Committee of the City Council on June 13 and the full City Council on June 19, and are now with the City Attorney. Century/Aviation Community Plan Implementation Overlay Zone The Century/Aviation Community Plan Implementation Overlay (CPIO) Zone was approved by City Council’s Planning and Land Use Management (PLUM) Committee on June 5 and the full City Council on June 19 and is now with the City Attorney. Department Activities The American Planning Association (APA) Los Angeles Awards Program encourages quality planning and increases the public’s awareness of the field by recognizing outstanding achievements. The Department was the recipient of the Comprehensive Plan, Large Jurisdiction Award for the South and Southeast Los Angeles Community Plans. The Plans promote community-serving investment along miles of underserved commercial corridors, encouraging uses that support healthy living and foster greater job opportunities. The plans also address the issues of environmental justice, housing affordability , and displacement.

What development projects are being proposed in my neighborhood?

Not all development projects are reviewed by the Department of City Planning. In fact, most projects are reviewed by the Department of Building and Safety at the Development Services Center. Only projects requiring additional review or seeking entitlements are reviewed by the Department of City Planning. The Department releases a bi-weekly report in which you can find a list of projects proposed within the last two weeks. The projects are listed geographically and include other useful information such as the assigned case file number and the specific project address. The report also includes a brief description of each project, the types of requests the project is seeking, and the contact information for the applicant. Our Major Projects Section also provides an online interactive Story Map of the development projects in the City that involve Environmental Impact Reports (EIRs) under the California Environmental Quality Act (CEQA). This can give you a visual guide of where certain development projects are proposed.
