Tim Ellis, City Manager April 17, 2018 To: Board of Commissioners, City Staff and Residents of Goodlettsville The City of Goodlettsville began the practice of producing the City Manager’s Monthly Report in December 2011 to provide general and performance information to the Board of Commissioners and the public on City services and programs. The City utilizes performance data to identify efficiencies and potential inefficiencies for the purpose of improving services, responsible budgeting and enhancing transparency in local government. The information in this report is compiled internally by each department/division that comprises City Services. The information is then analyzed and organized for presentation by myself and the Public Information Officer. I am proud of the City’s efforts toward becoming more transparent, performance driven and the direction in which our community is headed. City staff and I will continue to work diligently to increase efficiencies in City services and achieve the goals of our Board of Commissioners as we proudly serve the citizens of Goodlettsville. I am pleased to present to you the March, 2018 City Manager’s Monthly Report. I hope that you continue to stay informed on City issues and progress. Approved Resolution 18-786, a resolution authorizing the city manager to waive building permit fees for restaurant development projects with an aggregate new construction value of $1,000,000.00 or more and seating capacity of one hundred and twenty or more.



Approved Resolution 18-787, a resolution authorizing the city manager to execute the necessary documents to convey certain real property belonging to the City of Goodlettsville along Old Springfield Highway to the Metropolitan Government of Nashville and Davidson County, Tennessee for the purpose of constructing a new public park.



Approved Resolution 18-788, a resolution requesting the State of Tennessee Department of Transportation to share in the cost of repaving Conference Drive, as it relates to its utilization as connector between North Interstate 65 and Vietnam Veterans By-Pass.



Approved Resolution 18-789, a resolution proclaiming Saturday, March 31, 2018 as Senator Joe Haynes Day within the City of Goodlettsville, Tennessee.

Main Street. Property is referenced as Davidson County Tax Map/Parcel #02601001500 and is zoned CSL, Commercial Services Limited and is within the CCO, Commercial Core Zoning Overlay and contains 5.47 acres. Attended two-day training course: TN Entrepreneurship and Small Business Development Course. This is a required course towards my certification as a TN Certified Economic Developer. Met with Jessica Breaux and Alex Hughes-Sadler, TVA Senior Consultants for Middle TN, to discuss resources and ideas for Goodlettsville Met with Debbie Hunt with News Channel 5 to learn about advertising opportunities for local businesses Worked with GeoJobe to complete an updated zoning map for Goodlettsville Participated in Leadership Goodlettsville session three Attended the Goodlettsville Chamber of Commerce Monthly Luncheon; Nashville Mayor Briley spoke about the transit plan. Goodlettsville Police Department Chief Goodwin’s Monthly Report March 2018 March 1st Chief Goodwin, Commanders Cherry and Driver met with Motorola in regards to the microwave connection for the radio system. March 2nd Chief Goodwin and Commander Cherry read to students at Gateway Elementary. March 8th Commander Cherry met with the new Director for the Cottage Grove Neighborhood Watch. March 9th Chief Goodwin, Commander Cherry and Sgt. Deloach met with representatives from Verizon in regards to FirstNet. March 12th Chief Goodwin and Commander Cherry met with the Woodwynn Hills HOA about their creating a Neighborhood Watch. March 14th Chief Goodwin was present for the Beer Board meeting. March 15th Chief Goodwin, Commander Cherry and Sgt. Deloach met with residents of Cobblestone Place in regards to the creation of a Neighborhood Watch. March 18th – 21st Commander Okert attended the ROCIC Conference. March 19th – 22nd Commander Cherry served as an EVO instructor at TLETA. March 21st Chief Goodwin attended the Drug Task Force meeting. March 22nd Chief Goodwin attended the Chamber Luncheon. March 23rd Chief Goodwin, Commander Cherry and Sgt. Deloach attended graduation at Walters State. March 27th Commander Driver attended the CSX Tabletop Exercise of a train derailment at Sumner County EMA. Chief Goodwin, Commanders Cherry and Driver met with Sumner County Juvenile Court Judge Howard. Commander Cherry met with management of the La Quinta Inn & Suites concerning issues they were experiencing. It was also the first night of the 15th Session of the Citizen’s Police Academy. The Pharmaceutical Bin provided by the State of Tennessee Department of Environment & Conservation was in the lobby during the month of March and 22 pounds of unwanted pharmaceuticals were deposited. Since its use 1483.8 pounds of unwanted pharmaceuticals have been deposited. In review of the TIBRS data comparing March 2018 to March 2017 Crime Against Person was even at 17 incidents, and Crime Against Property decreased from 77 to 61 a 20.78% decrease and overall we had decrease from 94 to 78 incidents. Our UCR total for the month was an 11.38% decrease from 62 to 55 incidents.

