WELCOME On behalf of the Illinois Water Environment Association (IWEA), I am delighted to welcome you to the 37th Annual IWEA Conference and Exposition; Life is Good Water: Renew for the Future. IWEA is pleased to have Raj Bhattarai, Environmental and Regulatory Services Division Manager of the Austin Texas Water Utility, kick off the conference with a discussion on resource recovery. University students will be showcasing their research at the poster session on Monday afternoon. The operations challenge on Tuesday is sure to test your operations skills and knowledge. she received a B.S. in Engineering from the University of North Carolina-Charlotte. Jackie is the recipient of the Arthur Sidney Bedell Award in 2014.

Jackie Jarrell, PE is a member of the 2015-2016 Board of Trustees for the Water Environment Federation (WEF), an international organization of water quality professionals headquartered in Alexandria, VA.

Please join us on Monday morning at 9:30 a.m. where Ms. Jarrell will be giving a talk titled, “Creating the Future of Water Together Today” during the Annual Business Meeting.

Jackie has been with Charlotte Water for more than 25 years. For the past 15 years, she has been responsible for the overall management of the operation and maintenance of five wastewater treatment facilities consisting of a total capacity of 123 Million Gallons per Day (MGD) with the largest plant permitted at 64 MGD. She is also responsible for the related Residuals Program producing over 90,000 wet tons/year, and the Industrial Pretreatment Program with over 60 Significant Industrial Users. Recently, her role was expanded to Operations Chief responsible for wastewater and water operations, which includes oversight of regulatory functions, process control, and continuous improvement programs within the operations areas. As a WEF member, Jackie has held multiple leadership and committee roles within WEF including serving as the chair of the Utility Management Program Symposia and the first vice chair of the Utility Management Committee. Also an active member of the North Carolina Water Environment Association (NCWEA), she helped develop NCWEA’s strategic plan in 2013 and continues and is the current chair of the nominating committee. She has also chaired the Public Education committee, the Annual Conference Committee, and the Program Committee. In 2013, Jackie served as the MA chair and worked on related subcommittees such as Water for People (including a trip to Bolivia in 2011), the Wastewater Schools Committee, the Endowment Committee, and the Plant Operations Committee. She has also been actively involved with the NC Water Quality Association, a regulatory advocacy organization of utilities in North Carolina, as a past chair and is a current board member.

STUDENT AND YOUNG PROFESSIONALS Fostering Future Industry Professionals

The Student and Young Professionals Committee (SYPC) develops, recommends, and assists in conducting programs and networking activities for students and SYPCs. The committee encourages student and SYPC participation in water related degrees and professions and in the Illinois Water Environment Association and the Water Environment Federation, IWEA’s parent organization. Young professionals are defined as those individuals with up to five years work experience in the industry and less than 35 years old. Students are defined as those individuals who are enrolled in a minimum of 6 credit hours in an accredited college or university. ILLINOIS SUSTAINABLE TECHNOLOGY CENTER TOUR Wednesday, March 2nd • 1:30 p.m. – 2:30 p.m. • One Hazelwood Drive, Champaign, IL The Illinois Sustainable Technology Center (ISTC) is a division of the Prairie Research Institute at the University of Illinois that provides applied research, emerging technology demonstrations, and technical assistance in the areas of pollution prevention; water and energy conservation; materials recycling and beneficial reuse. The tour of ISTC’s main office and laboratory will highlight recent research and piloting efforts aimed at advancements in the areas of anaerobic digestion; onsite wastewater pretreatment with resource recovery; hydrothermal conversion of biosolids to biofuels; and the fate, transport and treatment of wastewater pharmaceuticals and personal care products (PPCPs). The tour will be one hour long including 3-4 laboratory stations and a short presentation highlighting remote project sites and opportunities to become involved in ongoing programs like the Billion Gallon Water Challenge (www.istc.illinois.edu/water. cfm), and the Governors Sustainability Awards (www.istc. illinois.edu/news/news25_governorawards.cfm).

Rajendra (Raj) Bhattarai is the Division Manager of the Austin Water Utility where he has worked since 1984. From 1980 to 1984 he worked for the Texas Department of Water Resources. Mr. Bhattarai has a BS in Civil Engineering from IIT, the Indian Institute of Technology, Kanpur, India, and an MS in Environmental Health Engineering from the University of Texas at Austin. He is a registered professional engineer and a Diplomat of the American Academy of Environmental Engineers, and served as the 2004 President of Water Environment Association of Texas. Raj currently serves on the Board of Directors at NACWA.

