Notice: Amendment to SGA/DFA PY 10-09

SUMMARY: The Employment and Training Administration published a notice in the Federal Register on February 28, 2011, announcing the availability of funds and Solicitation for Grant Applications (SGA) for Serving Juvenile Offenders in High-Poverty, High-Crime Communities to be awarded through a competitive process. This amendment to the SGA clarifies participant eligibility in Section III.D.1. The document is hereby amended. Section III.D.1, page 8 of the solicitation, the following text should be replaced: Old Text – D. Eligible Participants 1. Participants Eligible to Receive Services An individual may participate in a project funded under these grants if they: • Are at least age 16 years of age and no older than 24 years of age on the date of enrollment • Are currently involved or have been involved with the juvenile justice system within 12 months before enrollment, which includes those: o under the supervision of the juvenile justice system, either in out-of-home placements or on probation or parole o placed in an alternative sentence by the juvenile justice system o placed in a diversion program as an alternative to juvenile prosecution by the juvenile justice system New Text – D. Eligible Participants 1. Are currently involved or have been involved with the juvenile justice system within 12 months before enrollment, which includes those: o under the supervision of the juvenile justice system either in out-of-home placements or on probation or parole; o under an alternative sentence by the juvenile justice system; or o under a diversion program as an alternative to juvenile prosecution by the juvenile justice system.



It is the purpose of this grant to serve youth that have been involved with the juvenile justice system. However, given this is a multi-state project, ETA recognizes that states vary in the age in which youth fall under the jurisdiction of the juvenile justice system. Therefore, youth who are eligible based on their involvement with the criminal justice system within 12 months before enrollment, must also have been involved with the juvenile justice system prior to their involvement with the criminal justice system in order to be an eligible participant.