Our proactive efforts were good for the month of March. Our officers made 770 Traffic Stops and 28 Terry Stops. They made 140 Traffic Arrests and 18 DUI Arrests. From these Traffic Stops resulted 15 Felony charges, 179 Misdemeanor charges, and 26 warrants were served. They had 32 drug confiscations (22 from traffic stops). They issued 7 Misdemeanor Citations, made 56 Physical Arrests with 43 Misdemeanor charges and 14 Felony charges. They made 3 Juvenile Misdemeanor Arrests and obtained 2 Juvenile Petitions. The other part of the strategy involves serving outstanding warrants. Persons with outstanding warrants have already proven a proclivity for involvement in criminal activity. By arresting them for their outstanding warrants we prevent their opportunities for committing crime. During the month they made 2 Warrant Service Attempts. They served 23 Felony Warrants and 24 Misdemeanor Warrants. Our officers continue to check our apartments, neighborhoods, businesses and parks. They conducted 315 apartment checks, 407 checks of neighborhoods, 471 business checks and 297 park checks. They had 677 Community Contacts. They issued 410 Park Smarts.

Summary of Month’s Activities – March 1 – March 31, 2018 Fire Operations The Department responded 310 calls for service in the month of March.

Fire Administration Chief’s Month: for March Administration: The Goodlettsville Fire Department has installed 53 smoke alarms in our city this year to date. The Tennessee Fire Marshal’s office is continuing to encourage all Tennessee residents to requests free smoke alarms. The reports from the State Fire Marshal’s office for the state at this time, are showing that the number of deaths from fire fatalities in Tennessee so far in 2018 is 51 people. In 2017 there were 85 fire deaths total for the year. We are working to keep the fatality number lower by doing fire prevention in many ways. We have visited schools to present prevention programs and are using social media to promote smoke alarms, escape plans and closing your bedroom doors when you retire for the night. We continue to install smoke alarms throughout the city. On March 2nd some of the GFD Firefighters visited Gateway School to participate in the annual “Read Across America” campaign. Also, in March, Chief Becknal and two firefighters had a table at Goodlettsville Middle School to help promote community involvement. Test materials and books were studied by those Firefighters preparing to tests for promotions. Both a Captain’s position and a Lieutenants’ will be awarded in April. In the month of March both Chief Reeves and Chief Becknal attended one of several Emergency Management Advanced Academies in Franklin, TN that they will attend throughout 2018. The Goodlettsville Fire Department held three days of In Service Training taught by our own firefighters on TDOT’s Highway Incident Management. Chief Reeves and Chief Becknal attended the Annual Fire Chief’s Day on the Hill, where they discussed with our area’s State Representatives Bo Mitchell and Courtney Rogers, some of the needs and problems that face fire departments and firefighters in Tennessee. We were honored when our GFD fire engine was used in the picture on Capitol Hill of all the State Fire Chiefs, the State Fire Marshal and Governor Haslam. As stated earlier, we continue to press the need for every residence to have smoke alarms in our city. Please call our office if you are the homeowner and wish to have the department come out and assess your home’s need for the alarms. We will install them where you need them at no charge. Continued work on LPRF Grant – Splash Pad, Splash Pad design was sent to State of TN for approval. Once approved, equipment will ship, and install begin. Bid docs for restroom renovation have been sent to the State for approval. Site amenities such as foot wash station, benches, and water fountain ordered. Continued work on Parks and Recreation Master Plan. Board of Commission interview completed and began working with other municipalities on benchmarking portion of the plan. This will compare the department to another department in Tennessee, one in Ohio, and one on the NRPA Gold Medal List. Prepared for FY19 Budget. MARCH REPORT

