Carl Smith, Midlothian ISD Board Secretary Carl Smith has been involved with school districts for most of his life. He served for 30 years as an assistant principal, director of secondary instruction and executive director of personnel in the Duncanville ISD. For the past 19 years, he has worked with school districts through an insurance agency where he is executive vicepresident. 90% of the agency’s clients are school districts. Aside from his school administration experience, Smith’s involvement in the insurance business allows him to be certain Midlothian school district property is adequately insured at the most competitive price. This also keeps him up to date on the practices of other districts. “I regularly attend other districts’ board meetings and see how their boards operate.” He says the most important job of a board member is to be familiar with the operation of the school district. “The toughest thing about being a board member is when you’re new. It may take new board members one to two years before you know what you’re doing.” Smith’s wealth of experience allowed him to shorten that time frame when he joined the board. In his view, “The key thing in making a good district is that with everything you do the emphasis must be on kids first and the staff a close second.” The Smiths with Carly, Cameran, and Caris. Smith and his wife, Ann Margaret, moved to Midlothian 15 years ago. She was formally a flight attendant but currently remotely manages a physicians office in Houston. They have two daughters and one daughter who passed away six years ago. They also have six grandkids and one great granddaughter. Three of his granddaughters attend Midlothian schools.
