Dan Ebert

Consultant — The Ebert Group, Hometown Connections

Dan Ebert is the founder and principal consultant at The Ebert Group. He brings 25 years’ experience in energy policy and advocacy, management, energy market formation and operation, corporate communications and coalition management. His combination of public power, policy development, regulatory oversight and utility industry experience brings a unique skill, strategic vision and practical experience to some of the most pressing market and policy challenges facing public power and the energy industry. As Senior Vice President of Government Affairs and External Relations for WPPI Energy, Ebert was responsible for legislative and regulatory affairs, corporate communication, and policy development functions for the Sun Prairie, Wis.-based electric utility serving 51 municipal members in three states. Ebert also served on the Public Service Commission (PSC) of Wisconsin from January 2003 to May 2008 and was appointed Chairman in 2005. While at the PSC, Ebert served on the Board of Directors of the Organization of MISO States (OMS), serving as Vice- President from 2005-2008, focused on transmission planning and cost allocation issues. He also played a leadership role on two gubernatorial task forces exploring policy options to address renewable energy, energy efficiency and climate change. During a 15-year career in Washington, D.C., Ebert served in public and private sector policy roles, including both the U.S. Senate and the U.S. House of Representatives, ultimately serving as Legislative Director for United States Senator Maria Cantwell. Ebert also has extensive regional and national board experience, having served on the Boards of the Transmission Access Policy Study Group (TAPS), the Fund for Lake Michigan (FFLM), and the Consumer Federation of America (CFA).

Ted Kelly

Sr. Project Manager — Burns & McDonnell As senior project manager of regulatory services at Burns & McDonnell, Ted manages and executes rate studies and regulatory services for utilities. He brings 38 years of electric rate study experience and has completed over 25 rates studies in the past four years. Recent projects include the preparation of rate options for customers including development of residential demand rates and other options designed to address increased implementation of rooftop solar.

Ted has managed a variety of projects for utilities relating to financial and management issues. His project experience includes analysis of utility operations and management; strategic planning; cost-benefit analysis; financial feasibility; revenue requirements; cost of service; rate design; and valuations of utility property. The majority of Ted’s work has been for municipal and cooperative electric systems but he has also completed studies for water, wastewater, storm water, and gas utility systems. His work has included presentation of testimony before state regulatory commissions.

Carol Comer

Director — Missouri Department of Natural Resources

Governor Eric R. Greitens named Carol S. Comer as the Director of the Missouri Department of Natural Resources in January 2017. With extensive experience with environmental issues in government and business, Comer leads the department’s efforts to protect our air, land and water; preserve our unique natural and historic places; and provide recreational and learning opportunities for everyone. Comer previously served as Commissioner of the Indiana Department of Environmental Management under former Governor and Vice-President Mike Pence from 2015 until joining the Missouri Department of Natural Resources. Comer also served both as IDEM’s General Counsel and Chief of Staff. Prior to that, she served as a senior administrative law judge for the Indiana Board of Tax Review and as an Administrative Law Judge with the Indiana Utility Regulatory Commission. Comer began her career in private practice with nearly a decade of experience representing companies on environmental and utility matters. Comer received her undergraduate degree from Indiana University School of Business and a joint master’s and law degree from Indiana University School of Public and Environmental Affairs and Indiana University Robert H. McKinney School of Law.

Senator Mike Cunningham (R-33) Serving: Douglas, Howell, Oregon, Ozark, Ripley, Texas, Webster, and Wright Counties A 1965 graduate of Macon High School, Sen. Cunningham attended Jacksonville University in Jacksonville, Fla., and received a Bachelor of Science degree in business administration with a minor in economics from Truman State University in 1972. Before beginning his journey in the Missouri Legislature as a state representative (elected in 2002), Sen. Cunningham owned and managed Cunningham’s Fresh Foods, a supermarket in Marshfield, Mo.; he retired in 2001. Senator Cunningham also served as city administrator for Marshfield from 1974 to 1979 and worked for Coca-Cola USA in Atlanta, Ga. In addition, he received an honorable discharge from the U.S. Army, serving from 1967 to 1969, attaining the rank of sergeant E-5 in the military police. In the Missouri Senate, Sen. Cunningham serves as Chair of the Fiscal Oversight Committee, and is a member of the Appropriations Committee; the Commerce, Consumer Protection, Energy and the Environment Committee; the Insurance and Banking Committee; and the Professional Registration Committee. He is also a member of the Joint Committee on Legislative Research and the Missouri Health Facilities Review Committee. In addition to his legislative duties, Sen. Cunningham is a livestock farmer. He lives in Rogersville, Mo, and has three children: sons Zach, his wife, Cassie; Seth, his wife Chelsea; and daughter Leah, and her husband Jeremy. He is also proud grandfather to Baylee, Connor, Blaire and Waylon.

