A

s U.S. cities go, Anchorage is a relative youngster. Formally settled in 1914, the city won’t celebrate the 100th anniversary of its incorporation for three more years. Alaska’s most populous city, with nearly 300,000 residents, Anchorage is home to more than 40 percent of the state’s residents. (Only New York City can claim a higher percentage of a state’s total population.)

While seemingly remote at first glance, Anchorage is actually considered an international hub given that it’s nearly equidistant from such notable cities as New York, Tokyo, and Berlin — less than a 10-hour flight from any of them. In light of that, what better locale for the International Association of Plumbing and Mechanical Officials to hold its 88th annual Education and Business Conference? 8

Your Guide to HISTORY U.S. Secretary of State William H. Seward negotiated the purchase of the Alaska territory from Russia in 1867, a deal dismissed as “Seward’s folly” until gold was discovered 20 years later and critics started singing a different tune. Anchorage cropped up as a settlement around 1914 when the Alaska Engineering Commission set up a railroad construction port near Ship Creek. The tent city grew steadily and was incorporated in 1920, owing much of its economic development to the expansion of the railroad. Aviation development and the establishment of military presence fueled the city’s rapid growth through the 1930s-1950s. In March 1964, a magnitude 9.2 earthquake — the second largest known to recorded history —devastated Anchorage, killing 115 people and causing $311 million in damage. The city spent much of the ensuing decade rebuilding. The discovery of oil on Alaska’s North Slope in the late 1960s spurred another economic boom. Oil remains the city’s primary economic factor today.

Glaciers, mountain ranges, salmon streams, wilderness trails, and wildlife are all within less than an hour’s drive from downtown. Natural wonders abound and the days are still on the longer end of the spectrum by which to enjoy them. Chugach State Park, located immediately east of the Anchorage Bowl, features nearly 500,000 acres of forest, shoreline, lakes, mountains, glaciers, trails, and wildlife. For those who appreciate wildlife in a more controlled environment, the Alaska Zoo has provided a home for orphaned, injured, and captive-born animals for more than 40 years. View such species as eagles, owls, ducks, swans, foxes, bears, wolves, caribou, lynx, otters, and polar bears, the widest variety of animals native to Alaska in the state. If cultural history is more your thing, Anchorage has you covered, too. The Alaska Native Heritage Center is a renowned cultural center and museum celebrating Alaska’s indigenous people. Visitors experience Alaska native culture first-hand through engaging storytelling, authentic native song and dance, artist demonstrations, and native games demonstrations. The Alaska Aviation Heritage Museum celebrates another integral part of Anchorage’s history by presenting interactive displays, memorabilia, photographs, films, and artifacts from personal collections of Alaska’s pioneer aviators. Constructed in 1915, the Oscar Anderson House Museum is one of the oldest homes in Anchorage. Anderson was, by his own account, the 18th person to set up camp in the tent city at Ship Creek that would ultimately become Anchorage. The Anderson home, featuring four rooms downstairs and three upstairs, is believed to be the first wood-framed home in Anchorage.

Golf Anchorage’s golf season may be short, but once it gets going where else can you tee off at 8 p.m. and still play 18 holes? The 2017 Roscoe King Memorial Golf Tournament returns to the site of the 2000 event, Anchorage Golf Course. Located on the lower hillside of South Anchorage, the 6,600-yard course was designed by renowned golf course architect Bill Newcomb. Set in Alaska’s “Anchorage Bowl,” the course is framed by magnificent views of the Chugach Mountain Range, the Anchorage skyline, Cook Inlet, and Denali. Golfers are recommended to wear a collared shirt, tailored pants, shorts or skirt, soft spikes or soft soled shoes. keynote speaker Lance Mackey was born and raised in Alaska, growing up around dogs — his father, Dick, was one of the competitors in the first Iditarod in 1973 and won the race by one second on his sixth attempt in 1978. Five years later, Mackey’s oldest brother, Rick, won the race similarly on his sixth attempt. It was no coincidence then when Mackey, competing himself for the sixth time in 2007 won the race, either by coincidence or fate doing so wearing the same No. 13 bib worn by his father and brother when they were victorious. Mackey, however, would go on to do something neither of his predecessors could claim, winning the race four consecutive years from 20072010. No other musher in Iditarod history can claim such a streak. Before accomplishing that feat (and amid it), Mackey also won another 1,000-mile race, the Yukon Quest, four consecutive years from 2005-2008, making him the only person on earth with eight 1,000-mile race victories, to have won four consecutive in either race, and to have won the Iditarod and Yukon Quest in the same year. Making this success even more miraculous is that Mackey achieved it after having battled Stage IV throat cancer, which cost him his left index finger and his teeth. Now cancer-free, Mackey has twice been nominated for ESPY Awards, been inducted into the Alaska Sports Hall of Fame, and appeared on sports television programs around the world highlighting his amazing story. “Many see me as an inspiration and a hero,” he says, “to me, however, I’m just a guy who lives on a mountain with my 70 best friends and succeeded in the sport I love in the state in which I was born. I’m a hardworking, ordinary guy; a dog racer, cancer survivor, former commercial fisherman, summer race car driver, and proud father of a new baby boy who has given me yet another reason to give my all in everything I do.” 12

