Background to Solicitor’s Office The Solicitor’s Office is headed by Gill Aitken, the General Counsel and Solicitor who has overall accountability for all legal work for HMRC whether provided by the Solicitor’s Office or by the private sector. (See ‘Biographies’ section for more information about Gill and her background)

The Solicitor’s Office is accountable for all legal services to HMRC, whether provided internally or commissioned from the private sector. We work closely with lawyers in other Government departments as well as external teams. We conduct legal work for every part of the department and our work impacts on all HMRC customers. The Solicitor’s Office is made up of four large directorates: A - Tax Litigation B - Business Tax C - Personal Tax, Benefits and Credits and Corporate Services (where this roles sits) D - Business Support The legal work of the office includes:    

Litigation – we take the highest value and most complex cases for HMRC. Legislation, Budget and policy work (including advice where appropriate to HM Treasury ministers) Operational legal and accountancy advice Commercial law advice and supporting major programmes

The Commercial team supports the delivery of some of the largest IT, estates and other contracts, including major change programmes such as the Columbus Programme and HMRC estates transformation programme.

Background to the Columbus Programme HMRC is preparing for the end of its current ASPIRE contract for IT provision in June 2017. The Columbus Programme is working with stakeholders to: • Deliver further savings from the current contract • Re-structure the way IT services are provided to HMRC before 2017 to:  Support the Department's transformation agenda; and  Increase its readiness and capability to establish and manage multiple supplier contracts • Scope the parcels of work to be completed in the future. When the ASPIRE contract ends, we won't be entering into another large scale, long-term contract. Government policy favours using smaller, more flexible ones in the future where possible. The Columbus Programme will put in place an operating model where HMRC has greater control and achieves better flexibility and value from shorter-term contracts. HMRC intends to bring more responsibilities in-house, essentially taking back the direct control over IT Architecture, IT Project Delivery, Systems Integration and IT Service Support and Operation. HMRC have established the Programme to take forward the work needed to: • Change the current contractual matrix to enable smooth and efficient transition to the re-structured model of IT delivery • Drive further savings to meet the commitments HMRC have made • Close down the ASPIRE contract safely, with seamless transition to new arrangements • Manage competitions to enable new contracts to be in place and operational prior to the ASPIRE contract end date The Columbus Programme fits with HMRC business and people strategies and our objectives align with HMRC key business plan objectives. Background to HMRC’s estates transformation HMRC’s Estates Directorate is responsible for the supply, management and maintenance of HMRC’s operational estate and the provision of associated support services. Its purpose is to ensure they are safe, secure and provide the best environment possible for our people, and that they support the delivery of business objectives and represent good value for money for taxpayers. The Estates Directorate is at the forefront of delivering the largest estates change programme across government – a critical success factor for HMRC’s future operating model and the government’s wider agenda for the Civil Estate. Peter Grant has recently been appointed as the Director, Estates Transformation and will be leading this programme. (See ‘Biographies’ section for more information about Peter’s background).

The Role is offered as a 2 year Fixed term contract (or loan for existing Civil Servants) with the possibility of a permanent appointment upon expiry of the contract. HM Revenue & Customs (HMRC) is embarking upon several major departmental commercial programmes, the highlight of which is one of the largest IT transformation projects in the UK. This is a career defining opportunity for the successful candidate who will play a pivotal part in the delivery of high priority, large scale transformation projects as well as being a being a key member of the directorate’s senior leadership team. Suited to an experienced lawyer with significant commercial expertise, the successful candidate will have experience of working in a high profile, fast paced and intellectually challenging environment. The ideal candidate will be an experienced commercial lawyer who is able to demonstrate the following skills and experience: Significant experience in the field of commercial law including some experience of procurement law - Experience of having supported large scale transformation programmes, ideally in the IT, real estate or infrastructure sectors - A proven track record of building credibility quickly with senior officials or clients - The ability to swiftly respond to changing requirements in order to deliver commercial outcomes - Excellent communication skills; particularly the ability to communicate with conviction and clarity in the face of tough challenges or negotiations - An effective leader, able to manage a large team whilst promoting a positive, engaged and driven working culture. Psychological Assessments

Candidates invited for interview will be asked to undergo a Business Attitudes Questionnaire (BAQ). The BAQ assesses 25 different dimensions of personality, which help to predict how a candidate will behave in a professional workplace and also give a better assessment of a candidate’s competencies. This is used to support the selection panel's decision making. Candidates may also be tested on numeracy and literacy skills.

Eligibility

The post is advertised to suitably qualified people in the external market, and on level transfer or promotion to existing Civil Servants and those in accredited Non Departmental Public Bodies. Government Legal Service (GLS) and non-GLS Lawyers without an SCS Gateway Passport are not able to apply on this occasion.

Appointment Term

The role is offered as a two year fixed term contract (or loan for existing Civil Servants) under normal Civil Service Terms and Conditions, with the possibility of extension or conversion to a permanent appointment. This position is graded at Senior Civil Service Pay Band 1.

Working This role is available for full-time, part-time or flexible working Arrangements arrangements (including job-share arrangements). HMRC is prepared to discuss alternative working arrangements with candidates within business requirements. Salary Range

The successful candidate will be appointed in line with the SCS Pay Band 1 salary range. Being mindful of the scrutiny on public sector pay, external candidates should expect their salary on appointment to be up to £95,000 per annum. Salary and terms of appointment for a serving Civil Servant would be within normal rules for appointment on level transfer or promotion. The salary will be reviewed annually. Future base pay awards will be dependent on public sector pay policy. Non-consolidated performance pay is normally available within the SCS performance-related pay system and is not determined until after the year end, so it is not possible to quote amounts in advance of the annual pay award each April. It is paid in addition to any base pay increases and paid as a lump sum.

