THE CATHOLIC SCHOOLS OFFICE, WAGGA WAGGA The Catholic Schools Office (CSO) is currently accountable to the Apostolic Administrator, Archbishop Prowse and is led by the Acting Director of Schools, Mr Mark MacLean. The Director is supported by 2 Assistant Directors (Catholic Life and Mission and School and System Improvement), and 5 Service Leaders. Service Leaders occupy the following roles: three Consultants who support principals and school staff; Finance & Resources; and Employee Services. There are 26 primary schools and 5 secondary schools that educate in excess of 8,500 students through the dedication and work of approximately 1,000 staff. Our Catholic school communities encounter and engage with Jesus and His message as communities of faith, learning, care, service and stewardship. We strive to educate tomorrow's adults, developing their God-given individual talents to enable them to fulfil their life’s potential. Finance and Resources Information Communications & Technology (ICT) Manager Manager: Finance and Resources CSO Remuneration Framework – Level 9/3: $156,830.96 pa

Overview of the Role Reporting to the Manager - Finance & Resources, the role is an organisational critical, responsible for the strategic development, delivery and support of the broad range of information and digital solutions and services that underpin, enhance and support learning and teaching in the Catholic Diocesan Schools System of schools. The ICT Manager is to provide vision and leadership for developing and implementing innovative ICT initiatives as a key enabler for the delivery of educational and business services whilst ensuring compliance with legislative requirements. The role is a key leader and change agent within the School System. The role manages the provision of ICT infrastructure and provides the support services required for the management and administration of ICT in Schools. Assistance in this area is provided to Diocesan agencies, where negotiated. The ICT Manager works in collaboration and consultation with the School & System Leadership Consultants and other Catholic Schools Office staff.

Provide ICT strategic vision and leadership including but not limited to: ● ● ● ● ● ●

Develop and regularly review an ICT strategic plan, consistent with the System's strategic plan, that will deliver solutions to the improvement of teaching and learning and business outcomes. Drive the implementation and delivery of new systems, technologies, applications and services to deliver innovative and flexible ICT solutions that achieve organisational requirements. Champion and mobilise business process improvements across the System by leveraging the potential of technology. Keep abreast of new and emerging technologies and their potential to support teaching and learning in schools. Drive ongoing analysis and review of ICT service delivery to identify opportunities to improve and enhance the services for the organisation. Provide high level strategic advice for business improvement and propose technical solutions to ICT issues.

Identify and define emerging ICT issue which can potentially impact on the delivery of service to schools. Ensuring the CSO provides a safe and secure network and systems which comply with data protection requirements. Provide long term planning and direction of the School systems ICT architecture and network to ensure efficient and effective delivery of services to schools. Develop, manage and monitor disaster recovery and business continuity plans to ensure successful implementation if required. In collaboration with others, assist in the acquisition, testing, improvement and review of applications which support the objectives of the organisation. Oversee the design and implementation of data interfaces between software applications and data warehouses.

Provide leadership and management of the CSO’s ICLT team including but not limited to: ● ● ● ● ●

Determine and promote models of service delivery that optimise the use of resources and provide an effective and service service to schools. Build and retain a highly capable team with strong business/technical skills and pride in their work. Lead the setting of goals, priorities, and vision and inspire staff to achieve it within the agreed timeframe; Promote a strong customer focus and team culture that builds respect and support for each other; Lead staff appraisals, coach employees and identify professional development opportunities to allow the staff to reach their full potential.

Actively manage various ICT vendors, suppliers and other third parties including but not limited to: ● Negotiate on behalf of the Diocese with vendors and undertake tender processes as required and in line with relevant policies and legislation. ● Manage underpinning contracts for service delivery including supervision of service level agreements. ● Negotiate on behalf of the Diocese with vendors and undertake tender processes were required. ● Represent the Diocese at various third party forums such as CEnet and interdiocesan working parties.

Undertake Project Management activities where required including but not limited to: ● ● ●

Actively manage the Systems ICT policies where required including but not limited to: ● ●

Develop project scopes and objectives, engaging with relevant stakeholders and ensuring technical and financial feasibility. Assume leadership and as required total or part control of various ICT projects. Assist in the design or redesign of ICT infrastructure when capital works are undertaken at schools or System, including liaising with project managers, architects and engineers to ensure an optimal outcome and minimise interruption.

Regularly review and maintain ICT policies and procedures to ensure alignment with organisation direction. Undertake literature searches, analysis and consultation to formulate new policies, discussion papers, and position papers.

Actively promote the Vision and Mission of Catholic education in the Diocese by: ● Modelling the values inherent in Christ's teaching, namely, the discipleship we hope the graduates of our schools will commit to. ● Supporting the role of all staff as instruments of evangelisation. ● Ensuring that collaboration and stewardship underpin the leadership and management of the System of Schools, recognising the complementary roles of pastors, parents and teachers in the ministry of Catholic education.

This Position Description may be amended in consultation in order to meet the operational and strategic goals of the Catholic Schools Office. You may also be required to carry out other duties reasonably required by the Catholic Schools Office, Wagga Wagga after appropriate consultation.

Essential Requirements ● Tertiary Qualifications in Computer Science or related field. ● Demonstrable experience in strategic and operational ICT leadership and management including financial and budgetary experience, procurement, vendor management and asset management programs. ● Demonstrated experience in the delivery of large scale ICT projects and strategies and effectively leading people through transformational workplace change. ● Possess exceptional communication skills and time management skills with the ability to build positive relationships with a variety of stakeholders in a multidisciplinary environment. ● Current Driver's License - Class C. ● Ability to undertake frequent overnight travel to support schools across the Diocese. ● Demonstrated experience in leading a team of multidisciplinary professionals. ● Demonstrated experience in managing a team’s workload, competing priorities and ensuring time frames are met. Desirable Requirements ● Work experience in an educational setting. ● Demonstrated experience using Google Apps productivity suite. ● Demonstrated experience of training and supporting system change.

LOCATION The CSO Office is located in McAlroy House, 205 Tarcutta St, Wagga Wagga. The position will be based here, or another Wagga Office or school location.

Salary and Conditions: Level 9/3: ($156,830.96 pa) in accordance with the Catholic Schools Office, Diocese of Wagga Wagga 2009, General Terms of Employment. Leave: 4 weeks annual leave; 2 weeks stand down leave; ex gratia leave between Christmas and New Year. Superannuation of 9.5% paid in addition to the above salary. A motor vehicle, from a pool of cars, is provided for work use. Salary Packaging: employees may elect to take their remuneration as a combination of cash salary and benefits as outlined in the Diocese of Wagga Wagga Salary Packaging Employee Information Guide. Applicants who are successful in gaining an interview will receive an interview travel allowance. Relocation allowance will be provided for the successful applicant. Successfully undertake a NSW Working with Children Check and a National Police Checking Service (Crimtrac) prior to appointment.