This monthly forum will keep you informed of ongoing and upcoming projects and provide updated information on where we are with projects as they progress from the planning phase into design and become reality. Here is a sampling of what we currently are working on to enhance our town’s livability. Peay Park Splash Pad This six hundred thousand dollar project is 50 percent grant and will extend over the next two years. It will add a water feature at the location of the old baseball field in Peay Park. This will be the first phase in the revitalization of the City’s oldest park. Status: The city has purchased the equipment and the installation design is complete and awaiting approval to bid from the state. Construction is expected to begin in May of 2018 with the expected opening of the project in the summer of 2018. Main Street Enhancements This 12 million dollar project is 80 percent grant and will extend over the next two and one half years. Its purpose is to change the look and feel of the heart of Goodlettsville. The aim of this project is to make the center section of town a more walkable and inviting place to shop and mingle. Status: Clearance letter from local programs has been received to begin the right of way phase of work. In this phase easements and their appraised values will be prepared for acquisition. Title searches for easement acquisitions are currently underway. Utility relocation design coordination has begun. A public input meeting on the project was held in January with comments taken for design consideration. Construction is expected to be complete in the spring of 2020. Sidewalks Additions In conjunction with the Main Street project the city is preparing a series of projects to enhance walkability throughout Goodlettsville. Budgets are being set to add sidewalks along certain sections of the main thoroughfares in the city such as Loretta Drive, Caldwell Drive, Rivergate Parkway, North Creek Circle and Windsor Green Boulevard. These projects will seek to link residential areas with commercial and recreational areas and provide connectivity for some of the disconnected commercial developments within the city. Status: The TDOT Transportation Alternatives Program (TAP) grant for a sidewalk connecting Moss Wright Park to North Creek Park along Caldwell Road and Long Hollow Pike has been resubmitted for funding. The decision on this grant funding is due in summer 2018. A new grant application for a sidewalk on Loretta Drive has been submitted. The decision for this grant funding is due in spring of 2018. Budgeting and preliminary design are ongoing on other projects as well. The 2017-18 budget has $750,000 for sidewalk construction that will be a part of the five year Capital Improvements Plan.

Conference Drive Improvements The Conference Drive corridor is the southern entrance to our city. The need for this road to look and feel inviting is imperative to bringing visitors and businesses into Goodlettsville. The preliminary design documents of this half million dollar, 80 percent grant project are complete and are awaiting the start of phase two of the signalization upgrades to finish. Status: Final design of the project is complete and has been submitted to TDOT for approval. Construction is expected to begin in spring of 2018 with completion by the spring of 2019.

Sanitary Sewer Interceptor Improvements These improvements funded by the city will eliminate the need for two costly pump stations in the Madison Creek drainage basin. These projects will reduce maintenance and energy costs for the City’s sewer collection department. Status: The Madison Creek sewer bypass has been rebid and has been awarded. Construction is due to begin in April with completion scheduled for the summer of 2018. Signalization Upgrades Phase One of the signal coordination is complete and got things started to help traffic move smoother on Long Hollow Pike and Conference Drive. Phase two will provide upgrades to coordinate and improve traffic flow on Conference Drive, Long Hollow Pike and Main Street. This 2 million dollar, 100 percent grant will provide state of the art signal control for the City. Status: Final design is complete and has been submitted to TDOT for approval. Equipment procurement is awaiting TDOT approval. Construction is expected to begin in the spring of 2018 with completion by the summer of 2019. Drainage Improvements With the implementation of the storm water utility in 2013, the city is now able to address some of the drainage system problems that currently exist in Goodlettsville. Area drainage issues are being identified and earmarked for projects as funds become available. These projects such as the Gateway neighborhood and Hollywood Street will improve flow to better distribute runoff in heavy rainfall for the purpose of flood prevention. Status: Design on the second phase of the Gateway Neighborhood drainage improvements is pending. A feasibility study for storm water detention in the area of Old Two Mile Pike and negotiations for drainage easements are in process. Two other culvert replacement projects on Bluebird Drive and Wren Road are also currently in the design phase. Construction for the replacement culverts is scheduled for completion in the summer of 2018. Bank Stabilization Moss Wright Park The bank along Mansker Creek at Moss Wright Park is being eroded by changes in stream flow. A grant study is underway for long term remediation. Status: Bank stabilization is complete by the soccer fields in Moss Wright Park additional emergency bank stabilization is complete. A new phase of bank stabilization has been applied for and will be announced for funding soon.

Mansker Creek Greenway The addition of a 2 million dollar, 50 percent grant funded half mile of trails has been laid out to connect the Windsor Green Neighborhood and Conference Drive with Moss Wright and North Creek Parks. The route will follow the banks of Mansker Creek providing a trail system to enhance Goodlettsville’s already extensive outdoor walking experience. Status: Preliminary design is complete and the project is currently in the land acquisition phase. Construction is scheduled to begin in 2019 with construction completion by the summer of 2020.
