Coppell ISD Board of Trustees Regular Monthly Meeting of the Board Monday, January 23, 2017, 7:30 p.m. View meeting online at www.coppellisd.com/board





The meeting was called to order at 7:30 p.m. by President Anthony Hill.



A request for hire, as recommended in Closed Session, was unanimously approved.



Two groups were honored publicly during the Awards portion of the meeting – the Campus Teachers of the Year and the Board of Trustees. Campus Teachers of the Year for 2017 are: Lizzie Hartman/Austin, Carolyn Ratliff/Cottonwood Creek, Maricela Leon/Denton Creek. Sonya Green/ Lakeside, Layne Sommers/Lee, April Owen/Mockingbird, Kristin Huckle/Pinkerton, Kasey Kemp/Town Center, Megan Schaum/Valley Ranch, Tatiana Zvolanek/Wilson, Raneta Ansley/CMS East, Lisa Walsh/CMS North, Christina Malone/CMS West, Holly Anderson/CHS, and Mark Granado/NTH@C. The Board of Trustees received accolades from campuses and building staffs across the district - January is annually recognized statewide as School Board Appreciation Month.



Trustee Tracy Fisher led the Invocation and the Pledge of Allegiance.



A Public Hearing for Discussion was held so that Debbie Youngs/Director of Research, Accountability and Assessment could present the Texas Academic Performance Report (TAPR). View the full report posted on the Accountability page of the CISD website at www.coppellisd.com



Three individuals signed up to speak in Open Forum. 1) Brian Black addressed the topic of school vouchers, CISD performance ratings, and School Board Recognition, 2) James Gilliland spoke on the use of video cameras in self-contained classrooms, and 3) Mayor Karen Hunt asked Dr. Waldrip to pledge the district’s participation in the 2017 It’s Time Texas Community Challenge.









Five Superintendent Reports were given: Susie Williams/Coordinator for Assessment & Accountability - December 2016 End of Course Retest Results, Sid Grant/Assistant Superintendent for Business and Support Services gave two reports - 1) Coppell High School Dressing Rooms and 2) Facilities Access/Security, Kelly Penny/Chief Financial Officer – Pay to Play, and Dr. Mike Waldrip/Superintendent – Region 10 Superintendent Press Conference.



Under Action Items A. Consent, the following Items I, II, III, IV, and V were unanimously approved: Minutes of the Regular Board Meeting held on December 12, 2016 and Special Meeting held on January 3, 2017; Monthly Budget Amendments for January 2017; Financial Report for December 2016; Final payment of $1,276,099 to Balfour Beatty Construction, LLC as acceptance of the Guaranteed Maximum Price for construction at Coppell High School, and McKinney Security as the contractor to complete the districtwide card access control additions.



One additional Action Item was approved for the installation of a wrought iron fence at Coppell Middle School North (to replace the current chain link fence). Costs will be split between the City and the District and CISD’s cost will not exceed approximately $51,134. Board Reports were given: Anthony Hill/President reported on the North Texas Area Association of School Boards; Thom Hulme spoke about the work of the School Health Advisory Council (SHAC), and progress of the Elementary Facilities Committee; Judy Barbo/Secretary gave a Bond Oversight Committee update; and Tracy Fisher/Vice President reported on the TASB XG (Texas Association of School Boards) Conference and NSBA (National School Board Association) Network Advocacy.











The meeting adjourned at 10:08 p.m.

The next Regular Meeting of the Board of Trustees will be Monday, February 27, at 7:30 p.m.
