CONSIDER EXTENSION OF SUP-10-09-10 A SPECIAL USE PERMIT PREVIOUSLY ISSUED TO CANTERBURY ACADEMY, TO OPERATE A PREPARATORY SCHOOL WITH UP TO 120 CHILDREN, IN THE CH (COMMERCIAL HIGHWAY) ZONING DISTRICT, LOCATED AT 22900 MIDLAND DRIVE. At the October 18, 2010 meeting, the Planning Commission recommended 8-0 that the Governing Body extend Special Use Permit SUP-10-09-10, for Canterbury Academy, to operate a preparatory school with up to 120 children at 22900 Midland Drive. CONSIDER EXTENSION OF SUP-9-92-10 SPECIAL USE PERMIT PREVIOUSLY ISSUED TO SECURITY STORAGE PROPERTIES, TO ALLOW A LIVE-IN WATCHMAN AT THE FACILITY IN THE TSQ AND CH (TOWNSQUARE AND COMMERCIAL HIGHWAY) ZONING DISTRICTS, LOCATED AT 11015 W. 62ND STREET. At the October 18, 2010 meeting, the Planning Commission recommended 8-0 that the Governing Body extend Special Use Permit SUP-9-92-10, for Security Storage Properties, to allow a live-in watchman at the facility at 11015 W. 62nd Street. CONSIDER EXTENSION OF SUP-9-93-10 SPECIAL USE PERMIT PREVIOUSLY ISSUED TO VERIZON WIRELESS FOR A 150-FOOT MONOPOLE COMMUNICATIONS TOWER IN THE AG (AGRICULTURAL) ZONING DISTRICT, LOCATED AT 6875 MAURER ROAD.

At the October 18, 2010 meeting, the Planning Commission recommended 8-0 that the Governing Body extend Special Use Permit, SUP-9-93-10, for Verizon Wireless, to allow a 150-foot monopole communications tower at 6875 Maurer Road. A copy of the staff report is included for review. PAGES 11 - 14 MAYOR'S ITEMS 7. VETERANS DAY PROCLAMATION. 8. PRESENTATION OF SERVICE AWARDS. Mayor Meyers and City Manager Gonzales will recognize employees and volunteers for municipal service in the City of Shawnee and the State of Kansas. PAGES 15 - 18 9. THE MAYOR MAY PRESENT OTHER ITEMS FOR CONSIDERATION. PUBLIC ITEMS 10. CONSIDER RESOLUTION CONSENTING TO THE ASSIGNMENT OF A LEASE AGREEMENT AND PILOT AGREEMENT FOR THE FORD MOTOR COMPANY PROJECT. DISCUSSION: The City issued $10,000,000 in IRBs in 2003, for the Ford Motor Company Project pursuant to a Trust Indenture. The Lessee/Assignor or its successor is authorized by the Lease to assign and to mortgage the leasehold interest only with the prior written consent of the City. The Lessee/Assignor has requested the City’s consent to assignment of the Lease and the Payment in Lieu of Tax Agreement (PILOT) and to transfer of the bonds to BRE/Industrial Portfolio Holdings L.L.C. A memo from staff and related documents are included. PAGES 19 - 44 ACTION: Adopt a resolution and approve and authorize the Mayor to sign the City’s consent to the transaction. If approved, a Resolution number will be assigned. CONSIDER REVISIONS TO PS-7, CONDUCT OF PUBLIC MEETINGS. The Public Works and Safety Committee recommended 3-1 that the Governing Body approve moving toward a summary format for meeting minutes, having a sign-in for public comment at meetings, and requiring prior approval of information displayed on the screens. CONSIDER ORDINANCE AMENDING SHAWNEE MUNICIPAL CODE, CHAPTER 5.64 RELATED TO SIGNS. The Public Works and Safety Committee recommended 4-0 that the Governing Body amend the Shawnee Municipal Code, Chapter 5.64, Sign Code. A memo from staff and a draft ordinance are included for review. CONSIDER SPECIAL EVENT PERMIT FOR WONDERSCOPE CHILDREN'S MUSEUM FOR SAND IN THE CITY KC FOR MAY 2011. DISCUSSION: Wonderscope has requested a Special Event Permit for fund-raising event, Sand in the City KC. Wonderscope. The event would be held on May 20, 2011 through May 22, 2011 at the Wonderscope Museum and Splash Cove Parking lots. A memo from staff and supporting documents are included. CONSIDER A RESOLUTION AUTHORIZING, APPROVING AND RATIFYING P.N. 3317, BRIDGE DECK REPAIRS AND THE ISSUANCE OF GENERAL OBLIGATION BONDS TO PAY THE COST THEREOF. DISCUSSION: The City made and completed P.N. 3317 which included milling bridge decks, patching and installing concrete on ten bridges. The project was temporarily financed through inclusion in a Transportation Revolving Fund Loan. The Governing Body, authorized repayment of the Transportation Revolving Fund Loan from proceeds of the general obligation bonds being

issued and now a resolution is required for the authorization of the bonds. A memo from staff is included. PAGES 87 - 90 ACTION: Adopt the resolution authorizing, approving and ratifying P.N. 3317. If approved, a Resolution Number will be assigned.
