Request for Proposals to Conduct a Feasibility Study: Constructing an E-Hub Centre for Innovation Objective YES is looking to hire a consultant to conduct a feasibility study related to the development of an e-hub center for innovation. The research will include assessing and determining the vitality, cost and economic benefits of developing an e-hub centre for innovation for the English-Speaking Community in Quebec. The e-hub would provide English-Speaking entrepreneurs, job-seekers, artists and women in STEAM (Science, Technology, Engineering, Arts and Math) access to resources and a shared-space for collaboration, innovation and development of the skills necessary to thrive in Quebec’s future economy. Scope of Work / Deliverables The feasibility study will focus on identifying the scope and cost for the e-Hub Centre for innovation. In particular, the consultant will identify case studies illustrating proven e-hub business models that would be suitable for the Quebec context. They will explore existing models in Montreal and elsewhere. They will consult with industry, government, academic and community stakeholders, as well as real-estate agents to gain insights on innovation center trends and areas of development. In addition, the consultant will perform pro-forma budgets and explore the cost‐revenue relationships inherent to a project of this scope. Lastly, in collaboration with YES, they will identify environmental or regulatory considerations, as well as compile an inventory of funding agencies and programs. These elements will be presented in a final report to YES. Fee scale: $18,500 - $20,000 Timeline The project will take place from October 2018 to March 2019, and each stage outlined below must be completed by the respective deadline.  6-8 consultations with various industry stakeholders and the community - November 2018  Identification of 2-3 relevant case studies - November 2018  Consultations with real estate patrons (private and public) - December 2018  Cost analysis, environmental or regulatory considerations, complete inventory of potential funding agencies and programs - February 2019  Submission of final report detailing key findings and recommendations - March 01, 2019 Application Process Interested parties should submit an application to Aki Tchitacov at [email protected] no later than 5pm on Friday, October 4, 2018.
