Tim Ellis, City Manager May 15, 2018 To: Board of Commissioners, City Staff and Residents of Goodlettsville The City of Goodlettsville began the practice of producing the City Manager’s Monthly Report in December 2011 to provide general and performance information to the Board of Commissioners and the public on City services and programs. The City utilizes performance data to identify efficiencies and potential inefficiencies for the purpose of improving services, responsible budgeting and enhancing transparency in local government. The information in this report is compiled internally by each department/division that comprises City Services. The information is then analyzed and organized for presentation by myself and the Public Information Officer. I am proud of the City’s efforts toward becoming more transparent, performance driven and the direction in which our community is headed. City staff and I will continue to work diligently to increase efficiencies in City services and achieve the goals of our Board of Commissioners as we proudly serve the citizens of Goodlettsville. I am pleased to present to you the April, 2018 City Manager’s Monthly Report. I hope that you continue to stay informed on City issues and progress. Board of Commissioners took action on the following ordinances: ▪
Approved Ordinance 18-913, an ordinance establishing the City of Goodlettsville Historic Zoning Commission.
▪
Approved Ordinance 18-914, an ordinance to direct the Davidson County Election Commission to call an election to fill the terms of two (2) Commissioners of the City of Goodlettsville, Tennessee, Pursuant to T.C.A. Section 6-20-105 and the similar requirement of the city’s charter.
▪
Approved Ordinance 18-915, an ordinance to amend the Zoning Ordinance Sections 14-201. Provisions Relating to Construction of Language and Definitions (3), and 14-213. Administration and Enforcement (9)(h) regarding detached bed and breakfast homestay requirements.
▪
Approved Ordinance 18-916, an ordinance to amend Title 8, Chapter 2, Section 232, Subsection 5 of the Goodlettsville Municipal Code by deleting Subsection 5 in its entirety and replacing it with a new Subsection 5 as it relates to Beer.
The Board of Commissioners also took action on the following resolutions: ▪
Approved Resolution 18-793, a resolution to accept the public sewer improvements in the Truevine Master Plan Final Subdivision Plat on Truevine Way, with a one year, $5,000 maintenance bond, as requested by Providence Land Company, LLC to the City of Goodlettsville City Commission.

Approved Resolution 18-794, a resolution to declare certain property surplus to the needs of the City of Goodlettsville and calling for its disposal by online auction or any other reasonable manner.
▪
Approved Resolution 18-795, a resolution approving an agreement with Brycer, LLC. for the purpose of providing code compliance services.
▪
Approved Resolution 18-796, a resolution authorizing the City of Goodlettsville to participate in the TML Risk Management Pool “Safety Partners” Loss Control Matching Grant Program.

Participated in TVA’s “There’s a Source for That” training session. We looked at demographics to construct marketable statements and the “story” of our communities. Met with the president of H.G. Hill Realty to discuss the property they own along Main Street and new development projects within the City. Participated in a webinar called, “Preparing Your Community for ICSC RECon”, hosted by the Buxton Company. Prepared for ICSC RECon conference by setting up meetings with retailers and commercial brokers to meet with in person there. Goodlettsville Police Department Chief Goodwin’s Monthly Report April 2018 Citizen’s Police Academy continued every Tuesday during the month of April. Chief Goodwin and Commander Cherry attended the Heroes Day Event at Metro Baptist Church. April 18th Chief Goodwin attended the Drug Task Force meeting. The Pharmaceutical Bin provided by the State of Tennessee Department of Environment & Conservation was in the lobby during the month of April and 47 pounds of unwanted pharmaceuticals were deposited. Since its use 1530.8 pounds of unwanted pharmaceuticals have been deposited. In review of the TIBRS data comparing April 2018 to April 2017 Crime Against Person decreased from 21 to 8 incidents a 61.91% decrease, and Crime Against Property decreased from 77 to 58 a 24.68% decrease and overall we had decrease from 98 to 66 incidents. Our UCR total for the month was an 12.77% decrease from 47 to 41 incidents. Our proactive efforts were good for the month of April. Our officers made 801 Traffic Stops and 39 Terry Stops. They made 116 Traffic Arrests and 11 DUI Arrests. From these Traffic Stops resulted 10 Felony charges, 134 Misdemeanor charges, and 31 warrants were served. They had 31 drug confiscations (6 from traffic stops). They issued 18 Misdemeanor Citations, made 42 Physical Arrests with 24 Misdemeanor charges and 9 Felony charges. They made 7 Juvenile Misdemeanor Arrests. The other part of the strategy involves serving outstanding warrants. Persons with outstanding warrants have already proven a proclivity for involvement in criminal activity. By arresting them for their outstanding warrants we prevent their opportunities for committing crime. During the month they made 4 Warrant Service Attempts. They served 23 Felony Warrants and 34 Misdemeanor Warrants.

