A cover letter (1 page, in French or in English) detailing your interest in this position and what you would bring to the mission if engaged. 2. A curriculum vitae (in English or French), outlining your professional history (with relative salaries), training, professional qualifications and all other relevant activity and work carried out (voluntary work for example). In addition please give details of two referees we will be able to contact; one should be your current or most recent employer. 3. PROJECT OFFICER Position description

The selected candidate will report to the Director of citizenship and international cooperation. Primary goals and responsibilities: The project officer’s primarily responsibility is to support all activity of the CEMR related to citizenship: in particular our twinning, gender equality projects and equality. The project office must be versatile, adaptable and able to organise and contribute to several projects according to the needs of the association: I.

Communicate with the CEMR’s network of associated members (twinning, equality)  Collect and exchange information, establish inter-association contacts between member associations and other partners and promote cooperation in European projects...  Organise meetings: content, logistics, communications, member communication etc.  Liaise with European institutions and other partners  Good knowledge of IT tools  Ability to manage a website is a significant plus

II.

Build Relations with European institutions and organisations    

Participate in consultancy meeting organised by the European Commission Liaise with assistants of Parliament and the Commission Work with associate members of the CEMR to evaluate community programmes Liaise with other European organisations: representative bodies of other collective groups, representatives of NGOs etc.

III. Set-up and follow-up of projects  Find partners, establish financing (in collaboration with the financial department of the CEMR) follow up community leads and offers of support  Ensure the good implementation of the projects led by CEMR - for example the Observatory of the European Charter for equality of women and men in local life  Communicate with the project’s partners  Technical follow-up called for the project, working with the CEMR’s administrative department  Drafting of the reports foreseen by the project and other documents  Evaluation of projects

IV. Organise meetings and conferences  Content: contribute to the development of the programme, find speakers, and write supporting reports (in particular participation in the organisation of a large international conference on equality, in Paris in January 2013)  Logistics: handling of inscriptions and invitations, distribution of documents, welcoming of participants etc.  Communication (working with the communication department of CEMR): promoting the events alongside associated members of CEMR, creation of communication documents V. Drafting and reflexion work  Assisting with reflexion around relevant issues  Drafting of documents VI. Final publication  Researching information  Drafting and writing content  Structuring of documents (working with the CEMR’s communication department) VII. ABOUT CEMR… Founded in 1951, the Council of European Municipalities and Regions is the main association representing local and regional authorities in Europe. Its members are national associations, which are for the most part large national associations of local and/or regional authorities. Today, CEMR consists of 55 member associations spread out over 40 countries. These national associations bring together more than 100 000 members. Regions, counties, provinces, cities, districts, municipalities, towns, CEMR reflects and represents the diversity and unity of the subnational spheres of government. Its President is Wolfgang Schuster, the Mayor of Stuttgart. CEMR is the European Section of the international organisation of local authorities, United Cities and Local Governments (UCLG), whose President is the Mayor of Istanbul, Kadir Topbaş. CEMR has always contributed to promoting a strong united Europe, based on its regions’ and its municipalities’ local self-government. Governing bodies The main governing body of CEMR is the Policy Committee which generally meets twice a year. It is made up of mayors and elected councillors belonging to our member associations, with each country being represented by a quota. Every three years, an important general assembly is held which is open to everyone. The next General Assembly will take place in Cádiz at the end of September 2012. Main topics The Policy Committee has recently approved the main topics (pillars) on which the CEMR work programme is focused:  Pillar I: Influencing European policies and promoting shared positions, in all the domains concerning local and regional authorities (lobbying strategy)  Pillar II: Enhancing the role of CEMR as the forum of debate and cooperation between European local and regional authorities through their national representative associations (knowledge strategy). The place of citizenship Since its foundation sixty years ago, CEMR has considered that the creation of citizens’ sense of belonging to Europe was a sine qua non condition for European integration. The twinning movement was launched with this aim. In 1989, a European programme was launched by the European Commission (after European Parliament’s decision) on CEMR’s initiative; since then, CEMR works closely with the European Commission in order to strengthen European citizenship. This action is an effective example of the role and approach to action of CEMR, which remains an association of proactive elected representatives, committed to the European Union. Action in the field of gender equality is another example. This initiative has resulted in the launching of the European Charter for equality of women and men in local life, signed today by more than 1 200 local and regional authorities.

The Policy Committee meeting in Brussels in December 2011, presided by President Schuster, approved a new setup for the CEMR’s thematic activities. Concerning the priorities related to citizenship, the Policy Committee approved the setup of a committee on governance and citizenship and a focus group on twinning. At the same time, the committee for equality of women and men was established permanently. It will constitute the steering committee for the Observatory of the European Charter for equality of women and men in local life, with the support of CEMR’s Swedish association and the city of Paris. Finally, the Policy Committee approved the launch of activities on integration and diversity. Staff and offices CEMR’s headquarters are located in France where it has an office at 15 rue de Richelieu, a couple minutes’ walk from the Louvre. This office has eight positions. CEMR also has an office in Brussels, with ten positions, in the House of European cities, municipalities and regions, located at Square de Meeûs 1. PROJECT OFFICER Main terms and conditions of employment

All hiring terms and conditions will be defined, in a contract drafter with the candidate selected for the position, in accordance with French law. The principle conditions are the following: 1. Location The position is located in the Paris office of CEMR at 15 rue de Richelieu, in the 1er arrondissement. The project officer may be obliged to make frequent trips to Brussels or elsewhere in Europe. 2. Duration The contract offered is permanent. 3. Salary The annual gross salary for the post is approximately 30 000 € depending on skills and experience of the candidate. 4. Working Hours The position consists of 39 hours of work per week (5 days), business hours being in principle 9 a.m. to 6 p.m. (Monday to Thursday and 9 a.m. to 5 p.m. (Friday). However, the position requires a flexible schedule. 5. Leave Employees are entitled to 25 days of vacation per year, in addition to public holidays and one week between Christmas and New Year. Holidays that fall on Saturday or Sunday are not compensated.
