CITY MANAGER’S MESSAGE Last year our City celebrated the arrival of summer with the grand opening of Stanton Central Park. This year we commemorate the season with strong fiscal stability, continued City revitalization and events that bring our community together. The Mid-Year Budget Review was presented to City Council on February 28, 2017. Administrative Services Director, Stephen Parker, provided City Council with recommended adjustments to the current years budget, including increases in expenditures – largely due to an increase in the City’s police services contract – and increases in expected revenues. The adjustments resulted in an estimated $438,000 being added to reserves. This is the second consecutive year the City has had a structurally balanced budget, thanks to voter-approved local funding! Revitalization of our Beach Blvd. corridor is also in full swing this summer, so please excuse our mess as we work to beautify our City. Two new properties have also started construction. On the corner of Beach Blvd. and Cerritos Ave., three old commercial buildings were demolished and a new Del Taco is under construction. Further south, a new medical office building is under construction at Beach Blvd. and Lampson Ave. In addition to these projects under construction, there are five additional developments that are anticipated to break ground this summer or early fall. These developments will include revitalization of a pocket park, a new assisted living facility and mixed use development, the commercial development at Stanton Plaza, a new commercial building and renovation of existing structures for the corner of Beach Blvd. and Main St., and a new commercial building in the Walmart Shopping Center. The City is also working to further beautify Beach Blvd. by undergrounding utility wires on the southern end of the City between Garden Grove Blvd. and Chapman Ave. This summer our community is brought together by the extensive calendar of familyfriendly events the Community Services Department has put together, starting with the grand opening of a Farmers Market at Stanton Central Park! Shop the market for fresh fruits and vegetables and artisan snacks or join us for lunch to enjoy a deliciously prepared meal. Market hours are 9 a.m. to 2 p.m. every Thursday. Don’t forget to bring your reusable grocery bags. We further kick-off summer with the Movie Night Under the Stars series in July, National Night Out in August and the return of the Concerts in the Park series also in August—all taking place at Stanton’s new backyard, Stanton Central Park! Please join us as we welcome summer with activities and events for the whole family to enjoy! As a final note and as we get ready to celebrate our nation on this Fourth of July, I would like to request everyone to be safe, and considerate of each other. Please use only safe and sane fireworks, and do not participate in the lighting of illegal fireworks. In an effort to deter the use of illegal fireworks, the City Council will be considering the adoption of new fines, which will range from $1,000 to $80,000. ECONOMIC DEVELOPMENT Beach Boulevard Activity You may have already noticed an increase in construction activity along Beach Boulevard within the past few weeks and this will only increase during the summer season. Please drive carefully around the following areas where construction is scheduled to continue or begin shortly:

BUILDING PERMITS

Whether replacing a window, or remodeling your kitchen, virtually every homeowner at some point wants to make changes to their home. A building permit is required for most construction projects. In addition to promoting quality construction and safety standards, the building permit process promotes projects that are attractive, fit well within a neighborhood and support good property values. The process to obtain a building permit follows several basic steps.

1. Draw a site plan

Don’t forget to discuss your project with the Planning Division.

2. Call to confirm

that you need a building permit at (714) 890-4286.

3. Bring documents

Once Planning approves your documents, visit the Building Division from 7-8 a.m. and 1-5 p.m. Monday-Thursday.

4. Begin building

Once your plans are reviewed and marked code compliant, we’ll issue a building permit.

We do our best to make the process quick and simple. Working without a building permit when one is required is illegal and can pose serious complications for your fire and homeowner’s insurance when you try to sell your home. For additional information call (714) 890-4286.

GARAGE SALE PERMITS Just a friendly summer reminder, if you plan on cleaning out that garage this year with the intention of selling your unwanted items for extra cash, please be aware that permits are required for Garage Sales within the City of Stanton. The cost of the permit is $10 and is to be obtained prior to the date of the garage sale. Proof of residency at the address listed on the application will be requested when you apply for the permit at City Hall, during our regular office hours of Monday-Thursday, from 7 a.m.– 6 p.m. Please see Stanton Municipal Code Chapter 5.48. ORANGE COUNTY SHERIFF’S DEPARTMENT Driver Safety

Children under age 8 must be properly buckled into a car seat or booster in the back seat. Most children should ride in a booster seat until age 10 to 12. For best protection, all children should ride in the back seat; it is twice as safe as the front. “Let’s keep our Stanton roads safe! Please pay attention to the roads and obey all traffic signals and stop signs.” Deputy Ha, your Stanton Motor Officer.

Cyber Safety

In recent years there have been increased numbers of devices offered for use in business and at home that can increase the risk of a cyber-attack. Examples of devices readily available to consumers: • Garage door openers • Cloud data storage devices • Video doorbells • Smart appliances such as televisions and refrigerators • Security systems and cameras

What You Can Do to Protect Yourself: • Create your own user names and passwords • Turn on the firewall on your computer and your router • Turn off universal plug and play protocols • Always update the software and firmware on your computer, router, and devices • Limit the visibility of your Wi-Fi devices

A is for Active Adult Supervision

• Keep infants and toddlers within an arm’s reach when near water. • Never swim alone, even adults. • Never rely on water wings, rafts, or other swimming aids in place of U.S. Coast Guardapproved personal flotation devices (life jackets). • If a child or adult is missing, every second counts. Check the water FIRST!

