Senate Bill 11 • Effective: August 1, 2017 • Authorizes a license holder to carry a concealed handgun on or about the license holder while on campus of a junior college or private or independent institution of higher education in Texas. Open carry is prohibited. • Authorizes an institution of higher education or private or independent institution of higher education in Texas to establish rules, regulations, or other provisions concerning the storage of handguns in dormitories or other residential facilities that are owned or leased and operated by CTCD.

Senate Bill 11 continued • Requires the president or other chief executive officer of an institution of higher education in Texas to establish reasonable rules, regulations, or other provisions regarding the carrying of concealed handguns by license holders on campus, to include identifying prohibited locations on campus. • Authorizes posting signs under Penal Code Section 30.06 with respect to any portion of a premises on which license holders may not carry. CTCD Policies and Procedures • Applies to Central Campus and Service Area locations in Texas. • License to Carry (LTC) holders who carry handguns on campus must have them completely concealed, carried on or about their person at all times or secured in a concealed manner in a locked, privately owned or leased motor vehicle. • LTC Holder may not carry a partially or wholly visible handgun on campus.

CTCD Policies and Procedures • LTC Holders carrying a handgun on campus must at all times have the handgun in a holster that completely covers the entire trigger guard area. The holster must have sufficient tension or grip to retain the weapon in the holster even when jostled or shaken. • All concealed handguns brought on campus must be holstered without a chambered round and with the trigger safety mechanism engaged.

Gun Free Zones Required by Law TX Penal Code §46.03. • All locations used for early childhood education, daycare, preK-12 school learning or activities; and all areas and CTCD events frequently visited by minor children. • CTCD Mental Health care service locations, including individual and group sessions. • Areas for all sporting or interscholastic events.

Gun Free Zones Required by Law TX Penal Code §46.03. • Polling locations – to include early voting. • Locations where the Board of Trustees is meeting. • All Independent School District locations. (e.g. Shoemaker Center)

Gun Free Zones Required by Law TX Penal Code §46.03. • All other locations where the carrying of handguns is proscribed by Texas or federal law. • All other locations where CTCD rules or policies prohibit carrying of handguns, and with appropriate notice given. TX Penal Code §46.035

Gun Free Zones by CTCD Policy • Laboratory and other campus locations where dangerous chemicals/materials are kept. • CTCD owned, rented or leased passenger vehicles. • Locations used to discuss student or employee discipline or hear grievances. • Sole occupant offices at occupant’s discretion

Gun Free Zones by CTCD Policy • Areas containing critical college infrastructure. • Areas where contractual or licensing obligations require exclusion of firearms. • All other locations where carrying handguns is prohibited by Texas and/or federal law.

Gun Free Zones by CTCD Policy • Building 119, Student Services. • Building 111, Systems Services. • Building 120, Morton Hall residence housing is gun free with the exception of the lobby and lounge, game room and T.V. room. • Mayborn Science Theater B152 during events for minors.

Reporting Violations • Violations of the law or CTC policy should be immediately reported to the CTCD Police department at 254-526-1427. • Violation of CTC policy, which constitutes a violation of state and/or federal laws, may be subject to criminal prosecution, disciplinary action or both.

Disciplinary Action • Employees who possess items or material in violation of this policy may be subject to disciplinary action, up to and including termination for the first occurrence. • Students who possess items or material in violation of this policy may be subject to disciplinary action, up to and including expulsion, for the first occurrence.