Modernised Terms and Conditions

New entrants to the Civil Service and Civil Servants taking up appointment on promotion will adopt the modernised Senior Civil Service terms and conditions which came into effect from 1st July 2013. Basic hours of work will be 42 hours per week, over a 5 day week including daily meal breaks of one hour. You may however, need to work more hours if your job demands it and as we may reasonably require. Annual leave allowance will be 25 days in the first year, rising by one day per year (on the anniversary of your start date) to a 12

maximum of 30 days after five years’ service. In addition, staff receive eight days’ bank and public holidays and one day of privilege leave will be given on account of the Queen’s birthday every year. Pension

HMRC offers an excellent occupational pension scheme. For new entrants to the Civil Service, we offer the choice of either: A high quality, index-linked defined benefit pension scheme that currently has an 8.5% member contribution rate. We also make contributions and meet the bulk of the cost of this scheme; or A stakeholder pension with a contribution from ourselves. Our basic contribution is based on your age, and we pay this regardless of whether you choose to contribute anything. You do not have to contribute if you do not wish to but, if you do, we will also match your contributions up to an additional 3% of pay. Security Clearance

Before the appointment of the successful candidate can be confirmed, HMRC will undertake background security checks. The required security clearance for this role is set at Counter Terrorist Check (CTC) level. Biographies Gill Aitken (General Counsel) Gill joined HMRC in 2014 as General Counsel and Solicitor. She advises HMRC and is responsible for all aspects of tax law, leading a large litigation team, which safeguards billions of pounds worth of tax revenues. Prior to joining the Civil Service Gill worked for eight years at US law firm, McKenna Long & Aldridge. Her first in-house role was at the Department for Health where she was involved in setting up what we now know as NHS Foundation Trusts. From 2010 to 2014 Gill was Director General for Professional Services at the Department for Work and Pensions (DWP) and acting as Solicitor to DWP and the Department of Health. When asked about her thoughts on joining HMRC, Gill said “HMRC’s Solicitor’s Office has a deservedly high reputation across government, and the prospect of leading Sols and being involved in the important work that HMRC does for the country was both challenging and exciting.”

Sinead Murray (Director of Personal Tax, Benefits & Credits and Corporate Services) Sinead joined the Government Legal Service from the independent bar and since joining has led on projects such as the Olympic Bid and setting up the UK Border Agency. More recently Sinead has led a team advising on a wide range of personal tax issues including PAYE, anti-avoidance and pensions and the many reforms in those areas. On her experience of working in HMRC Sinead said “In government you are exposed to the most exciting, high profile issues of the day and HMRC is one of the biggest departments at the centre of what we do. This role and the programmes it will deliver reflect the scale and importance of our work – they are some of the biggest transformations going in the country.”

Mark Dearnley (Chief Digital Information Officer) Mark is leading HMRC’s ambitious plans for harnessing digital technology to modernise the tax system. The Department’s shift from paper to digital is well underway, with the launch of digital tax accounts – like online banking but for tax. Mark is also revolutionising how HMRC works internally, overseeing new services being brought to life in a matter of just weeks on a new, cloud-based digital tax platform, and the integration of telephony, scanned mail and new channels such as social media through the world’s largest contact platform. Before joining HMRC Mark was Chief Information Officer (CIO) at Vodafone UK where he introduced cloud-based technologies. Mark’s other previous roles include CIO at Cable and Wireless and Chief Operating Officer for the start-up of Boots.com. When asked why he joined HMRC and his reflections on his experience of working in the public sector, Mark said “The challenges in the public and private sectors are very similar. What attracted me to HMRC is the scale. With 50 million customers and more than a billion transactions a year it doesn’t get much bigger than this. My experience of life in the public sector is that it’s anything but boring and pedestrian. It’s fast-paced, you get to work with some great people, and there’s a real opportunity to shape public services of the future. In many areas of technology, government is increasingly being seen as leading the way. This is a very exciting time to work in IT or digital in the public sector.”

Ian Kennedy, Programme Director (Columbus) Ian Kennedy was appointed as Director for the Columbus Programme at HM Revenue & Customs in August 2015. Ian is a transformation director with global experience in the design and delivery of major IT driven business transformations within both the public and private sectors. Prior to joining HMRC, Ian led the £1billion network transformation of 11,500 Post Office branches and 76,000 staff to create a profitable and sustainable retail and financial services network. Other significant roles include CEO of an international programme management consultancy, programme director for several multi million pound government IT programmes and assurance and systems integration roles on 5 international airport developments. Prior to this career in change management Ian spent 9 years in the Royal Navy as a chartered systems engineer and submarine Weapons Officer. When asked what attracted him to join HMRC, Ian said "I joined the programme because it was the largest and most complex IT transformation under way in Europe and the chance to be part of the team that successfully landed it was too good an opportunity to miss."

Peter Grant (Director, Estates Transformation) Peter Grant was appointed as Director of Estates Transformation at HM Revenue & Customs in October 2015 and brings with him a wealth of experience from the private sector. He is leading the transformation of the office portfolio across HMRC, with the aim of delivering more efficient and innovative workspaces in fewer but better locations. Creating new large offices, which reflect the needs of a modern organisation, will enable people to work differently and provide career progression opportunities for HMRC colleagues. Peter is an accomplished Property and Business Director with an extensive breadth of achievements for FTSE100, Private Equity Owned and SME’s within retail, business and professional services and as a consultant across all stages of the property lifecycle. When asked about his move from the private to the public sector Peter said: “The attraction really came from the nature of the project; the transformation process involved is an exciting and large Estates change project. I was keen to apply my skills and experience in a different type of organisation.
