M ission Statement The Midwest Association of Student Financial Aid Administrators (MASFAA) is a regional organization of individuals engaged in or concerned with the ethical administration and/or support of student financial aid. Our mission is to promote and provide quality training and professional development opportunities, to advocate and support financial aid programs, and to facilitate effective communication and coordination among interrelated professional associations, thereby serving the needs and interests of students and postsecondary institutions.

Purpose A. To foster and promote standards of professional preparation for the financial aid profession, and the appointment, effectiveness, recognition, and association of student financial aid administrators and counselors in post-secondary institutions and other public and private agencies and organizations concerned with or engaged in the support and/or administration of student financial aid. B.To serve the needs and interests of students, faculties, and administrations of post-secondary institutions and of individuals

and public and private agencies and organizations concerned with or engaged in the support and/or administration of student financial aid by promoting and facilitating the coordination of student financial aid plans and programs and by advising and assisting them in the promotion and development of effective programs of student financial aid.

C. To promote and facilitate communications between secondary and postsecondary institutions and those organizations involved in the disbursement of student financial aid funds. D. To stimulate, promote, and conduct systematic studies and research, cooperative experiments, education, conferences,

and such other related activities as are desirable or necessary in fulfilling the purposes of the regional, state, and national associations.

Welcome from... MASFAA President, Aaron Steffens

Dear MASFAA Colleagues, On behalf of the 2014-15 MASFAA Executive Council, Conference Program and Local Arrangements Committees, I would like to welcome you to Coralville, Iowa for the 53rd annual MASFAA Conference. These two committees have worked diligently over the past several months to bring you a conference that provides the latest updates in financial aid policy, best practices in aid administration and opportunities to collaborate with colleagues. “Growing Connections for Success” was selected as the theme for this year’s conference. While you undoubtedly will see the successes of Iowa farmers being harvested during your visit, we hope that you experience your own harvest of successes during this conference in the connections that you will be able to make and grow with other MASFAA members. We hope these next few days will also find you growing a more robust professional knowledgebase that will make your office, your students and your institution more successful. Monday morning will start off with Pete the Planner teaching and entertaining us. Interest session topics include the new FSA ID, loan repayment plans, financial literacy, Title IX, and many more. As a conference attendee you have the opportunity to hear from the U.S. Department of Education, NASFAA President Justin Draeger, and MASFAA’s very own Dan Mann, the NASFAA National Chair. In addition to the sessions we have to offer, the MASFAA conference has additional venues to assist in your professional growth. Be sure to take advantage of the time we have designated in the schedule to grow connections with our vendors to learn about the products and services they offer. I would also invite you to spend a portion of Tuesday morning participating in the “Real Life Zone” financial literacy event we are hosting during the conference for local students. For many years, MASFAA has hosted financial literacy events prior to the conference in local schools. We believe that this is the first time we have brought the event to the conference to encourage a great number of attendees to participate if they choose. While the Program Committee is working diligently to keep the days of the conference packed with financial aid information, my fellow Iowans are planning some fun events to keep those conference connections growing. Attendees will be able to watch roller derby live on Sunday evening and will be shuttled to Celebration Farm on Monday evening for a hog roast and line dancing. We are hoping that you will open your check book as there will be a silent auction to support our conference charity, Neighborhood Centers of Johnson County. I understand that there might be some additional fun surprises during this conference, so don’t miss a moment of it. In closing, I would like to thank you for attending the conference and supporting MASFAA. This organization is deeply rooted in providing professional development opportunities and the ability for colleagues to grow life-long connections. I wish you a productive and enjoyable conference. Greetings and welcome to beautiful Coralville, Iowa for the 2015 MASFAA Conference! On behalf of the Iowa association, we are very excited to once again host the annual conference in our great state! Planning for the conference has been underway for many months and we are thrilled to see that many of you came to visit. Hopefully you will find some time to explore some of the attractions around the Coralville area before returning to your home state. The theme for this year’s conference, “Growing Connections for Success” highlights the many connections and opportunities we have within NASFAA, MASFAA and our state associations. We plant our roots in our offices, but each of these associations helps us grow as we fulfill our mission of assisting students attain their dreams of a higher education. Charity Challenge is being implemented this year in addition to the silent auction!  The individual state raising the most money for the charity will be the honored recipient of a beautiful trophy to display until the next MASFAA conference, plus bragging rights for an entire year!  Additionally, all donations received for the silent auction will earn bonus points comparative to the item’s actual dollar value.  The higher the item’s value, the more bonus points earned! A Trivia Event is planned for Tuesday evening at the Marriott following dinner on your own.  It’s another way your state can increase your fundraising rank!  Form one or more trivia teams of 8 people per team.  Each person’s $10 entry fee will be donated to the charity, and bonus round winners during the tournament will also earn more money.  The more teams your state enters, the better the odds!  Hint:  Teams with clever themes and costumes earn even more bonus points!  Trivia teams and members will be collected at the conference registration table.