Representative Kevin Austin Serving: Greene County Representative Austin is a lifelong Springfield resident, graduating from Wilder, Pershing and Glendale schools. He received a Bachelor of Science degree in Financial Management from Missouri State University in 1988, and a Juris Doctor degree from the University of Missouri in 1996. While attending Law School, Rep. Austin was a published author and a member of the Law Review. He graduated as a member of the Order of the Coif, a national organization whose members represent the top ten percent of graduating law students. Before becoming a Representative, Rep. Austin was involved in the following volunteer organizations: Police and Fire Pension Fund Board, Housing Authority of Springfield, Director for Springfield Metropolitan Bar Association and Vice President of the Southern Hills Tennis and Swim Club. When not fulfilling his legislative duties, Rep. Austin practices law in Springfield as a member of Keck & Austin, LLC, focusing on business counseling and litigation and insurance defense.

Andrew Grinch Content Director — Woodruff Andrew Grinch serves as Content Director at Woodruff, overseeing both the development and distribution of strategic content marketing initiatives for agency partners. Before joining Woodruff, he was Associate Athletic Director at the University of Missouri, overseeing marketing and promotions, ticket sales, broadcast/video board operations and online operations. In addition, Andrew has experience in sales, business development and broadcast journalism.

Brittany Van Maele Content Director — Woodruff Brittany VanMaele is Community Manager at Woodruff, where she develops and executes multi-platform social media strategies for clients in a variety of industries. She’s deployed paid and organic social campaigns for diverse local businesses, non-profits, and nationwide franchises. Brittany also has a background in content strategy and search engine optimization (SEO).

David Shorr Partner — Lathrop & Gage David Shorr serves as Partner in Charge of Lathrop Gage's Jefferson City and Columbia, Missouri offices. He is the past Director of the Missouri Department of Natural Resources. Currently, he represents clients in regulatory matters in the environmental, energy, and utilities arenas and handles complex cases involving the scope of legal authority and government public policy. Shorr is a registered Missouri lobbyist and assists clients with legislative strategies.

Drue Merkel Solutions Architect — Honeywell Smart Energy Drue functions as the technical sales lead for Honeywell’s Smart Energy Team in the East Business Unit. Drue’s experience includes over 21 years of designing, proposing and presenting complex software solutions in the telecom and utility industries. Drue holds a bachelor’s degree in Mathematics from Rowan University and a Computer Science Certificate from NC State University. Drue’s previous employers include Nortel Networks, Harris Stratex, Aviat Networks and Elster Solutions.

Cara Shaefer Director of Energy Services & Renewables— Springfield City Utilities Cara Shaefer joined City Utilities in 1995. She is responsible for City Utilities energy services and renewables department, programs and customer education. She works with our residential, commercial and industrial customers to develop a portfolio of cost-effective programs and on-site services to encourage energy and water efficiency. In addition to managing the utility’s efficiency programs, she is responsible for City Utilities renewable energy programs and initiatives. She is involved in the community on multiple boards, committees and task forces on efficiency and sustainability related issues. Cara graduated from Drury University with a Bachelor of Arts degree in English and Communications. She is also a lifelong resident of the Springfield area.

Eric Hempel Energy Educator — Columbia Water & Light As the Utility's Energy Educator, Eric develops and delivers educational programming to Water & Light's customers, from Kindergarten to Kiwanis and Consumer to Contractor. In addition to customer education, Eric provides field exams for the Building Performance Institute, through which all contractors participating in Water & Light's energy efficiency program must be certified. Recently, Eric worked with a Utility staff team to modify the PV rebate program and ensure customer and utility benefit. Eric earned a BA in Environmental Science from Washington University and an MA in Science Education from the University of Columbia-Missouri. Before his current position as Energy Educator, Eric oversaw the City of Columbia's affordable housing repair and new construction programs.

Brad Luna Sr. Vice President — N-Dimension Solutions Brad joined N-Dimension in February 2015 and brings more than 20 years of management experience in developing and implementing highly effective strategies for industry leading cybersecurity, cloud-based and utility product companies. Prior to N-Dimension, Brad was with General Electric in the Intelligent Platforms software division where he led the commercial team focused on providing solutions to General Electric’s top manufacturing customers and prospects in North America and Europe. Brad served in the United States Army for 8 decorated years as a 96 Bravo in the Intelligence and Security field. He directed Intelligence activities and was also a security class instructor.
