The United Nations Children’s Fund (UNICEF), the world's leading organisation focusing on children and child rights, is inviting qualified professionals to apply for the following consultancy: Purpose:
Implement new functionalities in UNICEF’s monitoring platform of municipal action, a system called SeloSYS, which has been developed using the Microsoft Excel program, to produce the results of the certification process for the UNICEF Seal 20132016, for the Amazon Platform.
Expected Products:
1. Work plan developed outlining the development process and proposed module structure. 2. Development of the input modules and spreadsheet structure for SeloSys, including additional spreadsheets needed for the system to work: Development of the input spreadsheets for data provided by the municipalities; Importation of the forms filled in via the SOMA platform; Development of the result consolidation spreadsheets. 3. Development of algorithms and integration of all modules (Beta version) Development and inclusion of the spreadsheet with adjustment parameters, valid value limits, tolerated deviation margins and general grading criteria. Logical and systemic integration of the created and existing spreadsheets: Creation and integration of the results algorithms for each form, broken down by question or as specified by UNICEF; Creation and integration of the algorithms for each axis; Integration of the adjustment parameters spreadsheet with the results spreadsheets by means of formulas and algorithms; Integration of all the data entry Impact and Social Participation spreadsheets (indicators collected and forms), with the consolidation and results spreadsheets; Quick access menus for the spreadsheets; Product 2 presentation and testing. 4. Final version of SeloSys delivered to UNICEF, with adjustments to the parameters and calculation formulas, and technical assistance provided until the end of the contract.

Expected Results:
The system must be developed in Excel (2007 – 2010 versions) and should not require any additional software to be installed. It must be compliant with the concept and general outline of the previous SeloSYS version. The system must produce a file for each Unit of the Federation taking part in the Seal, since the results are to be consolidated at state level. The system must operate in an integrated way with the current UNICEF Municipal Seal of Approval monitoring platform (SOMA platform, Sistema de Orientação, Monitoring e Avaliação), especially with regard to the filling in of forms by the different Seal players, which will be done in the SOMA platform and must be imported into SeloSYS, where they will be consolidated in keeping with the parameters supplied by UNICEF.

At least 5 years’ experience in data management, consolidation, processing and analysis;
Technical competence in statistics and knowledge of social indicators;
Expertise in MS Excel;
Knowledge of the UNICEF Country Program from earlier work with the institution;
Previous work with other UN agencies;
Previous experience with the UNICEF Seal methodology;
Knowledge of English.

General conditions Payments will be based on the successful completion of deliverables. Travel expenses are not included in individual contractor’s fee and will be paid separately. The individual contractor is not entitled to payment of overtime. All remuneration must be within the contract agreement. In case of absence during the course of the assignment, the consultant upon agreement with the supervisor will make up for the time or will not receive remuneration for the absence. No contract may commence unless the contract is signed by both UNICEF and the individual contractor. Individual contractor will be required to sign a health statement and to document that they have appropriate health insurance as well as filling the form “designation, change or revocation of beneficiary” prior to taking up the assignment.
