Proposed Resolution No. 2015-127, Renaming of the 10th Avenue Pond, at the Field Open Space, to "Ellie’s Pond"

Summary • An application to rename the 10th Avenue Pond at the Field Open Space, located at 700 East 10th Avenue, in honor of Ellie McKinley was received April 15, 2015, by the Director of Open Space and Trails. • The application was submitted by Beverly Gillard, on behalf of the McKinley family. • Ellie McKinley dedicates her time to many causes that support and promote open space, trails, wildlife, and education for the Broomfield community. Examples of her projects and programs include: • Worked to obtain the voters’ approval of the Open Space Sales and Use Tax; • Involved in the grassroots effort to preserve the Field as open space; • Provided leadership to get the Open Space Sales and Use Tax approved in perpetuity; • Rallied community support to amend the Broomfield Charter to require a rigorous public process if Open Space purchased with the Open Space Sales Tax or dedicated to Broomfield is ever proposed to be changed to another public use; • Helped to create the Broomfield Open Space Foundation, a non-profit corporation that supports Broomfield’s Open Space and exists to serve the community by protecting, enhancing and promoting the enjoyment of Broomfield Open Space, trails, and wildlife. Ellie currently serves on the Foundation Board; • Founded Broomfield’s volunteer Nature Program. She worked closely with Broomfield citizens Karen Steele and Denise Price to develop wildlife education programs. She became known as the “Spider Lady” as she felt strongly that Broomfield citizens needed to have easily accessible nature education programs in Broomfield and should not have to travel to Boulder to learn about wildlife. In 2014, the Nature Program provided 23 programs serving nearly 800 citizens; and • Started the Math Camp and Literacy Camp, two week programs that occur every summer to help students build their learning skills. The Math program has been held for 12 years at Birch Elementary. The Literacy Program has been in existence for eight years. • In 2006, Ellie McKinley also received the Heart of Broomfield award from the Broomfield Community Foundation for her 20 plus years of service to the community from the Broomfield Foundation. • On behalf of the Broomfield Open Space Foundation, Ellie is currently helping to organize an open space speakers’ series, a Birds of Prey presentation, and the annual Open Space Foundation Pancake Breakfast Fundraiser. • The Open Space and Trails Advisory Committee (OSTAC) reviewed the renaming request (Attachment 1) at its April 23, 2015, meeting. Letters of support from Dan Wilkie, Pat Quinn, and Anne McKellar are also included in the application. OSTAC members voted unanimously to recommend the renaming of the 10th Avenue Pond at the Field Open Space to honor Ellie McKinley’s community service. • The proposed renaming conforms to the Guidelines for Naming Public Facilities (Attachment 2) adopted by the City Council on May 24, 2011. • Proposed Resolution No. 2015-127 would authorize the renaming of the 10th Avenue Pond at the Field Open Space to "Ellie’s Pond." • If approved, staff plans to organize a future dedication for Ellie’s Pond at the open space site to celebrate the new name. Prior Council Action • Council has approved naming Broomfield buildings and amenities for residents in the past. • Council adopted the Guidelines for Naming Public Facilities on May 24, 2011. Financial Considerations It is anticipated that a sign will be placed at the pond that complies with Broomfield’s Open Space Sign Program. The sign is also needed as the pond is used for nature programs and an identification sign will assist citizens in finding the site. The cost of the sign is minimal. Alternatives As desired by the City Council. Proposed Actions/Recommendations Based on the above, it is recommended. . . That Resolution No. 2015-127 be approved.