Mr. Siders has over 35 years experience in the environmental field, both in the private sector and with the USEPA’s Superfund Analytical Services and Illinois EPA. He served as a Laboratory Accreditation Officer for the Illinois EPA from 1991 - 2015, during which time he was an active member of the NELAC Institute. He is now the Director of Quality Assurance for PDC Laboratories.

Illinois Environmental Protection Agency Tuesday, Watershed Management

Bob has been with the Illinois EPA for 29 years with more than 26 years as the supervisor of the Water Quality Standards Unit. He is an aquatic biologist by training specializing in stream ecology and laboratory aquatic life toxicity studies. Current projects include development of water quality standards for nutrients, ammonia and E. coli bacteria for eventual adoption by the Illinois Pollution Control Board as well as water quality standards implementation support for the NPDES Permit and 401 Water Quality Certification Sections of the Bureau of Water.

The Ohio State University

Nick Basta is Professor of Soil and Environmental Science in the School of Environment and Natural Resources at The Ohio State University. His research program includes beneficial use of agricultural, industrial, and municipal by-products through land application and the fate of by-products. Dr. Basta has more than 400 career publications including 100 peerreviewed manuscripts published in scientific journals. Dr. Basta is an active member of several international and national scientific committees focused on environmental quality including the USDA Technical Committee “Soil-Based Use of Residuals, Wastewater and Reclaimed Water.” He is a Fellow of the Soil Science Society of America (SSSA) and the American Society of America.

Rod Reardon Carollo Engineers

Mr. Reardon is an environmental engineer with Carollo Engineers specializing in the study, design, and operation of municipal wastewater facilities. Mr. Reardon serves as Carollo’s National Wastewater Technology Leader. He received B.S. in Chemical Engineering and M.S. in Civil/Sanitary Engineering from Lehigh University. Mr. Reardon has been involved in the preliminary and final design of treatment facilities throughout the Country ranging in capacity from 0.1 mgd to facilities treating more than 600 mgd. He is active in WEF and has authored manuals on topics ranging from nutrient removal to clarification.

KEYNOTE SPEAKERS (CONTINUED) Jeff Eger HDR

Tuesday, Wet Weather Flows

Jeff Eger is HDR’s Stormwater Business Class Director. He is a nationally recognized leader in utility management who has been on the forefront of innovative practices throughout his 23 year career in the industry. Jeff served as Executive Director of the Water Environment Federation, developing a new strategic direction for WEF, focusing on raising awareness of the value of water. Eger spent 17 years as the Executive Director of Sanitation District No.1 of Northern Kentucky. In that role he led the successful merger and consolidation of 34 local governments sanitary and storm sewer systems. Jeff developed and implemented a regional stormwater management program to comply with U.S. EPA’s regulations. He also negotiated an integrated watershed based Federal Consent Decree which was cited as a model by a former EPA official and was the first Integrated Plan in the country. He developed a regional facilities plan for the three county service area. The plan resulted in the construction of two new water reclamation facilities, a seven mile conveyance/ storage tunnel, and the development of a new stormwater management plan for the region. Total physical assets under his responsibility were $1 billion. Eger has a Bachelor of Arts, Communications, from Northern Kentucky University.

Chief, IEPA Bureau of Water

Wednesday, Opening Keynote Speaker

Marcia Willhite became Chief of the Bureau of Water, Illinois EPA in May 2001. In this capacity she oversees water pollution control, drinking water, groundwater, watershed management and state revolving fund programs for the State. Ms. Willhite is active in the Association of State and Interstate Clean Water Administrators, serving as its national President in 2006-07. Prior to coming to Illinois, Ms. Willhite worked for 13 years in air quality including program management at the state level in Texas and at the local level in Lincoln, Nebraska. Ms. Willhite participates on the Water Quality Executive Committee of the Upper Mississippi River Basin Association, and represents Illinois EPA on the Ohio River Valley Water Sanitation Commission. Ms. Willhite has a Bachelor of Science in Wildlife Biology from Eastern Kentucky University and Master of Science in Toxicology from the University of Kentucky.