Neighborhood Centers is a community based, family centered human services agency offering programs in area schools and neighborhoods in Iowa City. History In the fall of 1973, residents from the Pheasant Ridge neighborhood (then known as the Mark IV Apartments) came together out of a concern for their neighborhood. They were troubled by recent vandalism and disputes between neighbors. This group of concerned neighbors shared a simple desire to create a more peaceful neighborhood.  They decided they needed a common space – a neighborhood center – where children could gather for safe and fun after school activities - a place where families could meet to know one another. They approached apartment management and were given the use of a three-bedroom apartment.  In October of 1973 Neighborhood Centers was born. In 1990, they expanded and built a 6,000 square foot facility on Broadway Street to serve the families in southeast Iowa City. A few years later they started working in the mobile home neighborhood bringing resources and programs to underserved families. In recent years, they have offered preschool and after school programs through the Grant Wood and Mark Twain Elementary schools on the east side of Iowa City. Their family-centered and community-based approach offers a long term commitment to families in the neighborhoods they serve. By offering a consistent and stable neighborhood presence, they provide a balanced mixture of programs and activities that build a sense of community and teach new skills. Youth Programs NCJC offers a variety of after school and summer programming for school-aged youth that promote leadership and learning through mentoring, tutoring, health and wellness programs, and pre-employment programs. Programs are offered year round in neighborhoods and outreach areas. The four primary programs are: BOOST, LEAD, YES and Summer Camp. LEAD is their Life Enrichment Asset Development program, which is a college and vocational prep program aimed at High School aged youth, most of whom may be the first to attend college. The majority of these students are African-American, many of whom were born in Sudan and moved to the U.S. later in life and now attend West High School or North West Junior High. The LEAD Program has three major components: After-school Academic Tutoring; Life Skills Groups and; Campus and Career Encounter Visits. Because the majority of these students are “First Generation,” they and their parents know very little or nothing at all about the college process and financial aid. Neighborhood Centers offers the programs and resources they need to envision and ultimately attain a college education.

In 2009, a group of young women at the University of Iowa collaborated to create the first all-female A Cappella group on campus, Take Note. Since its formation, the group has grown and performed throughout the University of Iowa campus and Iowa City area. Members of the group major in various departments including Chinese, health, communications, plus a mixture of music interests. The group is entirely studentrun and relies on, as you may have guessed, solely their voices to make music. Last Spring, the group took the stage at the Sing Strong A Cappella competition in Chicago and will compete in the International Collegiate A Cappella Association competition this Fall for the first time in school history.

“Pete the Planner” Peter Dunn aka Pete the Planner® is an award-winning financial mind and comedian. He’s a columnist in over 10 regional newspapers across the United States and most notably in the USA Today. He has authored 10 books, 6 of which were featured in a nationwide launch at Barnes & Noble stores nationwide in January of 2015. He is host of the popular radio show, The Pete the Planner Show, on 93 WIBC FM and The Pete the Planner podcast. Pete has appeared regularly on CNN Headline News, Fox News, Fox Business, as well as numerous nationally syndicated radio programs. In 2012, Cision named Pete the 4th most influential financial broadcaster in the nation.

Laurie Wolfe, Executive Dean, Student Services, Des Moines Area Community College Dr. Wolf is currently the Executive Dean of Student Services at Des Moines Area Community College (DMACC) in Ankeny, Iowa. In this position, Laurie is responsible for district wide student services overseeing 18 different departments, including Financial Aid, Veterans Affairs, and Student Advising/ Counseling. She is also responsible for the interpretation and implementation of federal and state legislation, regulations, and of policies which affect students enrolled at DMACC. Prior to joining DMACC, Laurie was on staff at the Iowa College Student Aid Commission (Iowa’s grant, scholarship and guarantee agency), and the Director of Admissions at Iowa Wesleyan College. Laurie holds a B.A. in English from Iowa Wesleyan College, an M.A. in Student Development from The University of Iowa, and a Ph.D. in Educational Leadership and Policy Studies from Iowa State University. Her dissertation topic: A Mixed Method Study of Rural Iowa Latino High School Students to Determine Barriers to Access. Throughout her higher education career, Dr. Wolf has been active in advancing student access and choice to higher education. She is a Past National Chair for the National Association of Student Financial Aid Administrators (NASFAA), a Past President of the Iowa Association (IASFAA) and has served on the Midwest Association Board. In addition, Laurie was a member of the GAO/DE Task Force on Market Mechanisms (1999-2001), has been a student financial aid trainer for the U.S. Department of Education, and served on the National Council of Higher Education Loan Programs (NCHELP) regulatory committee, and assisted in developing financial aid policy positions for the American Association of Community College (AACC).

