UNHCR to circulate Protection chapter in the next two weeks





Jordan country chapter was submitted to UNHCR RO and HQ, and at the same time to other UN agencies. Budget was reduced sufficiently. Chair thanked participants for efforts to adjust budgets Presentation of RRP6 to donors took place Monday 18 November, they were impressed by the presentation of the information. TOT for CP and GBV sector group members took place 10-12 November. Facilitators received good feedback, and Chairs happy with the facilitation and content. Universal Children’s Day-20 Nov: SCI is planning a series of activities with the engagement of Children Clubs, Child Protection Committees and humanitarian actors to spread the messages around the theme; "Violence Against Children" to the wider camp community.

EJC Protection WG: The Participatory Assessment took place end PA report to of October. TdH, NRC, UNICEF and IOM have be shared once all been trained in the AGDM approach and finalised participated in the joint exercise led by UNHCR. Several topics were discussed; access to services, protection risks, community capacity, and service delivery preferences. Information is currently being compiled and will require validation from participating agencies. Information will be presented to the CP sub-WG and also posted on the UNHCR web portal. KAP/Cyber City Field WGs: Save Jordan are organising Parent Teacher meetings with MoE for both sites and has requesting MoE monitors to continue to be present in the buses to/from school.  UNICEF preparing for awareness raising sessions for violence in schools with UNICEF partners  NHF will start code of conduct sessions for bus drivers and monitors accompanying children to ensure children are getting on and off the buses

Azraq Camp Coordination meeting: No major updates. The policy meeting on Azraq took place on 6 Nov. Azraq refugee camp will for the time being remain a contingency site. The camp should be readied with a contingency capacity of 30,000 persons. Infrastructures are developed in Villages 3, 6 and 2 (including 1,600 T-shelters). Outside of a large influx scenario or other substantial change in the operation, the trigger to open the camp will be 600 or more arrivals into Jordan per day.

Update from ILO on Child Labour Assessments

Early marriage TF: The GBV sub-WG initiated the reestablishment of the TF and the TF is currently co-lead by UNICEF and UNHCR. A meeting will take place after the GBV subWG meeting later today. The draft ToR will be discussed as well as discussing whether it should be a joint TF with CP sub-WG or not. Interested CP members are invited to join the meeting.  Data collection has begun (the methodology for the assessments is developed by UNICEF and ILO). The inception reports are approved and ILO is hoping to be able to present main findings by end of Dec and a final report to be available in Jan 2014  ILO planned activities for 2014: o General labour market survey o Policy dialogue forums – in particular regarding vocational training and access to the labour market – possible access to vocational training centres for Syrian refugees o Anti-child labour campaign for the agricultural sector before the planting/harvesting season. ILO is looking into providing training for farmers and has already materials that can be used, will be translated

into Arabic. units/MoI o Awareness campaign together with MoH looking at the health impact of child labour targeting parents and the wider community ILO seeks to meet with other partners collecting data on child labour. They have supported the MoL to develop a database on child labour. Require more numbers on age groups, sex, what type of work they are engaged in and where. Suggested to convene a meeting purely on data collection in Dec. Currently very few agencies report back on child labour (RRP5 reporting). ILO mentioned that children, especially in Lebanon, are being coerced into labour to pay debts of parents, with little response from either the humanitarian or national actors. If this is also happening in Jordan, timely response is needed.

Other assessments on child labour: CARE Jordan could inform that they are also conducting an assessment on child labour in Jordan including urban informal sectors.

UNICEF/ Educatio n on Teacher Training Presentat ion

ILO can provide technical assistance when developing methodology for assessments on child labour. ILO to meet CARE Jordan to compare notes and attempt to create alignment across questionnaires. PPT on Teacher Trainings  The issue was raised whether there will be peer support for teachers. Currently UNICEF staff present in the camps provides support to the teachers to the extent possible. UNICEF conducts visits to the camps and double-shifted schools. Positive developments have been observed in the relationships between teachers and students. Partners raised

concerns that teachers do not receive support or training in how to deal with the psychological or emotional impact of dealing with traumatised children. The impact on teacher has not yet been studied  Partners suggested referral pathways for teachers themselves, through partnerships with other agencies to provide counselling etc – preferably externally. UNRWA currently exploring this option  Question was raised as to the distinct needs for boys and girls and if teachers are trained on how to conduct group activities to differentiate gender specific needs. Not much has been included in the training modules on this and further need to develop gender-sensitive training for teachers could maybe be done in consultation with the CP and GBV sub-WGs  UNICEF is working with MoE to establish Parent Teacher Associations (PTAs) in the schools  Code of Conduct component for teachers are currently under review and is planned to be finalised in December  The ESWG has drafted education specific referral pathway– on what type of education that is available and which organisation that are providing the service. Currently the education pathway is only drafted for Za’atri and will not duplicate the CP pathway, but rather compliment. Once finalised, it will be presented to the CP members IMC and UNICEF joint MHPSS assessment in host communities: Will start from January, the same methodology as for the Za’atri assessment (July 2013) will be used. There were questions raised regarding the