Our officers continue to check our apartments, neighborhoods, businesses and parks. They conducted 282 apartment checks, 352 checks of neighborhoods, 538 business checks and 282 park checks. They had 499 Community Contacts. They issued 409 Park Smarts.

Summary of Month’s Activities – April 1 – April 30, 2018 Fire Operations The Department responded to 297 calls for service in the month of April.
Fire Administration Chief’s Month: for April Administration: In April, the Goodlettsville Fire Department completed its long awaited promotional process. Four candidates competed in a written test, an interview panel of outside and impartial Fire Officers, and an interview with the Fire Chief. This testing was to promote one Fire Lieutenant and one Fire Captain. Lieutenant Shane Toll was promoted to the rank of Captain and Firefighter Ryan Stone was promoted to the rank of Lieutenant. A small reception was held at City Hall to present these men with their badges. We are proud of the work they put in and ask that the community join us in congratulating the new Fire Officers. Six full days of In Service Training were held at GFD. These sessions focused on Managing the Mayday and were conducted by instructors from the Tennessee Fire Academy in our classroom followed by 8 hours of hands on evolutions on our new Fire Training Tower. This training reviewed and practiced the skills and rapid intervention teams in the event a Mayday is called on the fire ground. GFD was joined by companies from Metro Nashville on all three shifts. In mid-April we were invited to attend services at Metro Baptist Church for Hero Sunday. The congregation thanks all First Responders for the service they give to the community. Chief Reeves hosted the quarterly meeting of the Tennessee Fire Chief’s Association at TEMA HQ in Nashville. Chief Becknal attended the week long All-Hazards Operations Section Chief course at the TN Fire and Codes Academy in Bell Buckle. We continue to install smoke alarms throughout the city and to work with local groups on fire prevention measures. Continued work on LPRF Grant – Coordinated changes required from engineer and architect on site plan design. Continued work on Parks and Recreation Master Plan. Met with consultants to discuss next steps and timeline for plan. Leadership Team worked with Dollar General to coordinate an Earth Day Volunteer Day for their employees. They spread mulch at the playground at Moss-Wright Park, created a flower bed along the trail, and removed some shrubs at the Bowen House. Met with Beth Raymer and Chip Zechman to discuss the inclusive playground design needs for an upcoming project. Interviewed candidates for lifeguard, utility worker, and crew leader. Attended a webinar regarding our registration and reservation system. Created a workflow for Park special events in conjunction with the City’s special event application process. Had bid openings for bleachers and log replacement at the fort. Will purchase bleachers from The Park Catalog and will need to re-bid log replacement or change the project scope. Worked with the Davidson County Election Commission to coordinate early elections at the Community Center.

APRIL REPORT
This monthly forum will keep you informed of ongoing and upcoming projects and provide updated information on where we are with projects as they progress from the planning phase into design and become reality. Here is a sampling of what we currently are working on to enhance our town’s livability. Peay Park Splash Pad This six hundred thousand dollar project is 50 percent grant and will extend over the next two years. It will add a water feature at the location of the old baseball field in Peay Park. This will be the first phase in the revitalization of the City’s oldest park. Status: The city has purchased the equipment and the installation design is complete and awaiting approval to bid from the state. Construction is expected to begin in summer of 2018 with the expected opening of the project in the spring of 2019. Main Street Enhancements This 12 million dollar project is 80 percent grant and will extend over the next two and one half years. Its purpose is to change the look and feel of the heart of Goodlettsville. The aim of this project is to make the center section of town a more walkable and inviting place to shop and mingle. Status: Clearance letter from local programs has been received to begin the right of way phase of work. In this phase easements and their appraised values will be prepared for acquisition. Title searches for easement acquisitions are currently underway. Utility relocation design coordination has begun. A public input meeting on the project was held in January with comments taken for design consideration. Construction is expected to be complete in the spring of 2020. Sidewalks Additions In conjunction with the Main Street project the city is preparing a series of projects to enhance walkability throughout Goodlettsville. Budgets are being set to add sidewalks along certain sections of the main thoroughfares in the city such as Loretta Drive, Caldwell Drive, Rivergate Parkway, North Creek Circle and Windsor Green Boulevard. These projects will seek to link residential areas with commercial and recreational areas and provide connectivity for some of the disconnected commercial developments within the city. Status: The TDOT Transportation Alternatives Program (TAP) grant for a sidewalk connecting Moss Wright Park to North Creek Park along Caldwell Road and Long Hollow Pike has been resubmitted for funding. The decision on this grant funding is due in summer 2018. A new grant application for a sidewalk on Loretta Drive has been submitted. The decision for this grant funding is due in spring of 2018. Budgeting and preliminary design are ongoing on other projects as well. The 2017-18 budget has $750,000 for sidewalk construction that will be a part of the five year Capital Improvements Plan.

