Through CAP’s free STEM Kit program, CAP Unit AEOs, Educator Members and AFJROTC instructors can select from five kits to use and keep: astronomy, flight simulators, model & remote control airplanes, robotics, and rocketry. Over 2,600 kit requests have been filled, impacting over 140,000 cadets & K-12 students. AEOs are encouraged to select a kit and order in eServices at the CAP STEM Kits link. Contact: [email protected]. Aerospace Connections in Education (ACE) Program: ACE registration is open for 2015-2016 academic year. We are developing new lessons and updating others as we prepare for another successful school year. Viewed by CAP as a great early introduction to the CAP Cadet program, the ACE program needs your help. CAP squadrons can help introduce the program to educators and schools and offer to assist in teaching lessons and/or presenting end-of-program completion plaques and student certificates. AFA’s Aerospace/STEM Education Grants for CAP: The AFA continues to provide $250 grants in alternating quarterly cycles to CAP units and educator members to help fund aerospace and STEM project subjects and careers. Aerospace Education Officer (AEO) Schools: Five successful AEO Schools were conducted this year; four regions (GLR, MER, NER, and PCR) and the National school. CEAP helped over 1,400 cadets attend encampment and/or buy needed uniforms this summer. Overall, cadet encampment participation was up 26% this year. CEAP-Survey. Cadets and parents are being surveyed in October to help us document the benefits the encampment program accomplishes. See capmembers.com/CEAP for details. CEAP-Winter Encampments. CEAP funding is available to support the winter encampments, which are being held in Alaska, Florida, Kansas, Kentucky, Oregon, and Texas. Team registration for the national youth cyber education program is open at uscyberpatriot.org until 9 October. CAP’s Cyber Defense Training Academy has training aids and other resources available at their new website, cap-cyber.org. Civic Leadership Academy. At CLA cadets explore public service careers and learn about their federal government during an incredible week in Washington DC. This year’s CLA will be held 20-27 February and is open to cadet officers aged 16 and older. A small number of seniors are needed on “full-time” and “Legislative Day” staff. Application deadline is 1 November. See capmembers.com/civics for details. National Character & Leadership Symposium. Hosted by the USAF Academy on 25-26 February, NCLS is an incredible opportunity for cadet officers aged 18 and up to engage top speakers on character and leadership topics. Application deadline is 1 November. See capmembers.com/NCLS for details. Quality Cadet Unit Award. Congratulations to the 206 cadet and composite squadrons that earned the Quality Cadet Unit Award this year. Every squadron was automatically entered into the program and evaluated against the objective criteria. Award elements are en route to wing headquarters. For a list of winners, see capmembers.com/qcua. Curry Blues Voucher. Cadets participating in the Curry Blues Voucher program say they’re receiving “Amazon-class” service. Now, our challenge is to help more eligible cadets benefit from the program. A new report is available to help squadrons monitor the vouchers (see eServices > Cadet Promotions > Reports > Curry Blues). Also, if a family does not use its voucher shortly after Vanguard has issued it to them, Vanguard will send reminder emails to the cadet and parent. Shuttle Run Moratorium. For safety reasons, we’re asking all commanders to immediately stop having cadets attempt the shuttle run event in the CPFT. A regulatory change allowing mile runs to be “banked” during inclement weather has been published.

