--------------------------------------------------------------------------------------------------------Primary Objectives of Position The Community Development Director performs highly responsible administrative and supervisory work in planning, organizing and directing the general operations and budget of the Community Development Department. The Community Development Department includes; Planning and Zoning Administration, Heritage Preservation, Building Inspections and Code Enforcement. The Community Development Director is responsible for the implementation of a comprehensive planning program for the City which includes long range planning, planning and zoning review, subdivision and zoning administration. This position functions as the primary contact for heritage preservation activities; and is responsible for administration and coordination of the City’s Community Enhancement program and building inspection contract. This position works closely with the City Manager and other department directors in the development of City policy and administration, and works in partnership with the Economic Development Coordinator on a robust economic development program. Job duties include: •

Serves as an advisor to the City Manager, the public and the City Council on department activities, and acting as technical advisor to the City's Planning and Zoning Board and the Heritage Preservation Commission.

Conducts preliminary and final plat review;

Reviews and revises applicable codes, policies, and ordinances as needed or as directed by the City Council;

Processes requests for zoning variances, conditional use permits and interpretations of the Waseca City Code;

Reviews development proposals for consistency with adopted standards and regulations;

Provides staff support and reports to various boards, commissions and Council;

Conducts technical research, analyzes data, evaluates findings, identifies significant issues, determines options and developes staff recommendations;

Assembles and manages an appropriate multidisciplinary team;

Establishes and maintains project review timelines and schedules;

Maintains project files; including official records of issues of importance, decisions, and contacts; and responds to customer inquiries and complaints;

Drafts development agreements and other related agreements for legal review;

Prepares and makes verbal and written presentations to City Council and boards and commissions as needed;

Develops short and long range goals and objectives;

Develops and administers City policies and procedures for the protection of cultural and heritage resources;

Implements the policies, goals, and programs of the Heritage Preservation Commission; and provides information and technical assistance to property owners, private development interests, and the general public;

Maintaining the City in good standing as a Certified Local Government (CLG); by ensuring that City activities comply with heritage preservation;

Works with state, regional and national Heritage Preservation entities to further heritage preservation in the City of Waseca;

Working with City staff, B.E.S.T. of Waseca, Economic Development Authority, Waseca Development Corporation, the Chamber of Commerce, and others in assisting businesses to locate, relocate or expand in the City; and

Conferring with engineers, developers, architects, City staff, outside agencies and the general public
