Northamptonshire County Council Consultations You've been invited to participate in the Minerals and Waste Local Plan: Final Draft Plan (Proposed Submission Document) consultation by the consultation manager, Northamptonshire County Council - Planning Policy. Northamptonshire County Council is in the process of reviewing its Minerals and Waste Development Framework (MWDF) and rolling forward its plan period from 2026 to 2031. This is to ensure we continue to have an up to date plan in line with government guidance. As part of this review the individual Development Plan Documents (DPD) from the MWDF will be combined into one document to form the Minerals and Waste Local Plan. We are now publishing the Minerals and Waste Local Plan: Final Draft Plan (Proposed Submission Document) and on which representations will be able to be made between now and the end of October 2013. This is the version of the Plan that the County Council wishes to adopt. Accompanying the Final Draft Plan document is a Local Aggregates Assessment, Local Assessment of Waste Management Needs and other documents relating to the Final Draft Plan. The Final Draft Plan is available to view at the County Council?s main reception areas at County Hall and John Dryden House, as well as at Northamptonshire libraries and the main receptions of the district and borough councils in the county. Alternatively, this information and all the accompanying documentation can be viewed and downloaded from the County Council website: http://www.northamptonshire.gov.uk/en/councilservices/Environ/planning/policy/minerals/Pages/P artialReviewoftheMWDFLocalPlan.aspx The period on which representations can be made continues until Thursday 31 October 2013. Responses should preferably be made online at https://.consult.northamptonshire.gov.uk or on the response form which is available to download from the website or on request. Please note that because of government regulations, representations received after the closing date will not be able to be accepted by either the County Council or the independent Planning Inspector who will examine the Plan at the end of the period for representations. Representations at this stage of the plan preparation process have to be made on the ?soundness? of the Plan. There are a number of these ?tests of soundness? that have to be met and that any representations should be based on: to be ?sound? the Plan should be positively prepared, justified, effective and consistent with national policy. It should also have been prepared in accordance with the ?Duty to Cooperate? and legal and procedural requirements. There is information on the tests of soundness and on the other requirements on our website or the rear of the representation form. As most of the MWDF is simply being carried forward unchanged into the Local Plan, it is the changes- highlighted in the Final Draft Plan- on which we are specifically seeking representations.