Enrollment Management Panel Brent Gage, Vice President for Enrollment Management, University of Iowa Dr. Brent Gage joined the University of Iowa on December 15, 2014, as the associate vice president for enrollment management. He oversees the admissions and financial aid offices and administers the University of Iowa’s efforts to recruit and enroll students.  He came to the UI after most recently serving as the associate provost for enrollment management at the University of Alabama-Birmingham. Dr. Gage has been involved in higher-education admissions and enrollment since the mid-1990s and has worked at several institutions including Eastern Illinois University, University of Nebraska-Lincoln, and Northern Illinois University. He earned his master’s degree in higher-education administration from Eastern Illinois University and a doctoral degree in higher education administration, leadership, and foundations from Indiana State University.

Enrollment Management Panel Laura Linn, Director of Admissions, Drake University With over 20 years of admission experience, Laura has spent the last 9 years as Director of Admission at her alma mater, Drake University (BA International Relations and MPA). Laura’s career also includes serving as the Dean of Enrollment Management at Oklahoma City University and Director of Admission at The Barstow School in Kansas City. She has held a variety of Executive Board positions with Iowa ACAC, including starting Iowa ACAC’s first “Visit the Hill” program 15 years ago. She currently serves as a member of the NACAC Professional Development Committee. An avid community volunteer, Laura has been a member of the Curriculum Committee for the Greater Des Moines Leadership Institute and a leader in the Junior League. She is particularly passionate about developing young talent and encouraging new professionals to remain in higher education. Jeff holds a B.S. in Management from Northeastern University, an M.S. in Education from the University of Wisconsin and has done postgraduate work in higher education administration at the University of Southern California. Throughout his financial aid career, Jeff has been an active member of NASFAA serving as a committee chair, trainer and twice as a Commission Director. He is a past member of the WASFAA Executive Council and a Past President of the California association. Jeff is the recipient of numerous awards, including NASFAA’s Meritorious Achievement Award and Regional and State Leadership Award. He has been honored by WASFAA with their Creative Leadership Award and Lifetime Membership Award and is the recipient of a Distinguished Service Award, President’s Award and Lifetime Membership Award from the California association. He serves as the primary voice of NASFAA and as the liaison between the association members, the U.S. Congress, federal agencies and the media. Most of Justin’s career has been devoted to assisting disadvantaged populations achieve their educational goals and better their communities. Since 2002, Justin has been engaged in either administering, interpreting, communicating, or developing student financial aid policy. His prior experiences include working as a financial aid director, regulatory and policy analyst, and spokesperson. He has held senior positions overseeing government relations, communications, and policy work. Justin is frequently quoted in the press and has appeared on The Today Show on NBC, National Public Radio, APM’s Marketplace, Fox Business News, CNBC, and C-SPAN, and is often quoted in national news outlets. Justin currently serves on the boards of directors of Baker College, the Association Mutual Health Insurance Company, and other organizations that promote health and education. He earned his undergraduate from Brigham Young University and his MBA from Baker College. Valerie has been employed at the University of Iowa in several capacities including: Director of Diversity Relations & Outreach in the Office of Admissions; Program Associate/Multicultural Coordinator for Opportunity at Iowa-Office of the Provost; Academic Planning Counselor in Support Service Programs; and Financial Aid Counselor/Short Term Loan Administrator in the Office of Student Financial Aid. Her work in these departments helped to create the Advantage Iowa Award, the diversity section of the Office of Admissions website, a first year student immersion program for underrepresented students called The Iowa Edge Program, and The Iowa FIRST (Faculty Investing to Recruit Student Talent). She has taught such courses as The College Transition; Culturally Different In Diverse Settings; and Cultural Tools To Mind Your Business and currently teaches Professional Seminar in Student Affairs II in the HESA Program and teaches The Self Aware Leader as part of the UI Career Leadership Academy. Val conducts diversity and cultural competency training for UI campus and various communities. She is a trainer and leadership facilitator with the UI Affiliate of the National Coalition Building Institute (NCBI Inc.), an international organization that works to dismantle prejudice and stereotypes.

