SERBIA UPDATE 19 - 22 May 2016 HIGHLIGHTS AND STATISTICS
While a constant flow of irregular arrivals was noted, a reduction of daily admissions into Hungarian “transit zones” to 30 total increased the number of asylum seekers, mainly women and children, awaiting admission in difficult conditions at the Serbia-Hungary border to over 400. Also the estimated number of refugees and migrants in Belgrade grew slowly to over 600, mitigated, however by their admission for temporary accommodation into Krnjaca Asylum Centre. In the absence of reliable statistics, one may thus estimate that the total number of new refugees/migrants currently in Serbia again grew to some 1,400, up from an estimated 900 a month ago. 254 persons expressed intent to seek asylum in Serbia, bringing the total in May to 634 and for the whole of 2016 to 2,994 (statistics courtesy of the Ministry of Interior). SOUTH 106 new arrivals from fYR Macedonia were temporarily accommodated in the Reception Centre (RC) in Presevo, in addition to a remaining 31 longer-term residents. The UNHCR-supported Public Health and the Humedica clinics treated a total of 141 patients while one unaccompanied children from Afghanistan was hospitalised in Vranje. The UNICEF/DRC/CSW child friendly space/mother and baby corner hosted a total of 94 children and 39 women. EAST 19-20 May, six refugees/migrants (four Afghans and two Bangladeshi) arrived via Bulgaria at Gradina border crossing near Dimitrovgrad. Among them, one unaccompanied children from Afghanistan was sent to the Youth Upbringing Institution in Nis, the others were all counselled on their right to seek asylum in Serbia. BELGRADE UNHCR and partners assisted between 400 and 660 refugees, asylum seekers and migrants in the centre of Belgrade every day. They were mainly recent arrivals from Afghanistan, Syria or Pakistan, through fYR Macedonia. As the Serbian Commissioner for Refugees and Migration (SCRM) continued to counsel, bus and house even undocumented refugees/migrants at Krnjaca Asylum Centre (AC), less than 60 were present at nights in the parks. The Asylum Info Centre facilitated various referrals, including access to asylum procedures, accommodation in Kranjaca AC and medical services. UNHCR/DRC doctors treated more than 57 patients, while MSF, Refugee Aid Miksaliste and Divac Foundation assisted with food and other aid.

SERBIA UPDATE 19 - 22 May 2016 NORTH On average 415 asylum seekers, waited to be admitted into the two “transit zones” at Kelebija and Horgos I border crossings. Of those, 25% were women and 41% were children. They were mainly from Afghanistan, Syria and Iraq. 124 were admitted into Hungarian asylum procedures, i.e. roughly 15 per “transit zone” zone per day.
Due to unfounded rumours about faster admission at Horgos I “transit zone”, more asylum-seekers moved there leading to a further deterioration of conditions. As there are only a few improvised tents outside the “transit zones”, many asylum-seekers, including families, camped out in the open. Sanitary conditions remain of serious concern. UNHCR still awaits clearance to place a few mobile toilets at each site. Three garbage bins were placed at Horgos I. Efforts by UNHCR and partners to encourage asylum-seekers to instead overnight in the SCRM’s Refugee Aid Point (RAP) of Subotica yet had limited impact. The RAP remained open and hosted 15 refugees at the end of the reporting period. The Red Cross distributed 200 rations/day total in Kelebija and Horgos I, leading to tensions during food distribution and the need for UNHCR to supplement with 1,859 UNHCR food packages, 414 water bottles, 163 blankets and 271 hygienic packs. UNICEF distributed food and non-food aid for children. MSF continued to provide medical assistance in all sites.

Close to 200 refugee/migrants were encountered every day in and around Subotica on their way to attempt regular or irregular crossing into Hungary. UNHCR partner HCIT continued to assist the most needy with UNHCR food packages, water, hygienic packages and blankets.
