DIVING into inspiring examples of how leaders from diverse countries built support for early childhood education. Expectations: The panel will describe specific strategies and processes that have worked at a system level to win support for expanding high quality early childhood education opportunities for all children. The presenters will suggest effective roles for government and philanthropy. The panel will also reveal how the challenges of access and quality are addressed.

EXPLORING examples of quality programs and strategies that have been scaled up in different contexts. Expectations: Discuss diverse experiences in scaling up, including challenges and concrete examples of successful strategies to expand the reach of Early Childhood Education programs and support in various contexts.

Audience can choose from two concurrent sessions, each presenting examples of programs and strategies from various parts of the world that have been scaled up. The emphasis will be on how the program or strategy was scaled up, what challenges were involved, what strategies proved successful and why. Room A:

Mary Young, Director, Center for Child Development at the China Development Research Foundation “If investment in ECD is so good, why isn’t there more of it?” ECD has long-term, positive effects for children, families, societies, and nations. Yet, particularly in developing countries, the horizon of political leaders is often too short. We need to increase effective demand for ECD interventions and promote trans-disciplinary science of human development. Rear Admiral Robert Besal, Retired U.S. Navy, USA Addressing how giving children a good start in life can improve the safety and security of any country. The skills developed in the early years – academic knowledge, patience, persistence, problem-solving – are important for children to become successful adults who can contribute to their country. Barend Rombout, Director, Bureau Frontlijn, Rotterdam Addressing how his 25 years on the police force in the Netherlands taught him that children who were disadvantaged from the earliest years were often set on a path to a difficult life. Those experiences led him to now work with children to help steer them to a productive adulthood.