The University of Findlay Rebecca Jenkins is a marketing and public relations professional with 13 years of experience in strategic public relations, marketing and internal communication. In this role, Jenkins has helped lead efforts that have resulted in four consecutive semesters of enrollment increases, most recently an 8.5 percent increase this fall. Kim Wells, Training Officer Numerous Sessions throughout, see agenda. Federal Student Aid Kim got her start in the financial aid arena in 1996 (clearly when she was only 12!) as a financial aid counselor at Western Oregon University. Although that was never her intended career path, once she was in the profession, she was hooked. Starting in 1997, Kim worked for 3 years for ED in Region X as a Direct Loan Client Account Manager, serving schools in Alaska, Washington, Idaho and Oregon. In October of 2000, she became a financial aid training specialist for EdFund, a guarantee services provider for the state of California. She continued to work for EdFund in various positions (and places) until November of 2009. Kim spent all of 2010 working for Application Processing Division in Washington DC, mostly on the Web team, which manages some of ED’s web products (FAFSA on the Web, FAA Access to CPS Online, FAFSA4Caster, and PIN). In December 2010, she accepted a position as a training officer for FSA and returned to the beautiful Pacific Northwest. When she’s not busy working, Kim enjoys spending time with her husband, traveling to pretty much anywhere, playing with her adorable golden retriever Kinley, reading, listening to music, spending time with her friends and family, running, and just generally being in the great outdoors.

Communicating Value vs Price - Why Transparency is Key

The University of Findlay changed the way it interacts with student and families about paying for college. The University embarked on a multi-level program that eliminated autonomy between Admissions, Financial Aid, and the Business Office to become clearer about the cost of college. Findlay also moved away from the Net Price Calculator, and developed a Total Degree Cost Calculator, allowing students to know up front the cost of a Findlay education. The results are evidence of the efforts success - 8.5% enrollment increase, decreased communication from confused students, increased traffic on the offices’ websites and an increase in net tuition revenue. Newer financial aid professionals often have little practical experience with the specific data elements that generate the federal EFC. By experiencing the step by step process of a hand calculation, a FAA learns and absorbs the impacts of various hypothetical data changes on need-based aid awarding, and so develops a strong foundation from which to practice professional judgment. Attendees will perform a dependent student hand calculation, and more importantly will learn how to more knowledgeably address the many ‘what if ’ questions that are posed by students and their families. Vendor Appreciation General Session: Role of the Inspector General and Current Investigative Trends This presentation will provide a brief overview of the creation of the U.S. Department of Education’s Office of Inspector General’s Investigative Division (ED/OIG/IS) and its mission and performance goals.  The history of Inspector General Act will be explored and the important role it played in the creation of ED/OIG/IS.  The current ED/OIG Organizational Structure will be discussed as well as each of its components: Investigations, Audit, Inspection and the Hotline Complaint System.  Specific case examples will be discussed and the specific investigative steps conducted to bring these cases to fruition. A growing number of administrators are convinced that the data driven decision making (D3M) process can fundamentally change education- from our understanding of what really works with students to administrative processes and professional development. In this session we have two schools that will tell us how they use D3M at their institution and how the results have changed or confirmed their processes. BBAY - Just SAY no, no more Oakdale IV This session will look at the many different processing options which are opened up by using a Borrow Based Academic Year (BBAY) This allows for the processing of Federal student loans when the traditional Scheduled Academic Year simply does not meet the needs of the student and their schedule. Primary focus will be on BBAY 1, however BBAY 2 and 3 will be touched upon.

Finding Balance: Improving your CDR in a Changing Financial Climate to Cultivate Student Success Oakdale II Communicating with student loan borrowers helps support the successful repayment of loans and can improve a college’s cohort default rate (CDR). However, due to increasing to-do lists and staffing limitations, it has become more difficult than ever to perform outreach and regular communication with students. When considering default prevention planning, it’s important to find the proper balance. You can take charge internally, hire an expert vendor, or use a combination of efforts. This presentation shows why you need a default prevention strategy, regardless of your rate. We’ll also explore the pros and cons of both outsourcing and insourcing your default prevention strategy, along with tools needed to evaluate and choose a successful partner if you decide to outsource.
