Opportunity Summary The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that support policy objective to promote international religious freedom. More specifically, projects should seek to do the following:  Mexico: DRL’s objective is to encourage protection of vulnerable populations in Mexico experiencing religiously-motivated abuses or discrimination. Reports of such abuses in certain Mexican states have risen in recent years. Key contributing factors include societal intolerance; a lack of capacity and understanding by federal, local, and community representatives of existing laws protecting religious freedom; as well as a lack of enforcement of these laws.  Nigeria: DRL’s objective is to address inter-communal tensions and related religious freedom abuses by both governmental actors and violent extremist groups in Northern Nigeria.  NEA Regional: DRL seeks to strengthen education and constructive public discourse on religious tolerance, mutual respect, inclusive citizenship, and nondiscrimination of religious minorities in the Persian Gulf region, especially areas with a recent history of communal or interreligious tensions or violence, particularly with a focus on youth. Competitive projects will have a regional focus on countries in the Gulf region of the Middle East and include at least three countries in the region in their proposal. (For purposes of this solicitation, the Persian Gulf region is comprised of the following countries: Saudi Arabia, United Arab Emirates, Bahrain, Kuwait, Qatar, and Oman.)

Eligibility & Requirements:  

Organizations are strongly encouraged to partner with at least one other organization. Applicants must have existing, or the capacity to develop, active partnerships with thematic or in-country partners, entities and relevant stakeholders, including private sector partners and NGOs, and have demonstrable experience in administering successful and preferably similar projects.

JHU Limited Submission Cover Sheet 2. Abstract (one page, double-spaced) 3. Proposal (maximum of four pages of text only, single spaced: 12-pt font and one-inch margins) (Note: figures, tables, and other reference material may be included in addition to the 4 pg. text limit) 4. Curriculum Vitae of investigator, including current external research support and publications 5. Budget (two pages maximum) 6. Letter of Recommendation from the Department Chair/Director. Letters of Recommendation can be submitted separately to [email protected] stating the applicant’s name in the subject line.