B is for Barriers

Children and adults drown without a sound. Drowning is the leading cause of accidental death for children under the age of five and can happen in less than two inches of water.

• Install and maintain proper fencing around the pool and spa to isolate swimming areas from the home and play areas. • Use multiple layers of protection, such as fences, gate/door alarms, and safety covers, to keep children away from pools and spas. • Use self-closing, self-latching gates that open outward, away from the pool. • Remove items such as chairs or tables that a child could use to climb over a fence.

• Learn to swim. Do not rely on swimming aids such as water wings, rafts, or noodles. • Learn first aid and CPR. Always keep a phone nearby to call 9-1-1. • Teach children that running, jumping, and pushing others on pool decks is dangerous and can cause injuries.

PUBLIC WORKS NEW INTERSECTION PROJECT In order to provide a safe area for people to cross and enter the park, the City of Stanton will be installing a new signal at the intersection of Thunderbird and Western Avenue to serve the entrance to Stanton Central Park. Coordination with the railroads due to the proximity of their crossing delayed the project for two years. Construction is anticipated to start the beginning of summer 2017.

FREE TREE PLANTING PROGRAM The City adopted a Tree Planting Program to promote the planting of trees within our City. Upon request by a property or business owner, the City will plant a tree next to the property within the parkway (the area between the curb and the sidewalk). The City will trim the tree and only asks the person requesting the tree to water it. Please contact Public Works at (714) 890-4205 to receive more information.

UNDERGROUND UTILITY DISTRICT In order to improve the overall appearance of the city, the City of Stanton has begun to underground most utility wires along Beach Blvd from South of Garden Grove to North of Lampson. The project is estimated to cost $2.4 million and is funded by Southern California Edison. The project began in April and is expected to be completed by October 2017.

ELECTRIC VEHICLE CHARGING STATION The City of Stanton is proud to announce the installation of a new EV charging station in the City Hall parking lot. The charging stations will provide city staff and residents with much needed EV charging stations that are needed due to the continuing trend of electric vehicles. The new stations use the latest technology and will provide 24/7 phone support for users.

STREET IMPROVEMENT PROJECTS

This summer we will begin a variety of projects that are designed to improve the streets within the city. The first project involves grinding and overlaying the roadways in the Bradford Place community. The second project is the reconstruction of the concrete alley behind Western Avenue homes, south of Palais Road. The final project involves widening Cerritos Avenue on the south side, which will help improve the traffic flow. These projects will be funded by Measure M.

Tumbling

We transform the room so it’s covered in 2-3 inch thick floor mats and we start with balancing, strength and flexibility exercises including right, left and center splits then we go straight into our tumbling exercises which include back bends, forward and backward somersaults, cartwheels, handstand rolls, front and back walkovers, front and back handsprings, etc. Tumbling attire: Wear black tank or leotard with black shorts or leggings and barefoot. Parents must wait for children outside of the class. OCTA Access Transportation

ACCESS is a shared-ride paratransit service that is available to qualified applicants whose physical or cognitive limitations prevent them from utilizing OCTA’s regular fixed route bus service. The standard fare is $3.60 per passenger for each one-way trip within Orange County. To apply for OCTA Paratransit Service, call the OCTA ACCESS Eligibility Contractor to schedule your in-person assessment at (714) 560-5956 ext. 2. Health Insurance Counseling and Advocacy

HICAP is a volunteer-supported program that provides free counseling and educational services for older adults and their families. Individuals can arrange for a one-on-one counseling appointment with a HICAP counselor to get the most current information available to navigate the maze of health insurance regulations and coverage. Health Insurance Counseling and Advocacy

HICAP is a volunteer-supported program that provides free counseling and educational services for older adults and their families. Individuals can arrange for a one-on-one counseling appointment with a HICAP counselor to get the most current information available to navigate the maze of health insurance regulations and coverage. Appointments are required for counseling services and are available on the third Thursday of each month. Please call (714) 890-4276, to make an appointment.

Stantonites Senior Club

Stanton Community Services invites persons 50 years of age and older to attend and participate in “The Stantonites”, a local senior organization that meets every Thursday in the Stanton Community/Civic Center from 7 a.m. – 12 p.m. Members enjoy potlucks, holiday celebrations, birthday parties, trips, cards, 10 a.m. bingo and the opportunity to meet new people. Membership is $5 a year.

AARP-Driver Safety

The AARP Driver Safety course teaches valuable defensive driving techniques and provides a refresher about the rules of the road. Certificate provided upon completion that may lower your auto insurance.