The Peak Water Demand study culminated in the design of a Water Demand Calculator (WDC) to address the problem of overestimating and oversizing water supply systems resulting from current practices required by plumbing codes. This session will introduce the calculator and how it can be used to more accurately predict water demand for more accurate pipe sizing. Sizing examples will be provided and the benefits of the Water Demand Calculator for estimating peak water demands will be discussed. Learn how this new calculator can help with reduced construction costs, greater protection from health hazards due to prolonged stagnation and potential microbial (e.g., Legionella contamination, and provision of safe sustainable plumbing systems that encourage water and energy conservation among a broad spectrum of end users.

There has been some debate regarding the proper backflow protection for specialized equipment in labs, multi-station dental, and dialysis equipment installations. This session will discuss the unique issues that need to be considered for these installations and the potential hazards they present. How to properly protect the potable water supply from backflow from these installations and the correct devices to use will be discussed in great detail.

Federal and state adopted energy conservations codes have a common goal of both conserving energy resources now and reducing utility costs during the life of the building. This session will explore the common techniques and differences in how the 2015 UMC and UPC accomplish this same goal. The relationship between the UMC and UPC and the provisions of energy codes will be examined as well as some of the common themes and requirements aimed at energy conservation.

It has become generally accepted that water systems and their customers are vulnerable to terrorist attacks. There are a wide range of vulnerabilities associated with municipal water systems that can easily be damaged or sabotaged through physical destruction, cyber-attack or control, or through the introduction of contamination. We will review how to identify and protect our potable water supplies.

The code is very clear regarding the requirement that all materials and fixtures used in plumbing applications be listed and labeled via third party certification. However, unlisted products sometimes make their way into plumbing installations anyway. Some of these products can be easy to spot, but many are not. This session will discuss how to identify unlisted, or even counterfeit, plumbing products in the field and offer tips on how to deal with them when discovered.

The UMC & UPC Workshop Committees present an opportunity for participants to test their code knowledge and learn from their peers. During the workshops, participants are placed into groups and are given drawings of installations and asked to determine if the systems and components are in compliance with the applicable 2015 Uniform Code. The findings are then presented to everyone in attendance to determine if they are correct and discuss any code issues discovered in the drawings.

Spouses’ and Companions’ Keynote Speaker – Yaari Walker Wednesday, Sept. 27 • 10 a.m. – 11:30 a.m.

Yaari Walker is Cultural Programs Coordinator for the Alaska Native Heritage Center. A Yupik Eskimo, Walker is a direct descendent of the clan Aymaaramka, meaning “Strong People,” and the sub-clan Sanighmelnguq, “People of the Reindeer.” As Cultural Programs Coordinator, Walker peforms a number of duties, including supervising seasonal employees, working with troubled youth, teaching life skills through skin sewing, sharing Native culture, Traditional Healing, leading cultural workshops, and teaching youth how to butcher seals. She has received numerous awards for her work and is recognized as a Tradition Bearer for her region. She and her husband, Marq, have nine children.