Highlights included a conference call briefing by BoG Chairman Col Jayson Altieri to the NCR/RMR College, the SER College participation in a VTTX (Virtual tabletop exercise) with FEMA, CDC and EMI, and offerings of Training Leaders of Cadets in the PCR, NER and SWR colleges. The MER College participated in a field trip to the local ANG airbase to witness military UAV flying and Navy Seal jump practice while the GLR College had a field trip to the Gen George S. Patton Museum of Leadership. Character Development Instructor Specialty Track: The CDI Specialty Track is presently in coordination. 65th Anniversary of the CAP Chaplain Corps: Commemorations of the 65th anniversary of the CAP Chaplain Corps at the National Conference included a Chaplain display, the performance of a new CAP hymn, and the presentation of numerous awards for Chaplain Corps personnel. A continuous emphasis item is a book of core value based aviation experiences of our membership which is still in compilation. FINANCIAL MANAGEMENT Director: Susan Easter – [email protected] WEX Vehicle Program Card Management: CAP will be initiating a new initiative to utilize the WEX cards to purchase vehicle fuel for AF funded missions. Utilizing the WEX card will eliminate members or wings having to purchase fuel for AF funded missions. The test program is being initiated this month and we anticipate it will be available to all wings by the end of the year. FY15 Audit Status: CAP’s FY15 audit is well underway. Wing staff have been incredibly responsive to requests for information from the auditors. The auditors are utilizing the availability of documents in Sertifi and Smart Vault to audit transactions at wing level. They noted this year there are very few instances of missing transactions! GOVERNMENT RELATIONS Director of Government Relations: John Swain – [email protected] National Legislative Officer: Lt Colonel Gerald Marketos – [email protected] State Legislative Officer: Lt Colonel James Nova – [email protected] Special Projects Officer: Lt Colonel Lindsay Shipps – [email protected] Fiscal Year (FY) 2016 Appropriations: Thanks to everyone’s efforts during the 2015 Legislative Day, CAP expects to receive full funding with between $27.4M and $27.7M for O&M as well as $10.4M for aircraft and $1.7M for vehicles once the FY16 Appropriations Bill is passed by Congress. Upcoming Legislative Day: Next year’s Legislative Day will be Thursday, February 25, 2016 with training available the night before. Wings should start making appointments no later than early January. High on the agenda will be full funding for FY17. Additional details will be provided in December. 2015 Summer Conference: The GVR team conducted a new one-day course in August called “Government Relations, The Art and the Science” for CAP leaders, government relations advisors, public affairs officers and others who work with legislators or government officials. Based on after-action reports, this course was very successful and plans are being made to conduct it again. A special thanks for a job well-done goes to the course creator and project officer, Lt Colonel Jim Nova. CAP Congressional Gold Medal: Replica medals continue to be presented to CAP World War II veterans and families who could not attend the December 2014 ceremony as well as newly discovered CAP veterans. Many wings have successfully involved Members of Congress and the press at local ceremonies to honor our veterans and to tell their stories to the public. Where this has occurred it has had tremendous impact. Those still planning ceremonies are urged to involve Members of Congress and the press as much as possible. Government Relations Specialty Track: Planning continues for a GVR specialty track designed to provide Government Relations Advisors and others specific training and knowledge to help them do their assignments better. Preparations have begun for moving the NAHC to its anticipated new home in Washington, DC. National Historical Editor and Journal Editor: New issue of the CAP National Historical Journal published. Continuing research for new chapter for Flying Minute Men covering 1948 to the present. Office of Heraldry: Heraldry Regulation and Pamphlet, CAPR 210-2 and CAPP 7 are still being reviewed after another round of edits. Work has continued advising the National Uniform Committee on heraldry issues. Oral History Program: Interviews continuing with past national commanders, with one conducted at the National Conference and two in September. As critical as our field laptops are we can’t afford any unnecessary downtime to them. We want to be sure most of the bugs have been worked out prior to the organization transition. We will provide further updates once the organization is ready for the Windows 10 transition. This new briefing guidance was developed by the Aviators Model Code of Conduct (AMCC) group of aviation professionalism experts. - The online version of “FAA Safety Briefing” magazine is provided via web link on the CAP Pilots web page. This publication provides relevant and timely General Aviation safety related information straight from the FAA’s team of professionals. The current issue focuses on IFR flying. Critical Incident Stress Management: Revisions to CAPR 60-5, the CISM website, and associated training materials are currently being drafted; there will be an increased emphasis on CISM members teaching resiliency strategies and using other crisis intervention modalities like psychological first aid. CISM personnel with inputs and ideas should reach out to Lt Col Janisko. Communications: - Revisions to CAPRs 100-1 and 100-3 are currently in coordination, and we expect they will be published before the end of the CY. - We want to thank everyone for taking the time completing their ICUT training. We have over 1,000 more personnel qualified to operate CAP radios than we did when this training was implemented.

National PAO Academy VI: More than 40 PAOs from across America attended PAO Academy VI, a twoday event that featured hands-on presentations focusing on branding, the effective use of social media and CAP PAOs' duties per CAPR 190-1. The seminars were videotaped and will be available for review by all members and for use in conducting seminars at the unit level. FEMA PIO Course: The two-day G290 Basic Public Information Course was offered as a pre-conference course before the start of the National Conference in Orlando. The one-day G289 Public Information Awareness Course was offered last year in Las Vegas during the 2014 National Conference. In 2016 the one-day G291 JIS/JIC Course will be offered during the conference in Nashville. These courses support requirements for CAP PIOs. PAO Specialty Track: A draft of a revised CAPP 201 was released to participants at the 2015 National PAO Academy in Orlando for their review. CAPP201, set to be released soon, ties the requirements of the CAP Public Affairs Program in CAPR 190-1 with 21st Century public affairs practices and the need for CAP's PAOs/PIOs to operate within the Incident Command System. th

75 Anniversary: A working group of CAP PAOs has been formed to revise the Anniversary Planning th th Guide in the online PAO Toolbox for CAP’s 75 anniversary. In addition to a 75 anniversary website designed to serve as a digital media kit, NHQ/PA will provide PAOs with anniversary tools and ideas to support local initiatives. The changes will make it easier to follow and complete the requirements, while still holding you to a high standard. We’d like to see every member achieve at least a Technician level in Safety.

TSA Leadership Grants: TSA has updated its application for the 2015 Leadership Grant program. More than $30,000 is available to individuals, squadrons, groups, wings, regions, or national-level programs that support cadet leadership development. Grants are awarded quarterly. This plan is CAP leadership’s strategy to identify goals for shaping CAP’s

future and for establishing plans for achieving those goals. Ultimately, the strategic plan will be the impetus for moving the organization forward and will determine ways in which CAP will grow and change over the next five years. The plan will be presented to the Board of Governors for approval at the December meeting. Your plan inputs are welcome.
