Invitation to tender for translation of documents for the final conference About the “Pilot project for development of indicators to measure the implementation of the European Charter for Equality of Women and Men in Local Life” Equality between women and men is a fundamental value of the European Union (EU), highlighted in its Treaties and in the Charter of Fundamental Rights of the European Union. Therefore, the EU is playing an essential role to ensure that these principles are respected and promoted from the EU level to national, regional and local levels. Over the past years, the principle of gender equality has been reinforced through various legislation and strategies since 1990. Moreover, gender equality policy initiatives and strategies are drafted and implemented by the local and regional authorities across EU Member States. Thus, the “Pilot project for development of indicators to measure the implementation of the European Charter of women and men in local life “, funded by the European Commission will support local authorities in the EU Member States to adopt or further enhance their own gender equality policies. The aim of this project is to develop a new facility in order to support local authorities in the EU Member States to adopt or enhance their own gender equality policies. This facility will be based on the “European Charter for Equality of Women and Men in Local Life” drafted by CEMR in cooperation with its national associations. The facility will consist of a monitoring framework based on a set of indicators for monitoring the implementation of the Charter over time and at the level of each local authority that has signed it. The project is implemented from January 2014 to December 2015 and delivers the following activities: Develop a monitoring framework for the Charter based on a set of indicators; Monitor the implementation of the articles of the Charter at local level through the Indicators; Create the basis for a self-sustainable follow up of the indicators; Organise a conference to present the indicators, the results obtained under the first three objectives and to promote the Charter. The project is implemented by the Council of European Municipalities and Regions (CEMR) in partnership with ICF GHK and the Basque University (UBC).

Tender Specifications
Background CEMR is planning to subcontract translation services from August to September 2015. The required services consist in translating and providing quality checks of documents produced in the framework of the project such as the “toolkit” dedicated to the signatories of the Charter and the conference package materials. The source texts of the above documents will be in English and should be translated by native speakers into the official languages of the European Union (EU) as described below.

Tentative timeline
Deliverables Delivery of the translation services should take place within one week after the service was commissioned by the contractor but in exceptional cases, and upon an agreement, shorter deadlines may apply. Translated texts should be delivered to CEMR by e-mail in a text document format.
Quality The subcontractor must ensure that: The target text is faithful, accurate and reflexes the tone (sound, tint) of the source text; References have been checked and quoted correctly; The terminology and lexis used are consistent throughout the whole text and with any relevant reference material; Sufficient attention has been paid to the clarity of the text; The translated text contains no syntactical, spelling, punctuation, typographical or other grammatical errors; The formatting of the source document has been maintained; Special attention is paid to gender-sensitive language and the use of concepts and terminologies in the field of gender equality and gender sensitive policies.
Therefore, a quality check procedure should be provided by the subcontractor.
Workload The volume of work which is intended to be subcontracted cannot be exactly quantified at this stage. However, the maximum amount of 55,000.00 EUR including VAT is available for all the translation services. 3
II. Form and structure of the tender Language of the tender Tenders must be written in English.
Structure of the tender All tenders must include two sections: Evidences This section must provide information about the capacity to carry out the work under this contract. Tenderers shall provide with their offer: A cover letter containing the following information: organisation/company name, VAT number (if applicable), contact person and contact details; A copy of the company registration certificate; Detailed curriculum vitae (CV) of each person responsible for carrying out the translation services. The CVs shall be presented in europass format; A list of relevant similar services provided in the past two years with the dates and recipients provided as well; References or any other document certifying satisfaction of previous clients. Technical proposal A short description of the organisation including information on how the tenderer will meet the technical specification in terms of offering native speakers for the translation of the materials, delivery, quality check and ability to scrupulously respect the deadlines is required. An example (maximum one page) of translated texts into the main following languages (FR,DE, ES,SV) should be provided under this section as well. Financial proposal Tenderers are invited to present the price for the translation of a standardised page (300 words per page) from EN into all the official languages of the EU, preferably in an excel format. The price must be fixed and not subject to revision during the performance of the contract. The price must be quoted in euros including VAT. The discount offered for the translation of the repeated words should be stated and clearly appearing in the financial offer.

III. Selection Criteria The tenderer will be selected based on the evidences provided to carry out the work under this call, and the best offer in terms of value for money. During the selection process, emphasis will be put on: Price; Capacity to meet deadlines; Ability to ensure quality; Tenders demonstrating experience in translating texts in the field of gender equality.