Our instructors Sean Cleary is a licensed master plumber from Scranton, Pennsylvania. Over the course of his 40-year career he has worked in all phases of the cross-connection, plumbing, and mechanical industries. He is a graduate of the United Association Instructor Training Program. Sean is a Past President of ASSE International and served as Chairman of the ASSE Cross-Connection Control Technical Committee for more than 10 years. Sean is employed by the International Association of Plumbing and Mechanical Officials (IAPMO) as the Vice President of Operations for the IAPMO Backflow Institute. The institute is considered the industry leader in cross-connection control training within the United States and on an international basis. Cleary is the Technical Editor for Backflow Prevention and Plumbing Standards magazine, co-author of the IAPMO Backflow Reference Manual, and has written articles for a number of plumbing and mechanical publications. Cleary also has given presentations on water and cross-connection issues for IAPMO, ASSE, ASPE, NEHA, IA, and a number of state plumbing inspector organizations. Dan Cole is the Technical Services Manager for the International Association of Plumbing & Mechanical Officials and oversees the publications of IAPMO’s supporting documents for the model codes and specialty codes. He is the secretariat for the Water Efficiency and Sanitation Standard (WE•Stand) and chairs the Pipe Sizing Task Group for the revision of Hunter’s Curve. He is a licensed journeyman plumber in the state of Illinois and is a member of the Illinois Plumbing Inspector’s Association and the American Society of Plumbing Engineers. He has published articles in the ASPE Journal, the Official Magazine, Plumbing Engineer, Plumbing Systems Design, and has coauthored papers for the 14th Water Distribution Systems Analysis Conference, and 2010 CIB W62 International Symposium. He has also contributed to the third edition of the Manual of Water Supply Practices (M22) for the American Water Works Association. 34

Our instructors John F. Pint is a United Association Plumber from Cedar Rapids, Iowa. He joined Plumbers and Pipe Fitters Local 125 in 2001 and completed his apprenticeship in 2006. Before that he spent 9 years in The United States Army and attained a Bachelor of Technology Degree from The University of Northern Iowa. John worked for several contractors while in the field primarily in hospitals, prisons, and schools. He is ASSE 6050 certified to teach Medical Gas Installation, ASSE 12000, Health and Safety of Construction and Maintenance Personnel, and is an OSHA Outreach Training Instructor. He is currently a full time UA Instructor with Local 125. Dan Rademacher Currently the owner operator of Plumbing Code & Design Consulting, LLC, a firm providing support services to engineering firms, building code bureaus, government agencies and private clients pertaining to the plumbing/mechanical code and design industries. Currently serve as a contract Plumbing/Mechanical Inspector/Plans Examiner for the City of Phoenix, AZ Planning & Development Department Inspections and for Stantec Global Design Services. Dan served as a lead plumbing/ mechanical designer III for national A&E firm for six years and served as the chief plumbing/mechanical inspector for the Plumbing/Mechanical Safety Section of the Montana State Building Codes Bureau for eight years. He is a journeyman and apprentice instructor for UA Local 41 and offers his students a wide variety of experience in the field of plumbing. Dan is a licensed plumber and has been a member of the UA since 1989 and worked for many local contractors in the Northwest before becoming a plumbing/mechanical inspector.

Our instructors Roger Fuller recently retired from the County of Sacramento as a chief building official. His 35 plus years of experience include 11 years as an HVAC installer and estimator,10 plus years as an HVAC contractor and 12 plus years as an inspector/plan reviewer. His contracting experience is infused in his teaching style to make his classes both interesting and applicable. Tim Collings is the Senior Inspector for Salt Lake City Corporation. He has been inspecting plumbing, mechanical and fire protection systems for Salt Lake City Corporation since August 1981. Tim taught in the plumbing apprenticeship program in Salt Lake City for 18 years. Tim’s instruction is supported by a solid background that combines professional experience with a wide variety of committee service. Les Nelson is the Vice President of Solar Heating & Cooling Programs at IAPMO in Ontario, California. His involvement in the industry dates to 1972, and includes solar heating product manufacturing and installation contracting, and solar regulatory and policy development at the state and federal government levels. Les is a 5-term Past President and past Executive Director of the California Solar Energy Industries Association. He served 17 years as a Director of the Washington DC-based Solar Energy Industries Association and as Chair of its Solar Heating & Cooling Division, and also serves as Treasurer of the North American Board of Certified Energy Practitioners. Les also serves as Vice President of IAPMO’s Radiant Professionals Alliance business unit.