Conference Drive Improvements The Conference Drive corridor is the southern entrance to our city. The need for this road to look and feel inviting is imperative to bringing visitors and businesses into Goodlettsville. The preliminary design documents of this half million dollar, 80 percent grant project are complete and are awaiting the start of phase two of the signalization upgrades to finish. Status: Final design of the project is complete and has been submitted to TDOT for approval. Construction is expected to begin in spring of 2018 with completion by the spring of 2019.
Sanitary Sewer Interceptor Improvements These improvements funded by the city will eliminate the need for two costly pump stations in the Madison Creek drainage basin. These projects will reduce maintenance and energy costs for the City’s sewer collection department. Status: The Madison Creek sewer bypass has been rebid and has been awarded. Construction is due to begin in April with completion scheduled for the summer of 2018. Signalization Upgrades Phase One of the signal coordination is complete and got things started to help traffic move smoother on Long Hollow Pike and Conference Drive. Phase two will provide upgrades to coordinate and improve traffic flow on Conference Drive, Long Hollow Pike and Main Street. This 2 million dollar, 100 percent grant will provide state of the art signal control for the City. Status: Final design is complete and has been submitted to TDOT for approval. Equipment procurement is awaiting TDOT approval. Construction is expected to begin in the fall of 2018 with completion by the fall of 2019. Drainage Improvements With the implementation of the storm water utility in 2013, the city is now able to address some of the drainage system problems that currently exist in Goodlettsville. Area drainage issues are being identified and earmarked for projects as funds become available. These projects such as the Gateway neighborhood and Hollywood Street will improve flow to better distribute runoff in heavy rainfall for the purpose of flood prevention. Status: Design on the second phase of the Gateway Neighborhood drainage improvements is pending. A feasibility study for storm water detention in the area of Old Two Mile Pike and negotiations for drainage easements are in process. Two other culvert replacement projects on Bluebird Drive and Wren Road are also currently in the design phase. Construction for the replacement culverts is scheduled for completion in the fall of 2018. Bank Stabilization Moss Wright Park The bank along Mansker Creek at Moss Wright Park is being eroded by changes in stream flow. A grant study is underway for long term remediation. Status: Bank stabilization is complete by the soccer fields in Moss Wright Park additional emergency bank stabilization is complete. A new phase of bank stabilization has been applied for and will be announced for funding soon.

Mansker Creek Greenway The addition of a 2 million dollar, 50 percent grant funded half mile of trails has been laid out to connect the Windsor Green Neighborhood and Conference Drive with Moss Wright and North Creek Parks. The route will follow the banks of Mansker Creek providing a trail system to enhance Goodlettsville’s already extensive outdoor walking experience. Status: Preliminary design is complete and the project is currently in the land acquisition phase. Construction is scheduled to begin in 2019 with construction completion by the summer of 2020.
In addition to this, there are the daily needs of supporting the city staff with engineering design and planning for the future with our 5 year Capital Improvement Plan (CIP). Planning Commission April 2, 2018 Approved a Master Development Plan Amendment for Area H of the Dry Creek Farms Development of a General Retail/ Convenience Commercial/Food Service use, w/ a proposed commercial building of approx. 14,960-sq.ft., and a 3,600sq.ft. fuel pump canopy. The approval was conditioned upon the remaining portion of Area H, once developed, to not exceed an F.A.R. (Floor Area Ratio) of 0.13, giving the average F.A.R. of approximately 0.15, thus providing sufficient space for future parking and landscaping. Property is zoned CPUD (Commercial Planned Unit Development). Property is referenced as a portion of Davidson County Tax Map/Parcel# P/O 03300004200 and contains approx. 2.00 acres (87,120sq.ft.).
